HomeMy WebLinkAbout06/24/03 P&ZPlanning and Zoning Commission June 24, 2003 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON JUNE 24, 2003 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 24th day of June, 2003 at City Hall with the following members present: Deville Hubbard, Chairman DeWayne Snider Brian Wade Bill Jamme Kirk Mikulec Bill Harrison Vernon Jackson - Advisory Committee Member Staff.' Harry Persaud, Director of Development Services Chris Spencer, Planner James Hanvey, Staff Engineer Sandy Vondersaar, Administrative Assistant With six (6) P & Z members present and seven (7) Capital Improvement Advisory Committee members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Capital Improvements Advisory Committee Minutes for a meeting held on June 10, 2003. Motion to approve the minutes of the meeting held on June 10, 2003, Mr. Mikulec; second, Mr. Jackson. Motion carried 5-0 with 2 abstentions. Chairman Hubbard, Mr. Snider, Mr. Wade, Mr. Mikulec and Mr. Jackson for, Mr. Jamme and Mr. Harrison did not attend this meeting therefore they abstained. 2.2 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on May 27, 2003. Motion to approve the minutes of the meeting held on May 27, 2003, Commissioner Jamme; second, Commissioner Wade. Motion carried 6-0. Planning and Zoning Commission June 24, 2003 3.0 CITIZEN INPUT None 4.0 ITEMS FOR CONSIDERATION 4.1 Consider a request for approval of a final plat for Memorial Drive & Market Street Right-of-Way Dedication being 8.332-acres situated in the A. Singleton Survey, Abstract No. 1138 and H. Hedgecox Survey, Abstract No. 533, located north of SH 121 and between Main Street (F.M. 423) and Standridge Drive, in the City of The Colony, Denton County, Texas. (2003-FP002) Mr. Spencer presented the staff report regarding approval of a final plat for Memorial Drive and Market Street Right-of-Way Dedication located north of SH 121, between Main Street (F.M. 423) and Standddge Drive. Mr. Thomas Fletcher, P.E. with Halff Associates, Inc., 8616 Northwest Plaza Drive, Dallas, Texas 75225 was present to answer questions. The Commission was concerned with the right turn radius at the comer of Standddge and Memorial. This will be included as a staff stipulation for the Engineering Department's review. Staff recommends approval with four (4) stipulations. Motion for approval of a final plat for Memorial Drive & Market Street Right-of - Way Dedication being 8.332-acres situated in the A. Singleton Survey, Abstract No. 1138 and H. Hedgecox Survey, Abstract No. 533, located north of SH 121 and between Main Street (F.M. 423) and Standridge Drive, in the City of The Colony, Denton County, Texas. (2003-FP002) subject to 4 (four) staff stipulations, Commissioner Jamme; second Commissioner Wade. Motion carried 6-0. 4.2 Consider a recommendation for approval of a Site Plan for an O'Reilly Auto Parts Store located on Lot 2BR, Block 1, Westport Centre Addition, being a 0.854-acre tract situated in the B.B.B. & C.R.R. Survey, Abstract No. 173, located north of Braum's, on the west side of Main Street in the City of The Colony, Denton County, Texas. (2003-SP005) Mr. Spencer presented the staff report regarding approval of a Site Plan for an O'Reilly Auto Parts Store located north of Braums, on the west side of Main Street. The Commission needed clarification from the applicant regarding Live Oak trees, parking concerns and landscaping in the utility easement. A representative from O'Reilly Auto Parts Store was not present to answer their questions. -2- Planning and Zoning Commission June 24, 2003 A motion for approval of a Site Plan for an O'Reilly Auto Parts Store located on Lot 2BR, Block 1, Westport Centre Addition, being a 0.854-acre tract situated in the B.B.B. & C.R.R. Survey, Abstract No. 173, located north of Braum's, on the west side of Main Street in the City of The Colony, Denton County, Texas. (2003-SP005) subject to eight (8) staff stipulations, Commissioner Harrison; second Commissioner Snider. Motion failed 3-1 with 2 abstentions. Commissioners Hubbard, Harrison and Snider for; Commissioner Mikulec against; Commissioners Jamme and Wade abstained.
