MINUTES OF THE CITY COUNCIL MEETING
HELD ON
MAY 10, 1993
The Special Session of the City Council of the City of The Colony, Texas was called to order
at 7:00 p.m. on the 10th day of May, 1993 at City Hall with the following Council roll call:
William W. Manning, Mayor Present
Mike Lynch, Councilman Present
Toby Pollard, Councilman Present
Joe Agnew, Councilman Present
Tom Bogan, Councilman Present
John Dillard, Councilman Present
Joel Marks, Mayor Pro-tem Present
and with seven present, a quorum was established and the following items were addressed:
1. PLEDGE OF ALLEGIANCE
2. CONSIDERATION OF AUTHORIZING REGULAR PART TIME AND
TEMPORARY EMPLOYEES AT THE RECREATION CENTER
Sylvia Brantley explained that one employee has resigned and needs to be replaced
and that there is also a need for a temporary part time person to fill in when other
employees are absent. She went on to say this will not take the salaries over budget this
year.
Motion to approve as recommended - Lynch; second Agnew.
Councilman Bogan asked how the full time salary budget stands and Mr. Hall said
all departments are at 48% and that Park & Recreation is not over their projections.
Motion carried with a unanimous roll call vote.

3. EXECUTIVE SESSION AS AUTHORIZED BY ARTICLE 6252-17, V.A.C.S.,
SECTION 2G, PERSONNEL, TO-WIT:
A. INTERVIEW FOR MUNICIPAL COURT JUDGE

4. CONSIDERATION OF ANY ACTION TO BE TAKEN AS A RESULT OF THE
EXECUTIVE SESSION
Mayor Manning said it appears that a decision will not be made tonight regarding
appointment of a judge. Councilman Dillard said more information is necessary regarding
trends in ticket writing versus dismissals and convictions. Mayor Manning directed the City
Manager to contact Judge David Williams and inform that he will continue to serve until
further notice, stating that the Council is looking at a "multi-player" system. Mayor Manning
went on to say the Council would like to hold a work session with a representative from the
Police Department, the Court Clerk, the Court Bailiff and the City prosecutor. He said Burt
Solomons suggested some names of potential "co-judges" and that the Council would like
to interview those persons. The Mayor also asked the City Manager to contact the City of
Plano to see if there are any part time people there interested in rotating with The Colony
judges. Staff was also requested to survey other cities in the area to see how and what
judges are paid and how week-end arraignments are handled. Mayor Manning said he
would like a clarification on the relation between our Police Department and the Denton
County Jail regarding transfer of prisoners.
Councilman Dillard said the bottom line is the Council interviewed three very
qualified people, but more information is needed about our judicial system, how it works
and what we need to do to improve it and that is where we are going.
With no further business to address, Mayor Manning adjourned the meeting at 8:45
p.m.
