MINUTES OF THE CITY COUNCIL MEETING
HELD ON
January 11, 1993
The Work Session of the City Council of the City of The Colony, Texas was called to order
at 7:14 p.m. on the 11th day of January, 1993 at City Hall with the following Council roll
call:
William Manning, Mayor Present
Mike Lynch, Councilman Present
Billy Sharp, Councilman Absent
Joe Agnew, Councilman Present
Tom Bogan, Councilman Present
John Dillard, Councilman Present
Joel Marks, Mayor Pro-tern Absent (Arrived 7:20)
and with five present, a quorum was established and the following items were addressed:
1. DISCUSSION AND REVIEW OF CURBSIDE RECYCLING
Mayor Manning stated this session will be a round table discussion and asked
Councilman Bogan to begin by stating his reasons for desiring a sealed bid process rather
than a proposal process. Councilman Bogan said we (city council and staff) should know
what we want, that we should write the specs and go out for bids. Councilman Lynch stated
the proposal process is simpler than the bid process. A lengthy discussion followed
regarding bid vs proposals. Councilman Agnew asked if we are required to take the lowest
bid and Mr. Hall said no, but we do have to accept all the bids and award the contract to
the best, which may not be the lowest, noting this is by State statute. Further discussion
regarding the bid process and when negotiations with the vendor can begin. Councilman
Bogan said we have talked about this for a very long and time and we should know by now
what we want. Further discussion regarding responsibilities of the contractor and the City
can ensure the service is handled satisfactorily.
Mayor Manning asked the Council who is in favor of bids or proposals, stating that
he is in favor of the proposal process. Councilman Bogan favors bidding. Councilman
Marks took this opportunity to state that he does not know what is available, and that he
is not sure why this session is being held, going on to say he thinks we should have agreed
on proposals last week. Councilman Lynch favors bids and Councilman Agnew favors
proposals. Councilman Dillard said he is not really interested in recycling, but he does think
if we are going to do this we should asked for everything, and that he leans toward
proposals.
Mayor Manning said we need to eliminate grass clippings and Councilman Bogan,
agreeing, stated that whatever we do we need to get on with it. Discussion followed
regarding what should be picked up and all agreed if we recycle we should have everything
possible picked up. Mr. Hall advised that if we put in "everything" in the RFP or the bid

specs, we may destine the program to failure because we may price the service out of line,
explaining that if one vendor says yes to everything, we will either have to say yes, or forget
the program.
Councilman Lynch suggested using the matrix in the RFP prepared by Bob van Til
and asked the vendors to put a price on each item so we know how to compare the
proposals. Mayor Manning agreed stating we need to ask for basics plus options. The
majority of the council is in favor of proposals and all agree that mandatory recycling is the
only way this program will work.
At this time, Mayor Manning allowed citizens to speak.
Jamie Bell, 5085 Nash, stated she was on the Recycling Task Force for 3 years and
that all the footwork has been done on what the council is discussing tonight. Ms. Bell said
there all types of programs available. Ms. Bell shared some of her research regarding
recycling with the council and fielded questions from them.
Maria Martinez, 5941 Carroll, said there would be no need to include education in
the proposal because the citizens of The Colony can handle that, going on to state that the
citizens will have to be given an incentive to recycle. Ms. Martinez said a vendor stated it
is not profitable for them (vendors) to educate the public on recycling.
Veronique Michalik, 5005 Pemberton, stated recycling definitely cuts down on the
amount of trash hauled to the land fills, citing the amount from her home alone. Ms.
Michalik favors proposals not bids.
Carol Frey, 4921 S. Colony, advised the council that the education means is already
in place, but the group needs a little help, but that the ground work is already here.
Joyce Fulco, 4712 Clover Valley, regarding grass clippings, asked what the Mayor
meant; will we have trash pick up, recycling pick-up and then grass clipping pick up. Mayor
Manning said the grass clippings will not be picked up. The purpose of eliminating grass
clippings will be to keep them out of the land fills.
Sandie Chance, 5508 Baker, stated she worked on the Recycling Task Force also and
is now a city employee. Ms. Chance said she thinks we want too much too fast and that we
should be flexible. Ms. Chance went on to say we need to get the program in place and
then expand as it is affordable, stating that no company will take everything so we need to
start off with one or two items.
Doug Hall, 5253 Sherman, noted that things change so quickly, stating that he learns
a lot from his kids and thinks they are the key to successful recycling.
Greg Raymer, Community Waste Disposal (C.W.D.), addressed several points which
had been brought out. 1) Education - Mr. Raymer explained why it is not profitable for
vendors to educate the public about recycling, stating that right now the recyclables are
worth less than what it costs to pick them up. Going on, Mr. Raymer said however, his
company does not make any effort to cause recycling programs to fail, even though there
is no incentive for them encourage an increase in recycling. 2) He recommended that the
city not share revenue from recycling, noting it is only about $.30 per household per month.
Mr. Raymer said we should be specific when listing items and that we should ask for
a price with and without education. Going on, Mr. Raymer said bins are easier for the
vendor to see what is being left for pick up and to know what needs to be left behind.

However, Mr. Raymer stated, that "blue bags" are being used in the new programs
Mayor Manning asked Councilman Lynch to work with Jamie Bell on a proposal and
bring it to the council at the second meeting in February. Councilman Lynch said he would
run it by Bob van Til before that time.
Bill Hall noted regarding education, that C.W.D. is doing the program for the City
of Euless who has a city employee handling the education. Mr. Hall said the city has a
Special Projects Coordinator who could handle education for our program. Mr. Tom Cox
with the City of Euless has offered to help us in our efforts.
There followed a brief general discussion regarding grass clippings, oil and battery
recycling, chipping of brush and city composting.
