HomeMy WebLinkAbout09/01/1992 City Council 004450 MINUTES OF THE CITY COUNCIL MEETING HELD ON SEPTEMBER 1, 1992 The Work Session of the City Council of the City of The Colony, Texas was called to order at 7:05 p.m. on the 1st day of September, 1992, at which time the following Council roll call: William Manning, Mayor Present Mike Lynch, Councilman Present Billy Sharp, Councilman Present Joe Agnew, Councilman Present Tom Bogan, Councilman Absent (Arrived 7:25) John Dillard, Councilman Present Joel Marks, Mayor Pro-tem Present and with six present, a quorum was established and the following items were addressed: 1. REVIEW AND DISCUSSION OF THE 1992-93 MUNICIPAL BUDGET Mr. Hall advised the council that through meetings recently with employees, he has heard questions repeatedly regarding the logic of spending $25,000 for a management study when the city is in such a tight budget situation. Councilman Sharp said he thought the study would be done long before the budget process began, and said he thinks that was the intent. The councilman continued, stating the city has never had such a study done and that one really should be done every 3 - 5 years. Mayor Manning said it really doesn't matter if the study is done at the first or last of the year, the money still has to be paid and went on to say if the study is to be done, then it should be done now. Councilman Sharp agreed. Councilman Lynch questioned the timing, agreeing the study needs to be done, but stated that what we are proposing in this budget process may be the wrong thing, going on to say that the council is doing the job the consultant is to be paid to do. Councilman Lynch suggested passing the budget, balanced, according to law, by a tax increase or whatever method is necessary to make it work and then amending the budget later if necessary according to the findings of the study. Councilman Lynch suggested no lay off until after the study is done, going on to say there is enough money in savings to make the budget work. Councilman Marks said it is human nature to question procedures when your job is on the line. Mr. Hall noted the comments had been limited, but that he wanted the council to know about them, going on to say whether this study is done or not, the budget is still tight, and postponing the study will not eliminate a lay-off or save anybody's job. Mr. Hall said he agrees with the concept of the study. 2 004491 Councilman Bogan arrived at this time. After further discussion there was a consensus to continue with the study as planned. 7:30 p.m. Council recessed to prepare for the executive session. 7:32 p.m. Council convened in Executive Session. 2. EXECUTIVE SESSION AS AUTHORIZED BY ARTICLE 6252-17, V.A.C.S., SECTION 2G REGARDING PERSONNEL, TO-WIT: A. 1992-93 BUDGET PROPOSALS 9:48 p.m. Council convened in Open Session. Mayor Manning announced that meetings will be posted for Tuesday September 8, Wednesday September 9, and Friday September 11 of next week, going on to say he wants to discuss Capital expenditures on Tuesday and hopefully end the budget sessions on Wednesday. Mr. England reminded the Mayor that the tax rate does have to be published so a decision regarding that does need to be made in time to publish the notice before adoption of the budget and tax rate which is set for September 14, 1992. Mayor Manning stated the adoption of the budget will probably have to be put off until September 21, 1992.
