THE COMMUNITY DEVELOPMENT BOARD AND PARK BOARD WILL HOLD A PUBLIC HEARING TO RECEIVE PUBLIC INPUT REGARDING PRIORITAZATION AND DEVELOPMENT OF A CITY WIDE TRAH, SYSTEM Pam began by welcoming everyone to the public hearing. She said this is an important issue for the community. She introduced Dennis Sims, £andscape Architect for Dunkin Sims & Stoffels, Inc. Dennis said this is the first step in the process. There are many variables such as easements, access to parks with pedestrian trails, linking Five Star and existing parks, and surfacing materials to name a few. Wayne Sueltz, 3820 Pecan Crossing, The Colony - He represents The Colony Roadrunners Club. The club consists of runners and walkers and they are all excited about the trail system. They pledge their support in any way possible, includingfinancial. Having a trail system in our city is a clear economic generator. They would like to see the trail begin along the shoreline; they feel that area is an untapped resource. They would prefer a soft surface. David Bayliss, 4001 Heron Cove Lane, The Colony - He feels the city would benefit from a comprehensive trail masterplan. The surface should be concrete in the middle and sofl on the sides and the trail should start on the shoreline. He would like to see it connect to Five Star, Sneaky Pete's and Hidden Cove Park. Steve Sohn, 5061 Stanley Dr., The Colony - A trail system would benefit the city. He does lots of running and biking, but he has to go to Plano or Denton in order to have a safe place to run or ride. He wouM like to see the trails tie into other cities and Hidden Cove Park. Shawnda LaRocque, 4145 Malone, The Colony - There is no safe place for cycling in The Colony. The public streets are too dangerous. It would be nice to have trails that are scenic and relaxing. As a runner, she would like to see softpads on the side of the trails. Jim Meeks, 6205 Pebble Beach Lane, The Colony - He is excited about the trail system and would like to see it go around the lake. He currently uses the trails at Arbor Hills. -- Rick Alexander, 3824 Red Oak Trail, The Colony - He is representing BOM- Bikes On ,4 Mission. The trail system needs to be all inclusive - skaters, runners, walkers, bikers. He would like to see the trails go around the shoreline. The trail system would bring people to The Colony. He would like to see it connect Stewart Creek Park, Hidden Cove Park, Ridgepointe Park, but not have it be all one Charles Gura, 6616 Morningdale Lane, The Colony - Collin County has a master plan for a rail system. It would stop on the east side of 121 in the Legends. Jt would be nice to have a trail to connect that with Five Star and the lake area. Allen Harris, 4573 Shadowridge Dr., The Colony - The lake is a good place to start the trail system, but we also need to consider lighting, benches and picnic tables along the trail. Joe Wickline, 5829 Stratford Lane, The Colony - He would prefer to see the trails go along the shoreline and not be around any easements because of radiation. Greg Smith, 5516 Rock Canyon Rd., The Colony - The trail system is something good and it should be incorporated into the neighborhoods. Mike Hyland, 5116 Gilliam Circle, The Colony - He would like to see the easements used in the trail system; Piano has trails run through easements, and many people use them. Having a trail system in the city may make the residents feel they are being catered to. -- Lynda Bayliss, 4001 Heron Cove Lane, The Colony - We should try and get the businesses to support the trail system. It would be nice to have trails leading to businesses and shopping centers. Kirk Mikuleu, 5925 Cypress Cove, The Colony - It would be nice to be able to use a trail system in your own city, but it does need to include walkers, runners, and bikers and neighborhoods that are not close to the lake. Dennis said access to the shoreline would be the most aesthetic and the trails will also have to be ADA. There is a potential for 23 miles of trails in the city and this public hearing is the first step. We will prioritize components of the trail system, get input from other cities, continue to meet with the Park Board and 4B Board, have more public hearings and continue to get input from the residents, and the Corp of Engineers will also know about our plans. Austin Ranch will be apart of this. There is no budget in place at this time. We will also discuss security issues with the police department. The Public Hearing was closed at 7:50 p.m. 2. CONSIDERATION OF APPROVAL OF ANY ISSUES AS A RESULT OF THE PUBLIC HEARING - No action was taken on this item. 3. CONSIDERATION OF APPROVAL OF AWARDING THE BID FOR THE SKATEPARK RAMPS AND STRUCTURES - Ozone has the cheapest product. Our skatepark would be the first one in Texas with their product. Ozone is a subsidiary of the Miracle Playground Company that has been in operation for a long time and has a good reputation. If we choose Ozone, they would provide a professional for our grand opening. Their product is built in a factory and wouM take 3 - 5 weeks to deliver. The sidewalk and the skatepark concrete will be finished tomorrow. We haven't seen their product after it has been used for 6 months, and with the board's approval, Para and Sam would like to go to Las Vegas and see a skatepark that has the Ozone product. The boards agreed it would be a good idea for Para and Sam to go and see the Ozone products that are in the skatepark in Las Vegas. Motion to award the bid for the skatepark ramps and structures to Ozone contingent on staff approval King; Second - Hill; 4B motion carried.
