HELD ON
MAY 13, I991
The Special Session of the City Council of the City of The Colony,
Texas was called to order at 7:00 p.m. on the ]3th day of May, ]991
at City Hall with the following Council roll call:
William W. Manning, Mayor Present
Mike Lynch, Councilman Present
Rob Burchard, Councilman Present
Lou Gomez, Councilman Present
Joel Marks, Councilman Present
and with five present, a quorum was established and the following
items were addressed:
1. PLEDGE OF ALLEGIANCE
2. ADMINISTER OATH OF OFFICE TO THE FOLLOWING NEWLY ELECTED
OFFICIALS:
BILL MANNING - MAYOR
BILLY SHARP - COUNCILMAN PLACE 2
City Secretary Patti Hicks, administered the Oath of Office of
Mayor to Bill Manning, after which he returned to his seat on the
dais. The City Secretary then administered the Oath of Office of
Place 2 Councilman to Billy Sharp, who then took his seat on the
dais.
3. CONSIDERATION OF APPROVAL OF AUTHORIZING PASSES TO STEWART
CREEK PARK FOR VOLUNTEER FIRE PERSONNEL
Councilman Gomez said he requested this be placed on the
agenda after receiving a call from a volunteer fireman regarding
passes into Stewart Creek Park. Councilman Gomez said that it is
a policy to give paid city employees and members of the Council
passes into the park and he feels it is appropriate to give passes
to not only the volunteer firemen but the police reserves, due to
the exceptional nature of their duties.
Councilman Marks agreed adding that he thinks passes should be
given all city volunteers Councilman Gomez said he has no problem
with that as long as there is a way of monitoring to whom the
passes are given, ie, minimum requirements for designation as a
volunteer. Mayor Manning agreed and Councilman Lynch asked if this
would include board members also. Councilman Gomez said it should,
as well as Library volunteers. Councilman Gomez moved to table
this item until May 20, ]99] to allow the City Manager to set some
requirements for volunteers and to provide a list of those persons
effected by this. Councilman Lynch seconded the motion which

carried with all members voting Aye.
With no further business to address, Councilman Marks moved to
adjourn, Councilman Gomez seconded the motion which carried with
all members voting Aye.
Mayor Manning adjourned the meeting at 7:08 p.m.
