CITIZEN INPUT None 5. MAYORAL PROCLAMATION DECLARING RECYCLING WEEK Mayor Manning read phe proclamapion in i%s en~ire~y as follows: 3 W~EREA~, many land fills in Texas are reaching capacity and future land fill space is becoming increasingly scarce; and __~ WHEREAS, %he Environmental Protection Agency has imposed additional regulations on solid waste disposal and the cons%ruction and opera%ion of existing and future land fills; and W]{E~, %here are numerous types of materials %ha% can be effectively and efficien%Iy recycled; such as glass, plastic, aluminum and paper; and WI{EREAS, by recycling these materials, %he future need for additional land fill space will be substantially reduced; and W~EREAS, recycling is swiftly becoming %he norm rather than %he exception across %he continent of %he United States and other nations of %he world; and WqtEREAS, %he City of The Colony recognizes %he environmental and social implications of recycling and has dedicated itself to %he success of a community based recycling program funded by Governor's Office of Texas: Nm, T~EREFORE, I, William W. Manning Mayor of %he City of The Colony, do hereby proclaim %he week of December 3 - 8, 1990 %o be "RECYCLING WEEK" in The Colony and urge participation of ali citizens in %his ongoing program. Jamie Bell accepted %he Proclamation on behalf of Recycling Task Force. Mr. Bob van Till advised ~here are two recycling centers se~ up; a% Blair Oaks and S. Colony and on W. Lake Highlands. Mr. van Til %hen named %he members of the Task Force; Carol Frye, Bonnie Cur%is, Sandie Chance and Jamie Bell, and noting %hat Councilman Lynch had been very helpful in spreading ~he information about recycling %0 %he businesses. 6. CONSENT AGENDA B. CONSIDERATION OF AN ORDINANCE AUTHORIZING AND ALLOWING UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS" Councilman Gomez made a mo%ion %o approve %he ordinance as written, Councilman Lynch seconded %he mo%ion, which carried with a unanimous roll call vote. CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 2, ARTICLE III OF THE CODE OF ORDINANCES RELATING TO RECORDS MANAGEMENT Councilman Gomez made a mo%ion %o approve %he ordinance as written, Councilman Lynch seconded %he mo%ion, which carried with a unanimous roll call vote. D. CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 6 OF THE CODE OF ORDINANCE BY ADDING A NEW ARTICLE VI CREATING A BUILDING AND STANDARDS COMMISSION 4 ,) E. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR PROPOSALS FOR THE DESIGN ON AN ANIMAL SHELTER Councilman Gomez made a mo.tion .to approve .the au.thoriza.tion, Councilman Lynch seconded .the mo.tion, which carried with a unanimous roll call vo.te. F. CONSIDERATION OF APPROVAL OF AN EMPLOYMENT CONTRACT FOR THE CHIEF OF POLICE Councilman Gomez made a mo.tion .to approve .the con.trac.t as wri.t.ten, Councilman Lynch seconded .the motion, which carried wi.th a unanimous roll call vo.te. A. CONSIDERATION OF APPROVAL OF THE MINUTES OF THE COUNCIL MEETINGS HELD NOVEMBER 17, 19, AND 25, 1990 Councilman Lynch no.ted .tha.t Rick Holding was no.t presen.t at .the mee.ting as s.ta.ted in .the minu.tes of .the 19.th mee.ting. Mr. Hall said he would give Ms. Hicks .the correct name for correc.tion. Councilman Lynch made a mo%ion .to approve .the minu.tes as amended, Councilman Marks seconded .the mo.tion, which carried wi.th a unanimous roll call vo.te. 7. CONSIDERATION OF A PROPOSAL FROM THE LAKEWAY GARDEN CLUB TO ADOPT THE MEDIAN AT MAIN STREET AND NORTH COLONY BOULEVARD L.C. Thompson represen.ting .the Lakeway Garden Club was presen.t .to answer ques.tions. Mr. Hall clarified .tha.t .this adop.tion will also include .the eas.t side median. There was a brief discussion regarding wha.t ~ype plan.ts would be plan.ted, Councilman Marks asked .tha.t Public Works provide cones and ves%s when .the club members are working for pro.tec.tion. Councilman Alianell made a mo.tion .to approve .the proposal, Councilman Gomez seconded .the mo.tion, which carried wi.th a unanimous roll call vo.te. 8. REVIEW AND DISCUSSION OF THE PARK LAND GRANT Dennis Jerke wi.th Car.ter and Burgess displayed a drawing of ~he plans for .the proposed park, which were .the resul.t of early mee.tings and .the public hearing held las.t week, s.ta.ting .tha.t af.ter .tonigh.t, .they will go for.th wi.th .the plan .to apply for .the gran.t. Mr. Jerke named .ten cons~ruc.tion projec.ts proposed in .this phase: 1. Pond Improvemen.ts 2. Amphi.thea.ter (informal) 3. Picnic S.ta.tions (10) 4. Frisbee Golf (move from exis.ting si.te) 5. Trail sys%em ~(8' wide concre%e %rail) 10. 3 pedes%rian bridges Mr. Jerke said %here had been approval a% %he Park & Rec Board mee%ing and a% %he public hearing. Councilman Marks asked if %his gran% is approved for Phase I and %he ci%y wan%s %o do Phase II, will gran~ money be available. Mr. Jerke said yes, %he Ci%y will have ~o ma%ch %he funds and i% would be more difficul% %o ge~ approved. Brief discussion regarding ci%y codes and res%rooms. 9. RECEIVE PRESENTATION FROM DENTON CENTRAL APPRAISAL DISTRICT REGARDING COLLECTION OF TAXES FOR THE CITY OF THE COLONY AND CONSIDERATION OF PROPOSAL FOR SAME Bill Hall s%a%ed %ha% %he Council had appoin%ed Jane Bar%on %0 serve as Tax Assessor/Collec%or on an in%erim basis, and %hen said %ha% per %he Proper%y Tax Code a municipali%y can con~rac% wi%h an appraisal dis%ric% for %he collec%ion of %heir %axes. Mr. Joe Forsy%he wi%h %he Den%on Cen%ral Appraisal Dis%ric% was presen% and gave a brief overview of %he program s%a~ing DCAD collec%s for 12 jurisdictions, wi~h 2 offices; in Den%on and Lewisville. Mr. Forsy%he said The Colony would be handled ou~ of %he Lewisville office, if %he con%rac~ is approved. Mr. Forsy%he covered %he delivery of funds, repor%ing procedures and delinquen% %ax collec%ions. There were a few questions by council regarding %he charge for %his service, insurance and bonding. Councilman Burchard said he would like %he con%rac% include bonding for DCAD. This i%em is %o be on %he December 17, 1990 agenda for ac%ion. 10. COUNCIL COMMITTEE REPORTS Mayor Manning discussed %he new lis% of commi%%ee appoin%men%s, s%a%ing he %ried %o divide %he work load and added some s%aff members %o various commi%%ees. Mayor Manning said he wan%s %hose commi%%ees %ha% can be elimina%ed %0 mee% and finish %heir projec%s as soon as possible (wi%hin 4 - 6 mon%hs) Mayor Manning also said he wan%s some commi%%ee repor%s a% each council mee%ing, ei%her inform %he Ci%y Secre%ary prior %o %he mee%ing or %he commi%%ees can ro%a%e %heir repor%s. Councilman Gomez said he %hinks %he Mayor should a%~end %he firs% mee%ing of each commi~%ee %0 give direc%ion. Mayor Manning said he would a%%end as many as possible, bu% %ha% he in%ends %o draf% a mission s%a%emen% for each commi%%ee. The Mayor also s%a%ed %ha% all Council Commi%%ees should be chaired by a Councilmember. 6 11. CITY MANAGER'S REPORT 1. 1990/91 budge~ handed ou~ ~o Council. Budge~ le%~er read by Bill Hall. 2. Texas Waste Managemen~ has reduced %he ra%e back %o original ra%e before ~he Mid-eas~ crisis and now has come in wi~h ~heir normal annual increase per ~he C.P.I., which will raise %he ra~e by $.22 per household. This will be on the December 17, 1990 agenda. 3. Lone S%ar Gas is proposing a ra~e increase of 3.8%. Jackie Cooper will be here a~ %he December 17, 1990 meeting %o give a presen~a%ion. There has been no increase since 1985. 4. A le~%er has been received from Dr. Downing (LISD) wi%h some ques%ions regarding ~ax aba~emen~. 5. a Tree Farm will be crea~ed a% %he U~ili~y Depar%men%.
