MI~JTES OF THE CITY COUNCIL MEETING
HELD ON
NOVEMBER 17, 1990 ~
The Special Session of bhe Ciby Council of bhe City of The
Colony, Texas was called bo order ab 9:00 a.m. on the 17th day of
November, 1990 ab Plantation Resort, 4701 Planbation Lane,
FriscO, Texas, with bhe following Council roll call:
William i. Manning, Mayor Present
Mike Lynch, Councilman Presenb
Steve Withers, Councilman Absenb
Mike Alianell, Councilman Presenb
Rob Burchard, Councilman Presenb
Lou Gomez, Councilman Present
Joel Marks, Councilman Presen~
and with six presenb, a quorum was established and the following
items were addressed:
1. COUNCIL - STAFF RETREAT
Mayor Manning shared bhab there were two goals for the day:
1. Workshop regarding Interacbive Skills
2. Goal Se~ting ~
The Mayor inbroduced Larry Mattis, Disbrict Organizational
Effectiveness Specialist for Xerox Corporabion. Mr. Mattis gave
a brief background aboub himself and bhe program, sharing thab
Xerox had won the 1989 Malcom Baldrige Award and bhat bhis
presenbation is par~ of their training program.
Mr. Mab~is had all those present inbroduce bhemselves,
giving bheir name, job, bime wit, h the ciby and somebhing good
aboub the city.
Then Mr. Mabbis led bhe group in various exercises in
corrmunicabion and interacbive skills. This was a very beneficial
and enjoyable time for all ~hose present.

Ab bhis bime, Mayor Manning explained to the group thab he
wanbs to implement a Goal Sebring Committee, and bhat he wanbs
inpub from staff regarding bhe following:
1. Idenbify problems
2. Seb Goals
3, Seb Objecbives --.
4. Action

The Mayor gave some examples of how obher cibies had
esbablished bheir goals programs, going on to say he would like
to patbern our program afber bhab of Georgebown, Texas' Cenbury
Plan, and bhab he wanbs all bhe council, cibizens and all
employees involved.
All presenb agreed hhis would be beneficial ho bhe cihy.
Councilman Alianell said we could use exishing organizahion in
hhe cihy such as hhe Chamber, civic organizahions, shaff and
council. The Mayor asked if bhis should be a council run program
or a shall run program. Councilman Gomez said bhere are hwo
areas bo bhink abouh; inbernal workings of hhe cihy and ciby's
goals for bhe fubure, i.e., operabion and growth. Councilman
Marks aid both have bo work hand in hand; council and sbaff,
going on bo say hhab each is effeched by the obher. Councilman
Marks also said firsh we have bo geh bogebher and decide as a
group not bo ach and reach as in bhe past, not ho balk behind
each obher's backs, bud ho sharb fresh and we must agree bo work
bogebher.
Mayor Manning agreed, sbahing he feels all bhe council
members are capable, and hhah bhe fricbion is due ho all bhe
shrenghhs and desire ho see hheir ideas go forward. The Mayor
wenb on to say bhey (Council) somehimes lose sihe of the aim ho
furbher hhe cihy and hhah hhey (council) need ho recognize bhere
will be disagreemenb and all bhe robes won'b be popular, bub
after hhe meehings, all should still be friends. Mayor Manning
also stabed he does nob bhink bhe council is giving proper
guidance bo bhe sbaff, and bhe council needs bo shrive ho work
bogebher.
Bill Hall said hhe shall held a similar rehreab and one
bhing which was broughh oub, was hhere needs bo be inheracbion
bebween sbaff and council, we need shorb berm goal of gehhing
council and sbaff back on bhe same keel, shaking we have pul oub
fires for boo long.
Sylvia Branhley agreed wibh Hall and Marks sbahing ~hah P &
R does nob feel hhey have bhe backing of hhe Council and bhe
changes mush shaft wibh council and staff.
Councilman Marks said bhe Council needs to 1eh Bill Hall do
his job wibh staff.
Tommy Turner said mosh of his people fee hhe council is nob
informed on where bhey work and whah hhey do. Mr. Turner said he
would like to see bhe Councilmembers visih bhe Public Works,
Waher and Wasbewaher deparhmenbs.
Van Morrison nobed hhab in bhe lash 3 years, bwo
councilmembers have been to bhe Fire Deparbmenh ho see whah goes
on and also said bhe volunheers and paid employees need ho work
bogehher.
Mike Carroll agreed wibh Turner and Morrison bhat hhe
Council really needs ho learn whab each deparbment does, bub hhah
boo much inberachion could be detrimenhal.
Councilman Lynch said he would like ho see a map of hhe

specifically showing parks, zoning, ebc. so he can see how
everybhing overlaps· ~-~
Joan Sveinsson said bhose hypes of documenbs are being
placed in bhe Library.
Councilman Burchard suggesbed an orienbabion program for new
Councilmembers so bhey can go bo each deparbment; maybe even such
a program for new employees.
Mayor MAnning asked all Council bo commit bo such a program
of insbrucbion and bouring of bhe ciby facilibies; all agreed.
The Mayor bhen direcbed Pabbi Hicks, Ciby Secrebary bo seb up
hours of each deparbmenb for bhe council in bhe very near fubure.
Councilman Burchard suggesbed bhab bhe bouts mighb be
helpful during budgeb bime. Pabbi Hicks suggesbed holding longer
rebreabs specifically aimed ab budgeb needs so bhab bhe budgeb
can be discussed in full and handled in a more bimely manner.
Councilman Gomez nobed bhab some council have visibed bhe
various deparbmenbs, bub agreed bhe longer budgeb rebreab mighb
be helpful.
Mayor Manning said he wanbs more bhan "lip service" from bhe
council regarding bhe hours, schedule soon.
Mayor Manning said he will meeb wibh Bill Hall bo esbablish
a plan for bhe Plan. Larry Mabbis suggesbed a possible bible for
bhe Goals Program; "20/20 Vision of The Colony".
Larry Mabbis then moderabed a brainsborming session on
goals, objecbives, wishes, ebc. Those presenb lisbed long range ._~

While mosb were finishing their meal Mr. Mabbis summarized
and asked for ideas regarding implemenbing these goals and bhe .-.
goals plan.
Councilman Alianell said bhere needs bo be a main bask force
bo work on bhe Ciby Goals, wibh represenbabives from ciby staff,
council, civic organizations and cibizens. There needs bo be an
initial meebing bo establish bhe purpose, idenbify goals,
purpose, plan or seb commibbees bo work toward bhe goals seb.
Councilman Gomez nobed bhab some bhings bhe ciby has no
conbrol over and bhose should be put inbo an economic developmenb
plan. Bob van Till suggesbed bhe leadership and direcbion should
come from bhe Mayor.
Councilman Marks said all personal fee]ings have bo be seb
aside and a common purpose esbablished, maintain focus, and said
we need bo ask obher people's opinions; employees and obher
cibies.
Mayor Manning closed by saying bhis had been a producbive
day and bhab he is proud bo be associabed wibh ali bhose presenb.
He said we can make a difference if we work bogebher.
Wibh no furbher business bo address, Councilman Aliane]]
moved bo adjourn and Councilman Burchard seconded bhe motion
which carried with all members vo~ing Aye. Mayor Manning
adjourned bhe meebing ab 1:55 P.M.
