HomeMy WebLinkAbout08/22/1990 City Council00871 MINUTES OF THE CITY COUNCIL MEETING HELD ON AUGUST 22, 1990 -"' The Work Session of the City Council of the City of The Colony, Texas was called to order at. 7:00 p.m. on the 22nd day of August, 1990 at. City Hall with the following Council roll call: William W. Manning, Mayor Present, Steve Withers, Councilman Present. Mike Alianell, Councilman Arrived 7:25 p.m. Rob Burchard, Councilman Present Lou Gomez, Councilman Present. . Joel Marks, Councilman '~ '~P~eseh't: '~ "~ and with five present, a quorum was established and the following items were addressed: 1. REVIEW OF PROPOSED MUNICIPAL BUDGET FY 1990/91 Bill Hall handed out. the break down of Miscellaneous Supply accounts for all departments as had been requested by the Council at the last Budget Work Session. POLICE DEPARTMENT - Mike Carroll Mayor Manning asked why the increase of $26,000 over 89/90 in salaries. Captain Carroll advised the increase is due to step increases and the addition of one Clerk/Typist since last year, noting the increase is 2.6%. Councilman Gomez asked why so much over time. Captain Carroll responded, for court and covering vacation and sick time. Councilman Gomez asked for a breakdown of the number of people and their respective salaries. Mayor Manning asked about. clothing allowance and Captain Carroll explained this is for non- uniform personnel, ie., the Chief, Captain, 1 Lieutenant and 4 C.I.D. personnel. Councilman Withers asked if the overtime figure accounted for the time saved if a facsimile machine is purchased. Captain Carroll said the machine will save on time spent going to and from t.h.e,Cc~.~_'~y::~ not necessarily overtime. Captain Carroll explained Professional Services and Contract Servi'ces, citing-.lab work, LETN-and :dump~'te~s.'~'Co.unc'il'mdn Withers asked if we should antidfp~te an increase ih 'fuel ~afid lubricants due to the mid-east crisis and Mr. Hall advised we will have to make adjustments. Captain Carroll field questions regarding tactical supplies, part. time temporary, and vehicle maintenance. Mayor Manning said if 6 new cars are purchased, then vehicle maintenance should decrease and:captlain Carroll agreed, stating it could go down as much as $6000.00. Mayor Manning stated that the patrol officers on the st4reet should always have the best cars, and the policy regarding new vehicles should be amended to allow that.. Captain '2 Carroll said the current, city policy says that the officer driving a car that is being replaced will get the ,new car, no matte, r whether i, hey are in patrol, or not. :Mayor Manning said patrol:should always have the best car. There followed a general discussion regarding use of city vehicles out, of the city for' off-duty purposes and policies regarding same. Mayor Manning asked if a detailed mileage log was kept, and Captain Carroll said,,p~t:rol~ ~f~ficers,:;ke~p~,bne but not command personnel. There was a brief discussion regard Special Investigations and Mr. Hall noted that in Personnel Services, Education and Training the $2000.00 for intoxilyzer training is not included and if the intoxilyzer use is approved that will have to be added. Council discussed briefly t, he: 3-mobile:phones .r~qu~s~ed, the purpose and need. It was noted that some officers use their personal mobile phones in their cars when they are on duty and that they pay the phone bills. Councilman Marks asked if a column could be added to the budget sheets that shows the projected expenditures, including the number one priority capital items. Mr. Hall said that, could be done, but the priorities are placed by department heads and that may not be the priority Council or he (Hall) might determine. Mr. Hall went on to say that, Version 3 will include the capitals and the cuts. There was a brief discussion regarding the cost of yearly maintenance agreements on the computer and software. Captain Carroll explained that, the car rental is contingent on the approval of a new officer to be assigned to the Denton County Task Force. There was a brief discussion regarding moving An'imal.Cont, rol under the Health Inspector, Judy Talbot in'the Health Department. The Council discussed the possibi'lity of doing away with the copy machine in the police department and having police personnel use the copy m~chine 'in City Hall,,to,,el~minate a $4000~00 a year expense. Another suggestion was to purchase an inexpensive copier for use after hours and for light copying and then to use the City Hall copier for heavier jobs. Councilman Gomez stated that there is'a lot. of, paper work that needs to be cut down, stating the department should use the computer more and do away with so much paper. Councilman Marks agreed and suggested that one way to limit, paper is to do away with copying the departmental monthly reports for all the council. Ail agreed, the City Secretary will place the reports in a notebook for council to review and copy only those reports requested. LIBRARY - Joan Sveinsson Ms. Sveinsson said the biggest, need is to make the Technical Service Librarian a full time position which would increase the budget approximately $22,000 plus benefits. ()03710 Ms. Sveinsson fielded questions regarding the Books and Periodicals Account, the use of the 625 phone number and the increase in Travel. Ms. Sveinsson explained that the National American Library Conference is out, of State this year:and', she would like to attend. Mayor Manning asked if placing $2150.00 in Library Supplies and $2000.00 in Bindery~:Services woul:d guarant, ee no additional funds would be needed in mid-year and Ms. Sveinsson said it would. INSPECTIONS - David Rolbiecki General discussion regarding salaries, personnel, step increases, etc. Mr. Rolbiecki said another Code Enforcer would be beneficial in next: year's budget. Councilman Alianell asked why the increase in Education and Training and Mr. Rolbiecki said he wants to send two people to school at Texas A & M. Brief discussion regarding the cost of postage and the 625 telephone numbers. Mr. Hall advised the Council. that an outside consult'ant is going to study the telephone and electrical systems in the City for 15% of the amount, saved due to mistakes foundS: Council, agreed ,that another work session should be'"held ~on August ~29,' ,1990 at,,'g:00 to cover the re,st ,,of the departments' budgets. ,~ ' ....
