FEBR*JARY 1, 1990
The Emergency Session of the City Council of the City of The
Colony, Texas was called to order at 6:30 p.m. on the 1st day of
February, 1990 at City Hall with the following Council roll call:
Don Amick, Mayor Present
Rick Harris, Mayor Pro-rem Present
Steve Withers, Councilman Present
Mike Alianell, Councilman Present
Steve Glazener, Councilman Present
Dick Weaver, Councilman Present
Joel Marks, Councilman Present
and with seven present, a quorum was established and the
following items were addressed:
1. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17,
V.A.C.S., SECTION 2G REGARDING PERSONNEL TO-WIT:
A. CITY COUNCIL
Upon convening in open session the council addressed the
following item:
2. CONSIDERATION OF ANY APPROPRIATE ACTION TO BE TAKEN AS A
RESULT OF THE CLOSED DOOR SESSION
Councilman Harris read a letter of resignation to the Council
(see Attachment "A"). After reading the letter, Councilman
Harris made two reconrnendations; 1) to replace him inrnediately by
appointment, going on to recommend the Council appoint Dr. Bill
Manning to take his place, since Dr. Manning is qualified and
interested in helping the city, 2) to elect Councilman Steve
Glazener as Mayor Pro-tem, noting he is the senior member of
council now and he has done a good job.
Councilman Alianell moved to accept the resignation and
Councilman Marks seconded the motion which carried with a
unanimous roll call vote.
Councilman Marks thanked Mr. Harris for wonderful evenings during
council meetings and wished him luck. Councilman Marks then
moved to appoint Dr. Bill Manning to serve until the May 5, 1990
election. Mayor Amick said our Charter does require appointment
within 45 days of the resignation and that the Council does have
the power to appoint without going through the interview process
and urged the council to take that step. At this time the vote
was taken and the motion carried with a unanimous roll call vote.
Mayor Amick opened the floor for nominations for Mayor Pro-rem.
Councilman Weaver moved to defer the appointment until a later

date and Councilman Marks seconded the motion which failed with
the following vote: ~
Withers - No, Alianell - Abstain, G]~zener - N0~, Weaver - Aye,
Marks - Aye, Amick - No.
Councilman Withers then moved to appoint Councilman Glazener as
Mayor Pro-tem and Councilman Glazener seconded the motion which
carried with the following vote:
Withers - Aye, Alianell - Aye, Glazener - Aye, Weaver - No, Marks
- Aye, Amick - Aye.
Mayor Amick directed the City Secretary to notify Dr. Manning and
advise him he would be sworn in on Monday, February 5, 1990.
Councilman Glazener stated he had known Mr. Harris a long time
and in fact had made a mistake 5 years ago and asked him (Harris)
how to get involved in city government, going on to thank Harris
for his time.
Councilman Alianell moved to adjourn and Councilman Marks
seconded the motion which carried with all members voting Aye.
Mayor Amick adjourned the meeting at 7:30 p.m.

1 February 1990
Mayor & city Councilmen,
After almost 6 years of service to The Colony, I am compelled at
this time to tender my resignation as City Councilman Place 1.
In the last 6 months, the demands on my time have increased to the
point that I do not feel I can adequately manage my career and
serve the City the way both deserve.
I have had the honor to work with a splendid city Staff as well as
many dedicated Councilmen and Councilwomen. It has been a pleasure
to work with so many individuals who are more interested in the
community than their personal gain.
I have also had the opportunity to work with some who have had
opposing views. I believe, in some instances, our differences have
forced us to not only look at both sides of an issue; but, have
challenged us to seek creative solutions for complex problems. (Or
is that "complex solutions for creative problems". )
I would most of all like to thank those who have supported and
encouraged me over the years. Serving the city has been both
challenging and fulfilling; but, without your continued support the
ld have been overwhelming.
