MINUTES OF THE CITY COUNCIL MEETING
HELD ON
JUNE 2, 1989
The Emergency Session of the City Council of the CitY of The
Colony, Texas was called to order at 6:30 p.m. on the 2nd day of
June, 1989 at City Hall with the following Council roll call:
Don Amick, Mayor Present
Rick Harris, Mayor Pro-tem Present
Steve Withers, Councilman Present
Mike Alianell, Councilman Present
Steve Glazener, Councilman Present
Dick Weaver, Councilman Absent
Joel Marks, Councilman Present
and with six present, a quorum was established and the following
items were addressed:
1. CONSIDERATION OF TWITTY STREET AS A THOROUGHFARE TO
NORTHPOINTE PHASE II SUBDIVISION
Mayor Amick asked the City Secretary if she had received a
letter with the appropriate number of signatures to request this
item be addressed and she responded, "Yes, sir".
Councilman Harris moved to close Twitty Street located in
the Northpointe Phase II subdivision which had been opened by
previous Council action in February 1989. Councilman Glazener
seconded the motion.
Councilman Marks asked why this item was so important that a
meeting had to be held on Friday evening, and why it could not
have been postponed until the new Councilmembers had an
opportunity to study the issue. Mayor Amick said the new
Councilmembers had indicated to him that they feel the street
should be closed, going to on to say that the developer should
not be held up.
Councilman Withers stated that if he had not felt prepared
to vote on this issue, he would not be present at the meeting.
Councilman Alianell stated that Councilman Marks should know
from conversations with him that he (Alianell) had done a lot of
research on this issue and is ready to vote. Councilman Marks
asked Councilman Alianell who had informed him of the subject of
this meeting. Councilman Alianell stated, "Patti", (the City
Secretary)
Councilman Marks said he had spoken to several persons in
the area and they want to know where all the traffic will go.
There followed a brief discussion regarding the traffic flow.
Councilman Glazener stated that he could see no reason in
re-hashing everything again, since it had been discussed fully
previously, going on to say that the last time this issue was
addressed, a large group of citizens had come to the Council and
asked Council to keep the integrity of their neighborhood, making
an overwhelming statement to keep the street closed but Council
had voted to open the street. Councilman Glazener went on to say
that the Council has always tried to vote as the people wish and
that he is ready to vote on this issue.
Councilman Marks agreed, stating that the Council usually
does vote with the people, but there is an issue right now on
which were are not doing that, however he stated he did not wish
to discuss that issue at this meeting.
Mayor Amick asked what the issue is, since he was making
public innuendos regarding the Council's action, he should be
more specific. Councilman Marks said in the Braum's case the
Council is not voting with the citizens. Mayor Amick said that
the Council has met with the citizens several times, in an effort
to please them, but has not been able to as yet. Councilman
Marks apologized, noting that he has spoken with 16 or 17 people
in the area who are concerned with the traffic and suggested the
street be open and then if problems arise, close it at a later
date.
Councilman Harris called for a stop to the discussion and
called for the question. Mayor Amick asked for a vote on whether
to stop discussion on the issue. The following v~ote was taken:
Harris - Aye, Withers - Aye, Alianell - Aye, Glazener - Aye,
Marks - No, Amick - Aye
At this time, Mayor Amick called for a vote on the motion to keep
Twitty Street closed, which was as follows: : .~
Harris - Aye, Withers - Aye, Alianell - Aye, Glazener - Aye,
Marks - No, Amick -.Aye ·
With no further business to address, Councilman'Harris moved to
adjourn the meeting and Councilman Withers seconded, the motion
which carried with all members voting Aye.
Mayor Amick adjourned the meeting at 6:45 p.m.
