MINUTES OF THE CITY COUNCIL MEETING
HELD ON
JANUARY 28, 1989
The Special Session of the City Council of the City of The
Colony, Texas was called to order at 9:00 a.m. on the 28th day of
January, 1989 at the Grapevine Concourse, 3800 Fairway Drive,
Grapevine, Texas with the following Council Roll Call:
Don Amick, Mayor Present
Rick Harris, Mayor Pro-tem Present
Johnny Spears, Councilman Present
Noretta Sipe, Councilman Present
Steve Glazener, Councilman Present
Dick Weaver, Councilman Present
Joel Marks, Councilman Present
and with seven present, a quorum was established and the
following items were addressed:
1. WORK SESSION BETWEEN THE COUNCIL AND ALL ADVISORY BOARDS FOR
THE PURPOSE OF DISCUSSING SHORT AND LONG RANGE GOALS FOR THE
CITY OF THE COLONY
Members of Advisory Boards present were as follows:
Planning and Zoning Commission
Agnes Foster, Earl Brantley, Roy Marin, Bob Doss and Billy Owens.
Park and Recreation Board
Wayne Sandy, Sherry Schuyler, Julia Warren, David Martin and
Kathy Phillips.
Librar~ Board
James Althaus, Ken Wood and Diane Kruzich.
Chamber of Commerce
Carroll Howard
Mayor Amick covered some of the items discussed at the 1988
retreat; IBM development, tax abatement program, lower taxes for
1988/89. Mayor Amick said the tax rate was lowered this year due
to the good work of the City Manager and staff and that he hopes
the staff is as prudent in 1989 as they had been in 1988. The
Mayor said the Council and the Boards tend to want projects done
"yesterday" and Mr. Hall reminds everyone that there is no money.
Mayor Amick said the PASS program will not go any further until
the problem with the Lord property, just north of Josey Lane is
worked out.
Councilman Harris said that our wastewater goes to
Stonebriar for which we received $200,000, to conduct a study
regarding our own expansion. Councilman Harris said if Frisco
doesn't build their own plant within a certain time frame then
The Colony will receive an additional $300,00 for expansion plus
$11.00 received now for each consumer.
Mayor Amick then cited some needs that were mentioned at
that meeting:
Municipal Athletic Complex - west of 423 on Corps Land.
Councilman Harris said until the golf course matter is settled,
the Corps would not give anymore land, going on to say that
Lewisville has agreed to share the land.
Maintenance in Buildings -James Althaus said although the
buildings are being cleaned regularly, bugs are in the books at
the Library and eating them. Mayor Amick directed the City

Manager to check into remedying this problem and to have Public
Works work on controlling the ants on playing field and
buildings. Mr. Hall said the water moccasins will probably be
bad this spring due to the warm winter.
Need for rubber mats in the gym - Mr. Hall said they are in the
budget this year.
Earl Brantley said we need a sidewalk to the Library so kids
don't have to walk in the driveway. Mayor Amick said he and Mr.
Hall have discussed this and feel sidewalks should probably be
built throughout the entire complex, but not until a path is
determined by the people who walk through the grounds.
More pocket parks was mentioned last year and the Mayor said
Wilcox Park is now under way.
A need for more people at the Recreation Center. Mr. Hall said
that needs to be addressed in next year's budget. Agnes Foster
said other cities close their rec center on the weekends, which
she thinks might cause problems in The Colony. Julia Warren said
P & R is working on ID cards and right now it is not a problem,
noting that the center may start charging for out of town users.
Councilman Weaver asked if the leaks in the roof at the rec
center had been fixed. Mr. Hall said there are still a few
problems in all three buildings and the contractors have come out
when we can get in touch with them, noting the warranty on the
buildings is now expired.
There was a general discussion regarding the condition of the
racquetball courts, the ID program and how it will work, what can
be done to clean up the courts, etc.
Other items mentioned from the last retreat were: use of the
school band in City parades, Wurstfest, City Band, Movies in the
Park. Mayor Amick said all these items have been addressed in
one way or another, ie, Sail Fair, The Colony Cultural Arts
League.
Mayor Amick said the trash in the swimming area at Stewart Creek
needs to be cleaned out while the water is low.
Miniature Golf was something else addressed in the last retreat
and the Mayor said a mini[golf course is installed but is not
doing well financially, noting that the Council will be renewing
Mr. Tom Tunks' contract at a rate of $1.00 per year instead of
the original $3000.00 per year. Mayor Amick said Mr. Tunks did
not ask for this much reduction. There was mention of the
frisbee golf course being expanded to 18 holes. James Althaus
said he thinks it is good that people from other cities come to
The Colony to use our facilities, the rec center, the pool, etc.
Mayor Amick said the landscaping around the rec center has been
started and is an on-going project. The Sr. Citizen Center is a
reality, noting the work had been done completely by volunteers
and is being well used. The Mayor said the pistol and archery
range is not feasible.
At this time, Mayor Amick asked everyone to introduce themselves
and then recessed for a 16 minute break.

At this time, Carroll Howard representing the Chamber of Commerce
stated that he had tickets to the Denton County Day Get
Acquainted Barbecue on February 16, 1989 at the Summit Ranch with
him at a cost of $10.00 or to contact Sue Kirby at the Chamber.
Mayor Amick said the City Secretary would organize all the ideas,
they would be assigned and distributed to all those present.
With no further business, the Mayor recessed for lunch. After
lunch, there being no further discussion, Councilman Marks moved
to adjourn and Councilman Weaver seconded the motion which
carried with all members voting Aye.
Mayor Amick adjourned the meeting at 12:20 p.m.
