MINUTES OF THE CITY COUNCIL MEETING
HELD ON .....
~ OCTOBER 19, 1987
The Special Session of the City Council of the City of The
Colony, Texas~was called to order at 3:00 p.m~ on the 19th day of
October, 1987 at City Hall with following Council roll call:

and with five members present a quorum was established and the
following items, were addressed: ....
1. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17,
V.A.C.S., SECTION 2G, REGARDING PERSONNEL, TO WIT:
A. INTERVIEW FOR BOARD APPOINTMENTS
The. following persons were interviewed for the Youth
Advisory Board:
Jason Beard, Darenys Pastrana, Lora Terry and Brandy Barbero
At 7:40 p.m. the Council went into open session and addressed the
fo 1 lowing:
2. PLEDGE OF .ALLEGIANCE
Mayor Pro-tem Harris led the audience and the Council the
Pledge of Allegiance to the .f.la~g..o.f the United States of
America
3. CITIZEN INPUT
Sherry Schuyler, addressed the Council. and the audience
concerning the Criterium race coming up on October 24, 1987
in The. Colony. Ms. Schuyler said. tha~t Janice Carroll was
walking the entire bike route, going ~to every home,
explaining .about the race so residents will be aware. Ms
Schuyler said that the police department is aware and know
that cars will have to be moved .off the street. She went on
to say that this race is sanctioned by the Dallas Bike
Association, has $3000.00 in.,prize money and if this year
goes well, it could be placed on the annual calendar as a
yearly event and_could count toward the Olympics.
Doris Howard, Century 21, Golden Corridor Realtors, stated
that their office was one of seventeen, from the metroplex,
that had been invited to attend the J.C.Penny broker Fair in
New York City. Ms. Howard displayed several books and a map
that she had taken with her to that fair, stating that the
first book dealt with The Colony Park and Recreation, City
Hall, shopping and the lake, the second book, "Dallas' Best
Kept .Secret" told about The. Colony, which was not on any
maps of this area, showing schools, day care, etc. Book
three showed homes in the area, price range, floor plans,
etc., ~emphasizing the quality~of life in a small town. She
then showed an aerial map,~ which .indicates that the new
J.C.Penney facility will 4 1/2 miles from The Colony. Ms.
Howard said that move in dates will be .from December 1987 to
June 1988.
4. coNSIDERATION OF APPROVAL OF MINUTES OF THE COUNCIL MEETINGS
HEL~ ON OCTOBER 5 AND OCTOBER 12, 1987.

Councilman Spears moved to approve the minutes as written,
and Councilman Robinson~ sec'onded~'~the motion, which carried
with a unanimous roll call vote.
5. CONSTD'ERA'?ION OF A JOINT RESOLUTION'WITH DENTON COUNTY
RE~ARDING'EMERGENCY MANAGEMENT PROGRAMS
City Manager, B'ill Hall referenced the memo from Chief Van
Morrison stating that this is 'a resOlution between Denton
County and The Colony further ~'atifying an existing
emergency management plan,~'goin~ on to say that this will
allow our plan to be recognized thrOugh the~State. Mr. Hall
said their may'be some minor Change'S, bUt no major amendment
to the concept. Mayor Pro-tem'HarriS read the Resolution in
its entirety:
W~EREAS, the CITY OF THE COLONY by Ordinance No. 349, and
Denton County by Commissioners Court Order dated July 26,
1986, h~Ve 'established similar programs Of comprehensive~
emerge'~c~y .... management whiCh incIude~ the mitigation,
preparedness response and recovery phases of emergency
management; and ' ~'
W~EREAS, the City and County find that vulnerability to many
pbtential'hazards is shared by residents of The Colony and
the unincorporated portions of Denton County; and
W~EREA$, the City'and County further findS that the common
goal of emergency management can best be achieved through an
organization~which~ shares the Combined resources of the City
and the County; and
W~EREA$, the contemplated action is SpecifiCally authorized
by the aforementioned Ordinance and Court Order:
· ~EREFOR~,~'BE I? RESOLVED that 'there is hereby established
the Denton County Emergency Management organization Which
shall consist of the officers and employees of the City and
of the County as designated in a joint emergency management
plan, together with such organized volunteer groups as that
plan may Specify; and
BE ~I? FUR~ER RESOLVED that the Mayor of The ColonY and the
Dent~n ~County Judge shall mutUally. appoint an Emergency
management C66rdinator to coordinate all aspects of the City
of The Colo~ny/Denton Cou~nty program of comprehensive
emerge~ncy'~management, includin~ the preparation and
maintenance~ of a joint emergency management plan for The
Colony a:nd D~nton County in ~accordanCe with this resolution.

written, and'COuncilman Glazener seconded the motion, which
carried with a unanimous roll 'call vote.
6. CONSIDERATION OF AUTHORIZATION OF AN EXEMPTION FOR SENIOR
CITIZENS FOR'"STEWART CREEK PARK ADMISSION FEES
City Manager, Bill Hall said in ~he past the staff has been
looking into programs for senior citizens and feel that with
the growing number of senior citizens in The Colony this
woUld 'be 'a gOOd program. Mr.~ Hall ~stated that senior
citizens have a gold card that allOwS them discountS and

passes for various activities and recommended the City issue
a one day pass modified to reflect that it is for senior
citizen exemption, which would allow them free entry to the
park. Mayor Pro-tem Harris asked if the Corps of Engineers
has to approve this. Mr. Hall said that the Corps does
authorize exemptions for senior citizens across the board
and that they (tHe Corps) do recognize the Gold Cards.
Mayor Pro-tem Harris stated that the staff should be make
sure the Corps approves of this before The Colony makes the
change and suggested that this be included in the proposal
to the Corps for the 1988 fee schedule, to ensure that this
is done correctly. Councilman Robinson asked if the corps
approves this on other parks and Mr. Hall stated they do.
Councilman Robinson wondered if there'Would be a problem
with resident and non-resident users. Mr. Hall stated he
felt that would not be a problem. Councilman Bradley said
he had no prOblem with the plan, but felt the permit should
be in the form of a sticker, not just a mirror hanger and
that it should be a different color from the regular
permits. There followed a discussion regarding ways of
identifying'the exempt users. There was a general consensus
to approve the exemption, but only after it was approved by
the Corps.
7. CONSIDERATION OF AMENDMENT TO STEWART CREEK PARK GATE HOURS
City Manager, Bill Hall said that currently the gate has
been closed at 10:00 p.m. on weekends and Mr. Holcomb, Gate
attendant, stated that the city is losing revenues and a
loss of control after that time. Mr. Hall suggested
extending the weekend hours to '12 midnight on Friday and
S~turdaY and''to 10:00 p.m. on Sunday for the period
beginning'November 1, and running thrOugh FeBruary 15 of
each year, stating that there would be no gate: attendant
during the week. Mr. Hall ~did say that this does not change
the number Df hours worked by the gate attendant.
CO~nCilman 'Bradley moved to approve the change in hours as
re~ommende~, and Councilman 'Glazener seconded the motion,
which carried with a unanimous roll call vote.
8. RECEIVE REPORT REGARDING THE SINGLE FAMILY RESIDENCE
ORDINANCE
City Manager, Bill Hall referenced his memo in Council's
packet, stating that the Council needs to decide if the
Ordinance should be kept, amended or repealed. Mr. Hall
said that Eric Stanton and Bob van Til had been working on
this prOject and had come up with 4 options to review. Mr.
Hall said that option No. 3 was to combine the SFR ordinance
and the Certificate of Occupancy Ordinance. Mr. Hall said
that a meeting had been scheduled with COLTS last Friday but
had to be cancelled and that there had been no feed back
from that group regarding these options. Councilman
Glazener said that he would like to study the options before
commenting on them. Mayor Pro-tem Harris stated that he
personally objected t.o the staff taking these
rec°mmen~a'tions to COLTS, a group that opposes the City and
the City Council openly, without seeking Council direction.
Mayor Pro-tem Harris went on to say that he feels the
Council should be represented 5n the meetings with COLTS.
Mayor Pro-tem Harris did say that these are his personal
feelings and that he was not speaking for Mayor Amick or the
rest of the Council. Mr. Hall said that he agrees with the
Mayor Pro-tem and that he .had.~ppken._to Mayor Amick and
Councilman Bradley was recommended to sit in on this
meeting. Councilman Bradley corrected Mr. Hall, stating it
was Councilman Poole who is on that committee not himself.
Councilman Bradley also recommended that each Councilman
receive a copy of the SFR ordinance to review.

9. CONSIDERATION OF APPOINTMENTS TO'BOARDS'

City Manager Bill Hall stated that this land in south of

CounciLman Bradley moved to approve the ordinance as written
