HELD ON
JULY 23, 1987
The Special Session of the City Council of the City of The
Colony, Texas was called to order at 7:30 p.m. on the 23rd day of
July, 1987 at Griffin Middle School with following Council roll
call:
Don Amick, Mayor Absent
Rick Harris,Mayor Pro-tem Present
Johnny Spears,Councilman Present
Michael Robinson,Councilman Present
Steve Glazener,Councilman Present
Harvey Bradley,Councilman Present
Marlene Poole,Councilman Present
and with six members present a quorum was established and the
following items were addressed:
1. DISCUSSION OF THE PROPOSED CONSOLIDATION OF THE CITY OF
EASTVALE, TEXAS WITH THE CITY OF THE COLONY, TEXAS, TO BE
VOTED UPON IN THE ELECTION TO BE HELD IN THE CITY OF THE
COLONY ON AUGUST 8, 1987
Mayor Pro-tem Harris called the meeting to order and welcomed
everyone present. The Mayor Pro-tem then proceeded to name the
issue to be voted upon on August 8, 1987, stating that besides
the Eastvale consolidation issue on the City ballot, there would
be a Denton County ballot with two other issues; one being the
Enhanced 9-1-1 Emergency District and the other the Hospital
District issue. Mayor Pro-tem Harris said that there would be
people available at City Hall on August 1, to answer questions
regarding all three issues, for those who are interested. He
also reminded the audience that for this election, the City will
be using all 5 county polling places and then named. At this
time, Mayor Pro-tem Harris introduced the Eastvale Committee made
up of Councilmen Johnny Spears, Harvey Bradley and Marlene Poole.
Councilman Spears presented a slide presentation showing a
comparison between the City of Eastvale and the City of The
Colony, indicating how this consolidation will benefit both
cities. He then showed slides of the new facilities in The
Colony, including the pool and the High School.
Councilman Spears stated that most of the growth in this area has
happened to the south of The Colony and it is time to look north,
going on to say that The Colony needs to be in control of that
growth in order to compliment our City. The Councilman then said
in the next 5 years the following roadways are anticipated to be
complete:
State Highway 121 widening
Hebron Parkway Extension
State Highway 121 Bypass
Highway 190
Dallas Tollway
At this time, Councilman Bradley took over the presentation
covering demographics. Councilman Bradley showed on a property
use map of Eastvale that there are several vacant commercial
properties, stating that according to the last census, the
population is 643 and the medium income is $17,500.00, while the
overall medium income in Denton County is $20,000.00. Councilman
Bradley went on to say that there are 234 homes including mobil
homes in Eastvale and none of them are dilapidated, stating that
there were 19 homes built prior to 1940. The Councilman noted

that there are 183.38 acres in Eastvale and 87.85 acres are
vacant.
Councilman Bradley said that Eastvale currently has equipment
that will be beneficial to The Colony. The Councilman said that
there are 18,645 linear feet of roads in Eastvale.
Councilman Bradley concluded by stating that The Colony needs a
northern access to the west side of 423 as well as right of way
for a water/sewer line to Wynnewood for the golf course. Bradley
said that we could wait and let developers buy up the land when
Eastvale fails, but The Colony would have not control over what
was built, stating that there could be any kind of business
established, such as another "Wranglers".
Councilman Poole then gave a brief presentation regarding
finances stating that immediately after the consolidation, the
citizens in Eastvale would be assessed the $.75 tax rate, and The
Colony would assume all the debts of the City of Eastvale, which
total under $100,000.00.
Councilman Poole listed assets of Eastvale, naming the building,
equipment, 5 volunteer firemen, a police car and a fire truck.
Councilman Poole said that the firemen would mean that The Colony
could postpone hiring new paid personnel and that we can also
postpone buying a new fire truck a little longer, as well as
having another training facility, using the Eastvale fire station
as a west side station. Councilman Poole also said we will gain
3 employees; a policeman, a clerk and a water manager, stating
that after the debts are paid there should be $50,000.00 a year
to make improvements. The Councilman did say there would be no
paving of streets unless the citizens are willing to be assessed
for the costs, and that this is true also of water and sewer
lines.
At this time, the floor was opened for questions.
Are the roads City owned? yes
Councilman Poole did state that we are checking into possible
grants for improvements, such as Economic Development and HUD
grants.
Why didn't Eastvale apply for grants when they were in such bad
shape?
They did and they received a planning grant which is a very.good
tool for future planning.
What about new development, will it fall under The Colony zoning?
yes
What about the article in the Leader regarding animals?
Councilman Poole stated she wrote the article and it was an error
that livestock can remain if it is already there, but it cannot
be replaced.
Will the businesses and homes be grandfathered?
Some will and some will not. If it is currently legal in
Eastvale, then it will be legal in The Colony.
There were several other questions and comments, all dealing with
the roads, taxes, etc.
With no other business to discuss, Councilman Poole moved to
adjourn and Councilman Bradley seconded the motion which carried
with a unanimous roll call vote.
Mayor Pro-tem Harris adjourned the meeting at 8:33 p.m. and
