1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF THE REGULAR SESSION I-IELD FEBRUARY 26TM 2003 AND
THE PUBLIC HEARING AND JOINT SESSION HELD ON APRIL 3m~ 2003 -
Motion to approve - Hill; Second - Boyer; motion carried.
3. RECEIVE PRESENTATION ON WEATHERBUG. COM PROJECT -
Joe McCourry wants the board to consider paying for a weather station and camera that is tied to the
national weather service. The software is free. It will give temperature forecasts, wind speeds, humidity
readings, and any alerts and advisories based on zip codes. It has a Doppler radar and local, regional,
and national satellite imagery. It is connected with over 6, 000 stations across the United States. The
software can be downloaded from the web site -you just enter your zip code. The camera is a Sony color
camera, is weatherproof and has a range of approximately 5 miles and a computer comes with it.
Technical support is provided and A WS would do any upgrades. This can go on our current website.
The first year is $500 and $750 to stay online and connected. This is another way to increase our
visibility locally and nationally.
Some board members expressed concern as to whether or not this falls within the funding rules for 4B
projects. Para has contacted the Attorney General's office and they said the board needs to determine
if this falls in the wording of the 4B ballot.
4. CONSIDERATION OF APPROVAL OF AWARDING CONTRACT TO AMERICAN CIVIL
CONSTRUCTORS FOR $60,130.33 TO BUILD THE CONCRETE SLAB FOR THE
SKATEPARK AND SIDEWALK -
We received good references from the cities of Richardson, Irving and Grapevine.
Motion to approve - Sanders; second - King; motion carried.
5. CONSIDERATION OF APPROVAL OF RE-ALLOCATING FUNDS FROM COMPLETED
PARK IMPROVEMENT PROJECTS TO COVER ADDITIONAL EXPENSES FOR THE
SKATEPARK AND DESIGN FEES FOR FUTURE PROJECTS -
We did have $100,000 budgeted for the skate park, but the concrete is costing us more than we
anticipated. In order to have picnic tables, trashcans and benches, it's going to cost $121,824.33.
We do have money left from other projects that have been completed that can be applied to the
skate park- close to $25,000. There is also a contract with Dunkin, Sims & Stoffels for $28,550 for the
design of future projects.
Motion to approve - Boyer; second - King; motion carried.
6. CONSIDERATION OF APPROVAL OF A CONTRACT WITH DUNKIN SIMS & STOFFELS
FOR VARIOUS PARK IMPROVEMENT PROJECTS -
Pam explained that because we have so many park projects scheduled simultaneously, it's necessary to
hire someone else to do the surveying, design and bid specifications.
Motion to approve - Hill; second - Sanders; motion carried.
7. CONSIDERATION OF APPROVAL ON THE DESIGN AND MATERIALS TO BE USED
FOR PARK SIGNAGE -
The material being used is a hard, compressed plastic. There can be additional panels added to the
signs for the ,4dopt-,4-Park program.
Motion to approve the signs with a tan background and green letters - Hill; second - Beckel; motion
carried.
8. UPDATE FROM DIRECTOR / ASST. DIRECTOR -
Financial Statements - The figures for this year were up from this same time last year. We still
need to make some adjustments for this year's budget.
Five Star - The 3 shade structures are up. The maintenance building walk through is on May 1st.
Hydro mulching has begun. The lights have been on and we haven't received any complaints from
the residents; they say they look good and the light doesn't affect their homes. We may need to add
some lights to the playgrounds because they are so dark. We have met with the Vice President of
,4dolfson Peterson to discuss some issues.
Historical Bridge - We have been getting plans in place to move the bridge so that when Denton County
says they are releasing the bridge, we will be ready. We estimate the cost to move and repair the bridge
to be $25,000 - $30,000.
Trail Master Plan - Sam and Pam met with Dennis and Molly and drove the shoreline between here
and Hidden Cove Park. We should conduct a public hearing in May or dune to get input on the plan. We
need to contact as many organizations as possible - The Colony Roadrunners, Bikes On .4 Mission,
homeowner's associations, and any others we can think of We can also post it on the website and cable.
