HomeMy WebLinkAbout01/24/1987 City Council MINUTES OF THE CITY COUNCIL MEETING HELD ON JANUARY 24, 1987 The SPECIAL SESSION of the City Council of the City of the Colony, Texas was called to order at 9:00 a.m. on the 24th day of January, 1987 at the Summit Hotel in Dallas, Texas with the following Council Roll Call: Don Amick, Mayor Present Rick Harris, Mayor Pro-tem Present Tom Arrambide,Councilman Present David W. Dye, III,Councilman Present Steve Glazener,Councilman Absent, due to business Harvey Bradley,Councilman Present Marlene Poole, Councilman Present and with a quorum established, the following items were addressed: 1. COUNCIL RETREAT WITH THE ADVISORY BOARDS AND MEMBERS OF THE CITY STAFF TO DISCUSS GOALS FOR THE CITY OF THE COLONY. Mayor Amick welcomed everyone to the retreat and asked everyone there to introduce themselves and tell which board or department they were from. The following persons were present at the retreat: Patti Hicks, City Secretary; Janice Carroll, Asst. City Mgr. Bill Hall, City Mgr.; Van Morrison, Fire Chief; Sylvia Brantley, Recreation Coordinator; James England, Finance Director; Kathy Smith, Tax Collector; Jackie Carroll, Office Manager; Elise Knox, Pool Director; Dana Olivarez, Personnel; Nick Ristagno, Police Chief, Mike Carroll, Police Lieutenant; Eric Stanton, Building Official; Kenneth Huffman, Wastewater Supervisor; Jim Layton, Wastewater Superintendent; Joan Sveinsson, Director of Library Services; Brenda Mosley, Court Clerk; Cathy Bock, P&Z; Wayne Sandy, P&R; Bob Fiumara, P&Z; Steve Faulkner P&R; James Althaus, Library Board; Mary Smith, Youth Advisory Board; Tom Dawsey, P&Z; Agnes Foster, P&Z; Tim Solohubow, P&Z; Norman Adeler, Library Board;De Cole, P&R; David Martin, P&R; Roosevelt Johnson, Board of Adjustment and Appeals; Gary LaCrone, Board of Adjustment and Appeals; Gene Poole, Board of Adjustment and Appeals; Ann Beckel, Library Board. Mayor Amick then stated that the purpose of this meeting is to set goals for the City, stating that new directions are needed. The Mayor said the goals set five years ago were traffic and bond issues and those goals have been addressed and have been implemented. Mayor Amick said the new goals should be economic growth, including short, intermediate and long range goals. He said he wanted all present to give their goals and ideas no matter how silly or unreasonable they might appear. The Mayor said this would be a "brainstorming session" and that the ideas should be allowed to flow freely with no criticism or monetary comments allowed. At this time, many ideas were brought forth, listed by Asst. City Mgr. Janice Carroll and placed on the wall around the room. At 12:00 Noon, the Mayor called a recess for lunch. After the recess, the Mayor then stated that the ideas would be explained by the person bringing them forth and then assigned to a department, board or person to pursue. The Mayor said the City Secretary would categorize the ideas and list the assignments, providing a copy to all department heads, and board chairmen. The ideas given fell into the following broad categories: COMMUNICATIONS/PUBLIC RELATIONS EQUIPMENT/MAINTENANCE PERSONNEL LEGISLATION PROJECTS; A. Recreational B. Landscaping/Appearance C. Planning/Development D. Miscellaneous CATEGORY ASSIGNED TO COMMUNICATIONS/PUBLIC RELATIONS: . Use the kids in town to publicize various events through the schools, etc. Y.A.B. . Town Hall Meetings - At least two per year; first coinciding with the introduction of the new budget, and the 2nd for the public to meet the Board members. These should be publicized more than a regular City Council meeting and should always be held with a main idea in mind. Council . North Texas Survey - Important to provide direction for the City, making sure the survey is relative to The Colony. City Secretary is to look into a grant for such a survey. Council . Central Public Relations - coordinating of ideas and a concen- trated effort of current news releases. Janice Carroll · Adopt a City - a trade of infor- mation on government, schooling, economics, an opportunity to attract industry to The Colony. Roosevelt Johnson · Better interaction with Council of Governments Bill Hall · 500,Inc. - a volunteer group that supports the arts; could tie in with special events. Agnes Foster · Use of the High School Band Sylvia Brantley · Placing City Activities on the High School Marquee Patti Hicks · "Wurstfest" establishing some major event on a yearly basis to draw people to The Colony, such as the Chili Cook off. P & Z Board · Council agendas and minutes of the meetings to all board chairmen. Mgr. · Interaction with other city advisory boards Board Chairmen · Be sure Youth Advisory Board is invited to the Council Retreats Patti Hicks . Boards have joint work sessions with other boards Board Chairmen · Invite Chamber of Commerce to Council Retreats Council/Cty Scty. · Municipal Relations Committee Eric Stanton · City Brochure - this project is already being worked on through a joint committee of Council and Chamber. New City Logo · Welcome signs to the City Steve Faulkner · Press Releases on a regular basis. Janice Carroll · Billboard sign on 1-35 to advertise The Coloy Mayor Amick · Proper recognition of city volunteers. Patti Hicks · Good P.R. for Inspections Ail present EQUIPMENT/MAINTENANCE: · Computers - Ail departments in the city expressed a need for computers. It was suggested that a consultant be hired to review all the systems currently being used and determine the needs. Purchasing time on a main frame, using staff expertise was also mentioned. Patti Hicks · City Maintenance - equipment, pumps, etc. It was noted that there is an electrician on staff but can't be used properly due other duties. Bill Hall said he was checking into maintenance in all areas of the City. Bill Hall . Appearance of City Vehicles - It was noted that the Water Dept. trucks are in bad shape. Council- man Harris suggested that we use Long Range staff and on hand equipment to get Council these trucks in good appearance. · Library Material Security System Library Board · County money for purchase of Computerized Library System Library Board · Two phone lines for tax dept. 911 Service, More metro lines Bill Hall · Microfilm for Archives and microfish for city records Library Board · Turnstiles for the pool Elise Knox Bug Zapper, fencing around rocks at the pool. · Portable Radios for P&R Bill Hall . Water Storage Bill Hall · New Animal Shelter Bill Hall · PERSONNEL: · Productivity/Activity Committee made up of non-department heads Bill Hall · Staff Training - All departments list needs and give to the City Manager who will prioritize them and provide the training. Patti Hicks · 24 hour city enforcement, more animal control on duty Bill Hall · Clean up the enforcement of City ordinances that keep the City clean. RECREATIONAL: · Town Lake - develop the area Possibly a band shell P & R · Movies and concerts in the park Sylvia Brantley · City Band P & R · Theme City - Christmas P & R · Miniature Golf Course P & R LANDSCAPING AND APPEARANCE: · Landscaping and development of the area behind the Municipal Complex P & R · Improve the appearance of the medians with landscaping, signs, flagpoles, etc. P & Z . Plant long life trees Bill Hall . 3 clean ups or more a year check into contract with Texas Waste on this. Bill Hall . Re-paint the street names on the median along Paige Rd. P & Z/Bill Hall · Painting of fire hydrants by the citizens to promote special activities. Van Morrison PLANNING AND DEVELOPMENT: · Fire Training Site - enabling volunteers and paid personnel to have practice in fighting fires· Van Morrison · Eliminate alleys in the Today home sections. Annexation of Eastvale Council · Sr. Citizen Center Centralized Athletic Complex More Practice fields P & R Teen Center · Future planning for water and sewer· Bill Hall · Wynnewood Golf Course Already in the works Janice Carroll · Master Plan Stewart Creek Park P & R . Committee · MISCETJ.ANEOUS . Giving a monetary reward to persons who put suggestions in a suggestion box that saves the city money. Bill Hall · Pistol and Archery Range Nick Ristagno and P & R ·EAS survey is forthcoming · Safety Town to teach pre-schoolers about safety Van Morrison · More Court Sessions Bill Hall · Sludge Disposal Site Tommy Turner · Finance Management System James England · State Approved Water signs already on order Bill Hall There some goals that were determined to be long range in nature and they are listed as follows: Fire Station #1 to be converted to a Community Arts Center after the new station is built in the southern part of the city. Heliport The Colony Independent School District After all these ideas had been discussed and there was no action to be taken, Councilman Bradley moved to adjourn the meeting and Councilman Poole seconded the motion, which carried with all members voting Aye.
