HELD ON
SEPTEMBER 8, 1986
The Special Sesison of the City Council of the City of The Colony, Texas was called
to order by Mayor Sample at 7:00 p.m. on the 8th day of September, 1986, at City
Hall. Following is the roll call of the Council members:
Larry D. Sample Mayor - Present
Rick Harris Councilman - Present
Tom Arrambide Councilman - Present
David W. Dye,II1 Councilman - Present
Don Amick Mayor Pro-rem - Absent due to business
Harvey Bradley Councilman - Present
Marlene Poole Councilman - Absent due to personal business
and with five members present a quorum was established and the fo]lowing items of
business were addressed:
1. REVIEW OF THE ENGINEERING DESIGN MANUAL AND THE STANDARD CON-
STRUCTION DETAILS AS PREPARED BY BRIDGEFARMER AND ASSOCIATES
Councilman Dye made the opening remarks regarding the Engineering Design
Manual stating there were three areas of concern:
1. Procedures of the entire process; staff needs to handle and with the upcoming
merger, there may be some organizational changes to be made.
2. Right of way in the alleys and street widths
3. Depth of pavement
Mr. Glen Brown of Bridgefarmer and Associates gave a brief overview of the
Manual and its purpose, stating that it should be used a communications tool
between the City and the developer and as master guidelines. Mr. Brown gave
the Council a handout regarding the street and thoroughfare right of ways
and ~overed each one, explaining the differences and then answered questions
regarding same. Counclman Dye said he felt the City should require certain
widths from the start. Mr. Brown said the traffic study done for each new
development would indicate what type street would be needed. Mayor Sample
said that the City could require only certain level of traffic in certain areas.
Mr. Joe Luciani of Fox & Jacobs said the his company is very glad to see the
City adopting some guidelines, but wondered why the right of way is so wide
on major thoroughfares, Mr. Brown said that the speed on a major thoroughfare
is generally higher and to accomodate that a flatter road is needed, which requires
more space to build, thus a wider right of way. (See Attachment "A")
Mayor Sample asked if the City needs to specify who will pay to widen streets
if it becomes necessary to do at a later date. Mr. Brown said that can be handled
at the time the developer brings his plans in to the City.
There followed a lengthy discussion regarding what developers should be required
to pay for and the reasons for the manual itself. Mr. Brown stated that these
revisions he had made were very close to the same as recommended in a letter
which Hal Jones, the traffic engineer for the City had written some time ago
regarding this manual. Councilman Harris asked if the developer could be required
to pay for signal lights if it became necessary in the future. Mayor Sample said
that could be handled at the time of negotiations.
There was a genera] concensus to accept the revisions as presented.
Glen Brown then asked if the width of the alleys had been resolved in the last
meeting. Mayor Sample said it had been a split vote and the Council would have
to vote again. There was a general concensus to require 17' right of way in
the alleys with 10' of pavement.
The Council discussed the thickness of pavement; alley - 6", residential streets
6" and thoroughfares - 8". Councilman Dye siad he thinks the City should hire
a Geotechnical Design firm to design the streets to see if the pavement needs
to be 6" or 8".
Joe Luciani said page 8 calls for 100' turn lane length and thinks this should
have some flexibility because it would not always be necessary such as in a cul
de sac. Mayor Sample said whould the manual so state that. Mr. Brown said
there are guidelines all through the manual that are intended to be just that,
guidelines and if they need changing, then they can be changed.
With no further business to address, Councilman Harris moved to adjourn the meeting
and Councilman Arrambide seconded the motion which carried with all members voting
Aye.
Mayor Sample adjourned the meeting at 9:00 p.m.
