MINUTES OF THE CITY COUNCIL MEETING
HELD ON
JULY 30, 1986
The SPECIAL SESSION of the City Council of the City of The Colony,
· exas was called to order at 7:00 on the 30th day of July, 1986, at
City Hall with the following disposition of members:
Larry D. Sample Mayor
Rick Harris Councilman
Tom Arrambide Councilman(Arrived at 8:15p.m.)
David W. Dye, III Councilman (Arrived at 7:20 p.m.)
Don Amick Mayor Pro-tem(ARrived 7:15p.m.)
Harvey Bradley Councilman
Marlene Poole Councilman
and with the late arrivals of Councilmen Amick, Dye&Arrambide, due to
business, there was a quorum established and the following items were
addressed:
1. REVIEW OF THE PROPOSED MUNICIPAL BUDGET FY 1986/87
LIBRARY
Joan Sveinssson, Director of Library Services was present to answer
any questions the Council had regarding the Library Budget.
Mayor Sample asked if the County funding money was included
in this budget and Janice Carroll said yes, $30,000.00 had been
estimated and included. Mayor Sample said he felt that money
should not be included right now. Mayor Sample then asked why
the large difference between the city projection and the projections
he had computed, asking if the Library would making any large
capital expenditures to make up that difference before the end
of the year. The Mayor stated that is that was so it should be
shown in the projection and perhaps it should not be purchased
this year. The Mayor went on to say that according to his
statistical figures, all departments showed differences when compared
to the city projection figures.
Councilman Amick then asked why Education and Training had
gone up. Ms. Sveinsson said she had included T.M.L. registration
this year which she had not previously attended. Mayor Sample
said that if one department is going then it should be open for
all department heads to attend. Janice Carroll said that Ms. Sveinsson
and Police Chief Ristagno were the only ones who had requested
it.
There was then a question regarding Janitorial and why it was
up so much. Ms. Carroll said this is due to the new building
and the estimate is based on price per square foot. Mayor Sample
asked if the projected cost of janitorial service overall adds up
to enough to hire a City janitor. Janice Carroll said the to'Lal
is $14,591.00 which would not be enough to hire someone.
Councilman Amick asked why Printing and Binding is up. Ms.
Sveinsson stated this for having flyers printed and for re-binding
of books and magazines, something which ahs never been done
before. Ms. Sveinsson also said this includes invitations which
will be needed for the dedication of the new facility.
There was then a lengthy discussion regarding the utilities not
only for the Library but for all the new facilities, as to whether
one meter for all or separate meters for each building would be
better. No real decision was reached, howver, Bill Hall, M.U.D.
director was present and stated that he believed there would have
to be seperate meters for each building.
Councilman Amick asked about Magaziens and Books, noting that
this account was down from last year. Ms. Sveinsson, said that
the Library would be scaling down it's buying of general material
if they are able to buy the large order of reference books included
in this budget. Councilman Amick wanted to know how much of
the $9901.00 package will be supplementing the New High School
Library. Ms. Sveinsson stated that this collection is all English
and Amerian Literature and that she ahd been able to look over
the order forms at the school and they had not duplicated any
volumes. Ms. Sveinsson went on to say that this collection, if
purchased at one time, could be purchased at a 30% discount and
that this area is the most requested reference material. Councilman
Amick said he would rather see a balanced collection than weighted
in one area just because of a discount. Ms. Sveinsson advised
that the Library is better stocked in other areas at this time.
Councilman Harris asked what the $1000.00 for Building is and
Janice Carroll said that had been cut already.
Mayor Sample asked how th lease of th current building is going
to work out with the move. Janice Carroll said it should work
out just about right. There were no more questions.
PUBLIC WORKS
Councilman Harris asked if the City furnishes uniforms for all
the employees and Jerry Yan-Y said yes, all but temporary.
Councilman Harris then asked why the City needs a crack filling
machine. Mr. Van-Y advised this would keep the streets from
deteriorating.
There were no more questions.
AQUATIC PARK
There were no questions regarding this budget. It was stated
that the instructors would be kept at $5.00 per hour.
2. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6251-17,
V.A.C.S., SECTION 2G, REGARDING PERSONNEL, TO WIT:
MUNICIPAL BUDGET PROPOSAL FY 1986/87
Upon reconvening in open session and with no further business to discuss
Councilman Bradley moved to adjourn the meeting and Councilman Poole
seconded the motion which carried with all members voting Aye.
Mayor Sample adjourned the meeting at 10~35p.m.
