HELD ON
JUNE 30, 1986
The SPECIAL SESSION of the City Council of the City of The Colony,
Texas was called to order at 7:30 p.m. at City Hall with the following
members~i in attendance:
Larry D. Sample Mayor
Rick Harris Councilman
Tom Arrambide Councilman
David W. Dye, III Councilman
Don Amick Councilman
Harvey Bradley Councilman
Marlene Poole Councilman
and with a quorum established the following items were addressed:
4. CONSIDERATON OF THE APPROVAL OF THE MINUTES OF THE COUNCIL
MEETINGS HELD ON JUNE 2, 9, and 14, 1986.
Councilman Amick moved to approve the minutes as written and Council-
man Harris seconded the motion which carried with all members voting Aye
and Councilman Poole did abstain on the June 2 meeting minutes.
5. RECEIVE REPORT FROM JERRY VAN-Y REGARDING MOSQUITO CONTROL
AND CONSIDERATION OF POSSIBLE SOLUTIONS TO THE MOSQUITO
PROBLEM IN THE COLONY
Janice Carroll said that the City had been deluged with calls regarding
mosquitos in the last two weeks but according to health department
officials it was not a health problem as yet, stating that it is not the
large ponds but the smaller stagnant bodies of water and some swimming
pools not in use that are the problems. Ms. Carroll and Mr. Jerry Van-Y
then outlined costs on various solutions.
SPRAYER(Fogger) - $3500.00
CHEMICALS - $1300.00 for 55 gallons
The unit holds 7½ gallons and will cover 50 miles at 10 MPH. Carroll
went over the time, chemicals and voertime involved stating it would
cost $235.00 per night to spary the city.
PELLETS -~150.00 per case of 400 pellets.
One pellet covers 10 cubic feet or about 75 gallons of water and it
has to be done every 30 days. This has been used only in problem
areas already, such as empty homes with swimming pools. Councilman
Amick asked if the property could be charged back for the costs of
treating the pools. Ms. Carroll said yes the City could attach liens
to the property.
Mr. Van-Y did stated that the pellets would harm fish.
Mayor Sample asked if we had checked with other cities about possibly
sharing the costs and Mr. Van-Y said yes, and that they won't even
discuss it. Mayor Sample said he would like to see a cost on contract
basis spraying.
Janice Carroll recommended that we continue with the pellet method.
Councilman Amick asked if it was a health hazard and Van-Y stated that
Denton County said no. Councilman Amick asked what our obligation was
if there was no hazard and Ms. Carroll stated none.
Mayor Sample asked for a report on contracting with someone to spray and
Ms. Carroll stated that in the meantime, we would continue with the pellet
program and come back on July 7, with more information, stating that the
estimation for 2 months treatment was $10,000.00.
Councilman Harris suggested more complete information, including figures
and information on a contract person by July 7 with a continuation of

the City twice and then only on a complaint basis. There was a general
concensus for staff to follow this direction. Councilman Amick also
asked for costs on hiring a crop duster to spray for mosquitoes.
6. CONSIDERATION OF ACCEPTANCE OF RESIGNATION FROM THE FINE
ARTS COMMITTEE.
Councilman Poole moved to accept the resignation of Susan Paluzzi
from the Fine Arts Committee since she is moving from the City.
Councilman Harris seconded the motion which carried with all members
voting Aye.
2. CONSIDERATON OF ACCEPTANCE OF RESIGNATION FROM THE LIBRARY
BOARD.
Councilman Amick moved to accept the resignation of Joan Lyle from
the Library Board and Councilman Arrambide seconded the motion
which carried with all members voting Aye.

3. CONSIDERATION OF APPOINTMENT TO THE LIBRARY BOARD
Councilman Arrambide moved to appoint Lowell Barton to the Library
Board and Councilman Harris seconded the motion which carried with
all members voting Aye.
Councilman Amick moved to adjourn the meeting and Councilman Harris seconded
the motion which carried with all members voting.
Mayor Sample adjourned the meeting at 9:48 p.m.
