Minutes of the City Council
of the City of The Colony
held on
May 13, 1985
The SPECIAL SESSION of the City Council of the City of The Colony, Texas
was called to order at 7:30 p.m. with the following members present:
Larry D. Sample Mayor
Rick Harris Councilman
Noel Long "
Helen Gray "
Don Amick "
Charles Dodds "
Marlene Poole "
and with all members present, a quorum was established.
1. PLEDGE OF ALLEGIANCE
Mayor Sample led the audience and members of the Council in the
pledge of allegiance to the United StatS flag.
2. CITIZEN INPUT
There was no one present who had signed up or wished to speak
at this time.
3. CONSIDERATION OF MINUTES OF THE APRIL 8TH AND 15TH CITY COUNCIL
MEETINGS
Councilman Poole made the motion to approve the minutes of the
April 8th and 15th minutes as written. Seconded by Councilman
Gray, the motion carried with a unanimous vote. Councilman Amick
did however abstain from the minutes of the 8th because of his
absence from same.
4. CONSIDERATION OF AN ORDINANCE CANVASSING THE RESULTS OF THE MAY
11TH RUN OFF ELECTION
Mayor Sample summarized aloud the ordinance as follows:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS,
CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE RUN OFF
ELECTION HELD MAY 11, 1985, FOR THE PURPOSE OF ELECTING A COUNCIL-
PERSON FOR PLACE 2, OF THE CITY OF THE COLONY, TEXAS, DECLARING
AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council caused to be published in accordance
with the laws of the State of Texas, notice of the election held
May 11, 1985, to elect a Councilperson for Place 2, of the City;
and
WHEREAS, notice of election was actually given as required by
law; and
WHEREAS, the City Council has considered the returns of said election
held May 11, 1985; and
WHEREAS, said election was duly and legally held on May 11, 1985,
in conformity with the election laws of the State of Texas, and
the results fo said election have been certified and returned
by the proper judges and clerks thereof; and
WHEREAS, the election returns, duly and legally made, showed that
there were cast at said election 404 valid and legal votes, and
that each of the candidates in said election received the following
votes:
FOR COUNCILPERSON PLACE 2
Thomas Arrambide 236 votes cast
Noel Long 168 votes cast
00200~ WHEREAS, pursuant to Section 7.04 of Chapter VII of the Home Rule
Charter of the City, in order to be declared elected, a candidate
must receive a majority of the legal votes cast for the office
of place for which such person is a candidate.
WHEREAS, it appears that Thomas Arrambide received a majority
of all votes cast for the office of Councilperson Place 2 and
is hereby declared to be elected to the office to serve after
qualifying for said term commencing May, 1985.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF THE COLONY,TEXAS:
Section 1. That this canvass and declaration of results of said
election be entered in the Minutes of the City Council and that
said officer, after having been qualified and having taken his
oath, shall serve during the term commencing May, 1985,and
thereafter until his successor may be duly elected and qualified.
Section 2. Declaring that the results of the election shall become
effective immediately after its passage.
PASSED AND APPROVED FINALLY this the 13th day of May, 1985.

After reviewing the election documents, Councilman Amick made a
motion to approve the ordinance as written. Seconded by Council-
man Long, the motion carried with a unanimous roll call vote.
At this point in the meeting, Councilman Long asked the Mayor if
he would consider going back to Citizen Input to allow himself an
opportunity to make a statement at a more appropriate time. The
Mayor granted his request and went back to agenda item #2 as follows:
2. CITIZEN INPUT
Councilman Long made a lengthy statement, first thanking the
Council, the City and City employees for the priviledge to
serve on the Council for the past two years. This was followed
by attacks on the alleged campaign tactics of Mr. Arrambide.
He then stated he wanted copies of the following City Council
minutes and tapes or he would have them impounded by the Court.

July 6, August 29 and September 26, 1983
October 12, 17 and 25, 1983
November 7 & 21, 1983
January 9, April 2, 9, 13, 16, 23 & 30 1984
June 4, 10, 11, 13 &August 8, 1984
October 1, December 3, December 17, 1984
and finally February 20, 1985
.5. REVIEW OF STAFFING LEVELS OF THE COLONY POLICE DEPARTMENT
Police Chief Ristagno gave the Council a lengthy presentation
covering a summary of patrol activity from 1980 through 1984
and criminal investigation activity from 1982 through 1984.
As well as a three month comparative study dating from
January through March 1984 and 1985. His presentation provided
statistics to substantiate the need for more police officers.
Several members of the Council were curious about drug investigations
and what all is involved. The Chief briefly explained that drug
investigations involve an enormous amount of investigating and our
force does not have enough manpower to pursue this area as in
depth as it needs to be. There was a discussion regarding the
possibility of pursuing a joint program with other cities using
undercover officers.
Councilman Harris said that maybe we should not only take a look
at the staffing needs but also the salaries competitive enough to
keep our officers.
There was a discussion on the training process and the use of
reserve officers. Chief Ristagno explained that the department

is very selective with reserves as well as paid patrol officers,
because the reserves also carry guns and wear a badge. He went
on to add, you don't want to use reserves to increase the size
of your police force but only as a supplement to the force.
7. CONSIDERATION OF APPOINTMENT OF A COUNCIL COMMITTEE TO REVIEW
STAFFING LEVELS OF THE POLICE DEPARTMENT
Mayor Sample said ," we are looking at an area (Police Depart-
ment) that is starting to lag behind and we are trying to bring
our force up to what it should be to help eliminate some of the
crime in this City.
Councilman Amick added that it will be important for the
committee to look not only at the staffing levels but the
salaries as well.
Mayor Sample then appointed Councilmen Amick, Harris and Poole
to the committee.
Councilman Amick said that part of the desire to have this
type of information came from knocking on doors at election
time. He went on to say the major goal of the committe would
be to determine the staffing needs to combat criminal activity.
8. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17 OF V.A.C.S.
SECTIONS 2e & 2g, REGARDING PENDING LITIGATION AND BOARD APPOINT-
MENTS
Upon reconvening in open session, and with no further action to be
taken by the Council at this time, Councilman Dodds made the motion
to adjourn. Seconded by Councilman Poole, the motion carried with
a unanimous vote.
