HELD ON
March 11, 1985
The JOINT WORK SESSION of the City Council of the City
of The Colony was called to order at 7:30 p.m. with the
following members present:
Larry D. Sample Mayor
Noel Long Councilman
Helen Gray Councilman
Don Amick Councilman
Charles Dodds Councilman
Marlene Peele Councilman
and with Councilman Harris absent due to personal business,
however, a quorum was established. Also present at the
meeting was the entire Parks & Recreation Board.
1. CONSIDERATION OF A MASTER PLAN FOR CARR & CHAPMAN
NEIGHBORHOOD PARK
Director of Community Services, Steven A. Reed, reviewed
aloud the master plan p~sented by a group of neighbor-
hood residents. He then reviewed cost estimates
for proposed playground equipment as well as various
other costs, as follows:
Playground equipment - $2,530.00
Multi-use Court - 1,500.00
Sprinkler System-between $2,000 & $2,500
See-Saw - 390.00
He went on to say that the funds to develop a neighbor-
hood park were budgeted for in this budgeted year.
After a lengthy discussion, Councilman Dodds moved
to approve the plan as submitted and purchase the
recommended equipment with the addition of a see-
saw. Seconded by Councilman Amick,the motion carried
with the following roll call vote.
Ayes: Councilmen Long, Amick, Dodds, Peele and
Mayor Sample
Noes: Councilman Gray
2. REVIEW PROPOSED BOND EXPENDITURES FOR THE DEVELOPMENT
OF CITY PARK FACILITIES
Mr. Larry Owen was present and gave a brief demonstration
on disk golf (frisbee) and a brief history of the
sport. There was a lengthy discussion regarding
same. Mr. Owen said that for approximately $3900.00
you could have a 9 hole course. Maintenance costs
are extremely low'The Council unanimously agreed to put a ~
Mr. Reed then reviewed the proposed expenditures
for the B.B. Owens Park. There was a lengthy discussion
regarding whether or not to pave the parking lot.
It was finally decided that the parking lot would
be made of gravel and provide enough parking for
75 to 80 cars.
There was another lengthy discussion regardIng the
use of engineers in the parks. Consensus of Council
was to have an engineering and construction proposal
done on the following parks: ]) Turner Street, 2)
B.B. Owens, 3) N. Colony Comp]ex, 4) L~ons Club,
5) Dave Cowan, 6) Bridges, 7) The Colony High School
and f~nal]y 8) Stewart Creek Park.
TURNER STREET PARK- Mr. Reed presented several
alternatives to crowing the playing fields. There
was a lengthy dlsucsslon regarding the drainage
problems in th~s park as we]] as the lighting.
Councilman Long recommended using some of the old
Office Creek Park lights to ]ight the fields. The
Park & Recreation Board adament]y d~sagreed. They
preferred using them for security ~n the parking
areas. City Manager, Janice Carroll said staff
recommends using the old lights to | ight tennis
courts. Following a brief discussion, everyone
present agreed with the staff recommendation.
NORTH COLONY COMPLEX- Councilman Amlck recommended
lighting two ball f~elds to make the playing times
more convenient during the week. Following a brief
discussion on same, the consensus of Council and
the P & R Board was to light two fields as recommended.
Councilman Long & Councilman Poo]e both recommended
that Glen Brown, the city engineer, discuss and review
drainage with FRS Design, the architects for the
new Municipal Complex. They want to know how the
construction of the municipal buildings will impact
the drainage on the playing fields and visa versa.
BRIDGES PARK- Councilman Amlck suggested a fence
be put ~n the outfield once Turner Street fields
have reopened and use this only for baseball and
football.
PERRYMAN PARK- Councilman Gray expressed her grave
concerns over the appearance of this park. She wants
it to be a show place since it is in a highly visible
area. Public Works D~rector, Jerry Van-Y, advised
her that a sprinkler system is in and operational
now; however, there is st~ll a drainage problem east
of the berm. It was the consensus of everyone present
to make the entire intersection of Blair Oaks and
South Colony Boulevard a focal[ point in the City
by beautifying not only Perryman Park but the other
three corners as well. Councilman Poo]e suggested
that some of the smaller expenditures planned in
future years come out of the operating budget rather
than the bond fund.
STEWART CREEK PARK- City Manager, Janice Carroll
stated that fee's brought in at this park could
probably pay for the majority of the improvements.
There will be a road connecting the current park
to the peninsula to the north. Sylvia Brantley
suggested building a group shelter and renting it
out to large groups.
3. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-
17 of V.A.C.S. , Section 2e, REGARDING LITIGATION
Mayor Sample announced the Council would reconvene
in open session later in the evening
Upon reconven~ng in open session and with no announcements
to make or further action to be taken by the Council at
this time, Councilman Dodds moved to adjourn the meeting.
Seconded by Councilman Long, the motion carried with a
unanimous vote.
Mayor Sample adjourned the meeting at 12:10 a.m.
