HomeMy WebLinkAbout05/04/1984 City Council MINUTES OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS An EMERGENCY SESSION of the City Council of the City of The Colony, Texas was called to order at 7:00 o'clock p.m. on May 4, 1984 at City Hall with the following members present: Larry D. Sample Mayor Scott North Councilman Noel Long Councilman Helen Gray Councilman Don Amick Councilman Charles Dodds Councilman Marlene Poole Councilman and with all members present, a quorum was established. 1. CONSIDERATION OF ALTERING TRAFFIC FLOW ON FM423 Mayor Sample advised the public of the intent to solve the traffic problem. He said the City is committed to serving our Citizens. He, Chief Ristagno, Hal Jones City Traffic Engineer, and Steve Reed, Acting City Manager met twice with the State Highway Department today. Once via a conference call early this morning and again this afternoon at 4:00 p.m. He felt like they came away from those meetings with some constructive ideas. However, these ideas can not be put into effect by Monday morning. He referred to a map of the area and proceeded to review the problems at both the new and old intersections of FM423. He went on to say, the State Highway Department began construction on the addition of two lanes on SH121. These new lanes would run 500 feet in either direction of both intersections. A new lighting configuration will be installed at the new intersection of FM423 with a clearer left turn signal. The secrinization equipment for these signals will not be in place for at least another four to six months. If the new configuration doesn't work, the Mayor said a temporary road could be constructed to connect the new and old FM423 roads just south of the Office Creek bridge. It would be approximately 400 to 600 feet long and would take several days to construct. The estimated price would be $40 to $100 thousand dollars. After the sencrinization equipment is installed, this temporary road would be eliminated. Mayor Sample explained the reason why the new inter- section is where it is. He said the State requires that any new roadway that connects or crosses a State Highway have a 90° intersection for safety reasons. Councilman Poole asked if the County has the right to run a temporary road from Crider Road to connect with the new intersection? The Mayor replied, they might have the right to imminent domain. Mayor Sample said the old intersection would be eliminated and cease to exist. He added that he is working with private landowners in case we need to cut across their private property with an al- ternative roadway. He went on to say the City was not informed until Tuesday of this week that the new section of FM423 would be opened. Their announcement of the closing of the old part of 0017 , roadway was hand delivered to City Hall by the Highway Department. After a brief discussion, the Mayor again recommended the citizens exit the City to the east and take Preston Road into Dallas until this can be cleared up. With no further action to be taken by the Council at this time, Councilman Dodds moved to adjourn the meeting.
