HomeMy WebLinkAbout05/03/1984 City Council MINUTES OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS May 3, 1984 An EMERGENCY SESSION of the City Council of the City of The Colony, Texas was called to order at 9:00 o'clock p.m. at City Hall with the following members present: Larry D. Sample Mayor Noel Long Councilman Don Amick Councilman Charles Dodds Councilman Marlene Poole Councilman Helen Gray Councilman and with Councilmen North absent; however, a quorum was established. 1. CONSIDERATION OF ALTERING TRAFFIC FLOW ON FM423 Mayor Sample said he had been receiving a barrage of negative phone calls from citizens. He went on to say that as late as 8:00 p.m., traffic was backed up in every direction. He said it was necessary that Hal Jones, City Traffic Engineer, be contacted as well as the State Highway Department to get this problem resolved immediately. Steve Reed, Acting City Manager, contacted the City Attorney for his legal opinion on the matter. His opinion was to first contact the state and if we do not receive any satisfaction from them, the Mayor could declare a state of emergency to remove the barricades. Councilman Poole asked what the status of the signal lights at the intersection of FM423 and SH121 was. The Mayor replied, they are not working. He went on to say the new section of FM423 was not completed. It is not striped and the lights when working are not timed properly. Councilman Amick felt the ergency to do something now so that our citizens can at least get to and from work tomorrow and give the State the weekend to get the problem resolved. Police Chief Ristagno said the lights at the old FM423 / SH121 intersection have been removed. He added, the State is trying to t~me the lights at the new intersection to favor east bound traffic in the evenings and west bound traffic in the mornings. Mayor Sample felt the City should over-ride the Cable TV network to advise citizens to turn to the City Channel 18 for details. He suggested traffic leave the City to the east using Paige Road. Chief Ristagno said the reason for the sudden closing according to the State Highway Department is because the bridge over Office Creek is unsafe. After a lengthy discussion, the Mayor said the bottom line would be for himself, Chief Ristagno, and Hal Jones to sit down with the Highway Department and come up with some viable options. If this didn't work, it would be necessary to consider taking some other sort of action. With no further action to be taken by the Council at this time, Councilman Dodds moved to adjourn the meeting. Seconded by Councilman Long, the motion passed with the O017 t following roll call vote: Ayes: All members present voted aye Noes: None Mayor Sample adjourned the meeting at 10:00 o'clock p.m. Approved: D'.
