HomeMy WebLinkAbout07/09/1983 City Council MINUTES OF THE CITY COUNCIL OF THE CITY OF THE COLONY HELD ON JULY 9, 1983 A WORK SESSION of the City Council of the City of The Colony, Texas, was called to order at 9:00 a.m. with the following members present: Larry Sample Mayor Scott North Councilman Noel Long Councilman Norman Adeler Councilman Charles Dodds Councilman and with Councilmen Don Amick and Marlene Poole absent; however, a quorum was established. 1. REVIEW OF THE PROPOSED BUDGET FOR FISCAL YEAR 1983/84 Councilman Amick did arrive at 9:45 a.m. and participated in the remainder of the meeting. Mayor Sample began by presenting members of the Council with his capital expenditure priority list and his suggestions on personnel changes. Councilman North questioned the No. 1 item on the capital list, police vehicles, stating that it was his understanding that this expense was a line item, as it was a continuing expense. He stated further that he had no problem with leaving the police vehicles on a lease purchase. Mayor Sample then asked if there was anything on his personnel sheet which could be eliminated at this time. Mrs. Jane Barton, Financial Assistant, stated that the Police Department Animal Control Officer could be taken off this list, as it was a part of the base line budget. There followed lengthy discussion concerning the various capital items, and the order in which they should be purchased; it was the consensus of the Council from previous work sessions that the capital items would be purchased in a pre-determined order as the money became available. After the discussion the following order was agreed upon for the capital items: 1. Municipal Court assistance $5,000.00 2. Police vehicles (lease purchase, one year 52,000.00 3. Emergency medical radio and equipment (1 set) 13,300.00 4. PARD tractor and implements 18,525.00 5. Maintenance pickup (1) 8,000.00 6. Police Dept. pickup (1) 8,000.00 7. Emergency medical radio and equipment (1 set) 13,300.00 8. Police Dept. flack jackets 6,500.00 9. Generators (2) 2,310.00 10. Water rescue service equipment 2,600.00 11. Backhoe 34,000.00 $164,761.00 The Council then discussed the personnel needs in this year's budget, and the following was the consensus of the Council at this time: -1- Parks and Recreation Department Park time clerk to be hired in April $6,701.00 Two full time maintenance personnel 16,999.50 Fire Department One full time firefighter 22,854.00 Overtime 15,000.00 Approx. Volunteer incentive program 10,000.00 Park time secretary to be hired in April 2,600.00 Police Department -- None Library Director, raise to full time, 40 hours 15,250.00 4% Increases 35,621.00 Benefits 3,782.00 Reorganization Community services director 31,392.00 Step 9 to 15 raises 4,320.00 Total $35,712.00 Councilman Amick tehn requested that Mrs. Carroll carefully study the telephone cost in the Library, particularly long distance. Councilman Dodds suggested that the Library personnel keep a call log. Mrs. Carroll stated that she and Mrs. Jane Barton would review the telephone accounts and see that they were broken down properly. 2. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17 OF VERNON'S ANNOTATED CIVIL STATUTES, AS AMENDED CONCERNING PERSONNEL Mayor Sample announced that the Council would now meet in a closed door session. Upon reconvening in open session, there being no further action to be taken by the Council, Councilman Dodds moved to adjourn the meeting. Seconded by Councilman North, the motion passed by the following vote: Ayes: All members present voted aye Noes: None Mayor Sample adjourned the meeting at 2:30 p.m. ATTEST: JANICE CARROLL, CITY SECRETARY -2-
