OF THE
CITY OF THE COLONY HELD ON
MAY 9, 1983
A SPECIAL SESSION of the City Council of the City of The Colony,
Texas, was called to order at 7:30 p.m. with the following
members present:
Larry Sample Mayor
Scott North Councilman
Noel Long Councilman
Norman Adeler Councilman
Charlie Parker Councilman
Charles Dodds Councilman
Marlene Poole Councilman
and with no members absent; thus, a quorum was established.
1. RECEIVE PRESENTATIONS FROM ARCHITECTURAL FIRMS REGARDING
MUNICIPAL COMPLEX PLANS
Mayor Sample stated that two architectural firms were present
this evening to give introductory presentations to the Council.
Mayor Sample then recognized Mr. Thomas E. Woodward, President
of Woodward and Associates, Inc. Mr. Woodward advised the
Council that he had been in the business for twenty years,
and he presently employed in his firm sixteen to twenty employees
and had numerous projects to his credit. He stated that much
of his recent work was on historical renovations and condominiums.
At this time, he introduced a consultant with his firm, Allen
Abe, of the firm of Howard, Garrett and Associates, who gave
the Council a brief presentation regarding outdoor recreation
planning and design. Mr. Abe stated that his firm has worked
with the City of Lancaster in recreation design, worked with
the Trinity River Greenbelt and done numerous projects in
San Antonio. Mr. Abe complimented the Council for utilizing
the component planning concept. He said this would provide
the highest and best use for the land area. Mr. Woodward
also advised the Council that he would provide computer program-
ming capabilities in analyzing the planning of this municipal
complex area. In a lengthy discussion, Mayor Sample stated
that he was concerned with the style of the building and felt
that it should reflect the atmosphere of the entire city.
Mr. Woodward advised the Council that the style of the building
would be determined by the client in a team approach to design.
Councilman Parker was concerned with their role in the fiscal
planning and asked what they would do to help us pass a bond
issue for this particular project. Mr. Woodward replied that
visual aids are part of this service, and they would be more
than happy to attend town meetings to inform the citizens.
After further discussion, Mayor Sample then clarified that
the Council will have an architectural committee to work out
the details with each individual architectural firm. The
Council did concur that this committee should be comprised
of Councilmen North, Long and Poole. Councilman North asked
what specific municipal experience did the firm have. Mr.
Woodward stated that he only had personal experience in working
on the Dallas County Courthouse project. He did advise, of
course, that he worked at that time in detail regarding jail
facilities. He also stated that Harold E. Sargent, a member
of his firm, formerly worked with H. D.R., which designs jail
facilities for governments all over the United States.
Mayor Sample then recognized Mr. Sherman P. Allenson of S.T.A.
and Associates, Inc. Mr. Allenson stated that his firm is a young
small firm, but he can provide full, comprehensive services
to The Colony. He advised the Council that he did work as
a project architect for four years for the City of Dallas
and had also worked for the City of Plano on a municipal building
proposal. He also advised the Council that he did the University
Athletic and Dinner Club, which is atop the Galleria Tower.
Mayor Sample asked how well acquainted he was with the City of
The Colony. He advised the Council that he did purchase his
first home in The Colony and that he was presently being inter-
viewed by the Catholic church for the building of their new
facility. This did make him aware of the unique problems
that The Colony had due to rapid growth in the past years.
After further discussion, Mayor Sample thanked him for appearing
before the Council and advised both firms that the architectural
committee would be interviewing them at a later date.
2. CONSIDERATION AND DISCUSSION OF RECREATION COMPLEX AREA
Upon the recommendation of City Manager Johnny Sartain, Councilman
Parker moved to table this agenda item. Seconded by Councilman
Dodds, the motion passed by the following roil call vote:
Ayes: All members present voted aye
Noes: None
3. CONSIDERATION OF ORDINANCE ESTABLISHING A NO-PARKING ZONE
ON BLAIR OAKS
Janice Carroll, City Secretary, advised the Council that although
they had, by motion, agreed that Blair Oaks from Arbor Glen
south to Highway 121 should be free of parking, it was necessary
to establish a no-parking zone on this expanse by ordinance.
At this time, Mayor Sample then read the following captioned
ordinance:
AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AMENDING SECTION
19-12 OF THE CODE OF ORDINANCES OF THE CITY OF THE COLONY
BY ADDING SUBSECTION (G); PROHIBITING PARKING AT ANY Time
ON EITHER SIDE OF BLAIR OAKS DRIVE FROM THE POINT OF ITS INTERSECTION
WITH ARBOR GLEN ROAD TO THE POINT OF ITS INTERSECTION WITH
STATE HIGHWAY 121; PROVIDING FOR THE ERECTION OF SIGNS; PROVIDING
FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE
DATE.
Councilman Poole moved that the ordinance be passed as presented.
The motion was seconded by Councilman Dodds. Prior to voting,
Councilman Adeler asked how many no-parking signs would be
placed along the thoroughfare. Mr. Sartain, City Manager,
advised that presently only four would be established, however,
as this area built up, certainly more would be needed. Mayor
Sample then called for a vote upon the motion on the floor.
The motion passed by the following roll call vote:
Ayes: All members present voted aye
Noes: None
4. CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17 OF
VERNON'S ANNOTATED CIVIL STATUTES, AS AMENDED
A. PERSONNEL
B. LITIGATION
Mayor Sample announced that the Council would meet in a closed-
door session dealing with the above items.
5. DISCUSSION AND CONSIDERATION OF CITY ATTORNEY
Mr. Sartain, City Manager, recommended that this be tabled
until the next meeting, as the attorney to be interviewed

could not be present at this time. Councilman Dodds so moved.
Seconded by Councilman Parker, the motion passed by the followin9
roll call vote:
Ayes: Ail members present voted aye
Noes: None
There being no further action to be taken by the Council,
Councilman Dodds moved that the meeting be adjourned. Seconded
by Councilman Parker, the motion passed by the following vote:
Ayes: All members present voted aye
Noes: None
Mayor Sample adjourned the meeting at 10:30 p.m.
