MINUTES OF THE CITY COUNCIL
OF THE
CITY OF THE COLONY HELD ON
AUGUST 9, 1982
A SPECIAL SESSION of the City Council of the City of The Colony,
Texas, was called to order at 7:30 p.m. at City Hall, with the
following members present:
Gene Pollard Mayor
Scott North Councilman
Norman Adeler Councilman
Charles Dodds Councilman
Marlene Poole Councilman
and with Councilmen Sample and Parker not in attendance due
to illness and business, however, a quorum was established.
1. CITIZEN INPUT
Mayor Pollard noted at this time that there was no citizen input
for this meeting.
2. CONSIDERATION OF RESOLUTION CALLING A PUBLIC HEARING ON
THE ANNEXATION OF A 50-ACRE TRACT OF LAND LOCATED GENERALLY
NORTH OF THE INTERSECTION OF SQUIRES DRIVE AND TAYLOR DRIVE
ON THE PETITION OF LISD
Mayor Pollard read aloud the following Resolution:
WHEREAS, LISD has requested by petition for a parcel of
land located north of Squires Drive to be annexed into the City
limits of The Colony, and
WHEREAS, annexation of lthis ladn parcel will brisng all
of the school property into The Colony City limits,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF THE COLONY, TEXAS:
That two Public Hearings be held to give all citizens and
landowners an opportunity to speak fodr or against this annexa-
tion. A Public Hearing shall be conducted on the property as
legally described by Exhibit "A" attached hereto on the 23rd
day of August, 1982, at 7:00 p.m. A Public Hearing shall also
be conducted at The Colony City Hall regarding said property
as described in Exhibit "A" on the 23rd day of August, 1982,
at 7:30 p.m. The City Secretary shall publish notices of these
hearings concurrently not moer than 20 nor less than 10 days
prior to the hearings in the official newspaper of The Colony.

Councilman North moved that this Resolution be approved as presented.
Seconded by Councilman Poole, the motion was passed by the following
roll call vote:
Ayes: Ail members present voted aye
Noes: None
3. DISCUSSION OF HOMESTEAD TAX EXEMPTION
Mr. Savage advised the Council that, in accordance with the
Peveto Bill, the City does now have an option to grant to its
citizens a $5,000 minimum exemption on their taxes. He stated
this exemption can go as high as 40% in the first year. It
was his recommendation to the Council that this procedure not
be administered this year but to review the tax roll when received
from Denton County Appraisal District and initiate a homestead

exempt%on for the following budget year. He stated that he
did talk with Charles Earl of the Denton County Tax Appraisal
District, and it is his recommendation that this homestead exemp-
tion be adequately publicized during the fall months prior to
registration. Councilman Adeler said he was definitely in favor
of providing a $5,000 exemption in the next tax year. Mayor
Pollard clarified that this would represent three quarters of
one percent on the tax roll and would identify rental property
as well as commercial property. Councilman Poole asked if we
presently had a senior citizen exemption. Mr. Savage said yes
we do presently have a $10,000 exemption for senior citizens.
The Council was in agreement that this should be looked into
for the next taxing year. Councilman North added that he did
like this concept and that the tax burden could be shifted from
homeowners to those owning rental property. Mr. Savage at this
time advised the Council that the Board of Review has completed
their work and that he did anticipate getting a final tax roll
by mid-November. He added that only 334 complaints went before
this Board.
4. REVIEW OF DEPARTMENT HEADS (THIS CAN BE DISCUSSED IN A
CLOSED DOOR SESSION AS AUTHORIZED BY ARTICLE 6252-17 VACS.)
Mayor Pollard announced that the Council would discuss this
item under closed door at this time.
Upon reconvening in open session, Mayor Pollard announced that
no decisions were made. Councilman North moved that the meeting
be adjourned. Seconded by Councilman Doddds, the motion was
passed by the following vote:
Ayes: All members present voted aye
Noes: None
Mayor Pollard adjourned the meeting at 10:46 p.m.
