HomeMy WebLinkAbout10/13/1980 City Council 000706 MINUTES OF THE CITY COUNCIL OF THE CITY OF THE COLONY HELD ON OCTOBER 13, 1980 A REGULAR MEETING of the City Council of The City of The Colony was called to order at 7:30 p.m. with the following members present: Richard Turner Mayor William J. Longo Councilman Linda A. Adams Councilman Norman Adeler Councilman Gary Shipman Councilman Greg Norwood Councilman and with all members present, a quorum was established. 1. BRIEFING SESSION. The Council did meet in a briefing session from 7:30 to 8:00 p.m. to discuss the items under consideration. No action was taken on this agenda item. 2. APPROVAL OF MINUTES. Councilman Shipman did ask that it be noted that the October 6 minutes, Agenda Item No. 10, be changed to reflect that the size hose was 1~ inch. He then made a motion that the minutes of September 29, 1980, and the minutes of October 6, 1980, be approved with the noted correction. Seconded by Councilman Adams, the motion was passed by the following roll call vote: Ayes: Ail members present voted aye Noes: None 3. CALL PUBLIC HEARING ON PROPOSED TAX INCREASE. Councilman Longo moved that the tax hearing on proposed tax increase be held on October 27, 1980. Seconded by Councilman Norwood, the motion was passed by the following roll call vote: Ayes: Ail members present voted aye Noes: None 4. CONSIDERATION OF SECOND READING OF AUTHORIZATION ORDINANCE FOR THE PURCHASE OF ONE "ATTACK WAGON" FIRE TRUCK. Mayor Turner read aloud the following captioned ordinance: AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR ONE "ATTACK WAGON" WITH THE FIRM OF SUPERIOR SOUTHWEST, INC. ATTACHING THE APPROVED FORM OF THE CONTRACT AS EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE. Councilman Shipman moved that this authorizational ordinance be passed on second reading. Seconded by Councilman Norwood, the motion was passed by the following roll call vote: Ayes: Ail members present voted aye Noes: None 5. CONSIDERATION OF SECOND READING OF AUTHORIZATION ORDINANCE FOR THE PURCHASE OF FIRE HOSE. Mayor Turner read aloud the following captioned ordinance: AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR FIRE HOSE WITH THE FIRM OF SUPERIOR SOUTHWEST, INC. ATTACHING THE APPROVED FORM OF THE CONTRACT AS EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE. -1- 000707 Councilman Norwood moved that the authorization ordinance for the purchase of fire hose be approved upon second reading. Seconded by Councilman Adeler, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None Councilman Shipman at this time did note that it should be clarified for the press that this item was included in the original bond issuance. 6. CONSIDERATION OF FIRST READING OF CABLE TV FRANCHISE ORDINANCE. The following captioned ordinance was read in its entirety by Tom Hart, City Manager and Janice Carroll, City Secretary: ~ ORDINANCE GRANTING A CABLE TELEVISION FR~CHISE TO TV CABLE OF THE COLONY, INC.; PROVIDING TERMS AND CONDITIONS OF SAID FRAN- CHISE; PROVIDING RATES TO BE CHARGED; PROVIDING THAT RATES CANNOT BE CHANGED WITHOUT CONSENT OF THE CITY; PROVIDING FOR ACCEPT~CE BY FRANCHISEE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY; AND PROVIDING AN EFFECTIVE DATE. After a brief discussion, Councilman Adams moved that this ordinance be approved upon first reading. Seconded by Councilman Shipman, the motion was passed by the following roll call vote: Ayes: Ail members present voted aye Noes: None 7. CLOSED DOOR SESSION REGARDING PENDING LITIGATION AND PERSONNEL. Mayor Turner announced that the council would now meet in a closed door session regarding the above subjects, as authorized by Article 6252-17, Section 2 of the ACS. Upon reconvening in open session, Mayor Turner announced that no decisions had been made at this time. There being no further action to be taken, Councilman Adams moved that the meeting be adjourned. Seconded by Councilman Longo, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None Mayor Turner adjourned the meeting at 8:30 p.m. ATTEST: J~ce Carroll, City Secretary -2-
