Mayor Turner opened the n~eting with the following members present: Richard Turner Mayor Norman Adeler Councilman Gary Shipman Councilman Greg Norwood Councilman and Councilman Longo not in attendance due to a conflicting work schedule. Councilman Adams was not in attendance due to illness. At this time Mayor Turner introduced Tom Hart, City Manager, to review the Budget process. Mr. Hart gave the citizens a background as to how this Budget was prepared by staff and the study process the Council went through prior to the original Public Hearing. After giving the overall view of revenue and cost, the Council entertained questions from the floor. Several citizens asked the status of the original proposed Budget. Mayor Turner stated that the Council had received a firm mandate from the people, that the Budget should be reduced to a lower level of services, but that the original fall Budget will still be the Budget under consideration by all. Councilman Adeler added that they must have these Town Meetings to see clearly the needs and desires of the citizens. Councilman Shipman agreed that it would be irresponsible to cut without input from citizens. After the detailed review there were very few comments for or against the Budget. Dave Brown was recognized and stated that he was against an organ- ization such as C.A.T. determining the needs of the City in establishing a Budget. Councilman Norwood answered that the Council would work with all citizens and would like to hear alternatives, but that it is the Council's ultimate responsibility to establish this budget and tax rate. Several other members of the audience did speak up in favor of the Budget. Other citizens new to the conmunity asked mere detailed questions. Mr. Hart advised them that they could attain a copy of the Budget from City Hall, and he would be happy to review the figures with them individually. Mayor Turner adjourned this Town Hall n~eting at 8:30 p.m. AYTEST: JAN~ , CITY SECRETARY
