HomeMy WebLinkAbout09/01/1980 City Council 000668 CITY OF %HE COLONY DENTON COUNTY, TEXAS SEPTEMBER 1, 1980 A RE(tU3IR MEETING of the City Council was called to order on September 1, 1980 with the following members present: Richard Turner, Mayor William J. Longo, Councilman Linda A. Adams, Councilman Norman Adeler, Councilman Gary Shipman, Councilman and with Councilman Greg Norwood not in attendance; however, a quorum was established. 1. BRIEFING SESSION. The City Council held a Briefing Session to review the proposed agenda items for this evenings meeting. No official action was taken on this item. 2. APPROVAL OF MI~. Councilman Adams moved to table the minutes for the next regular scheduled meeting. Seconded by Councilman Longo, the motion was passed by the following roll call vote: Ayes: Ail members present voted aye Noes: None 3. CONSIDERATION OF CALLING A PUBLIC HEARING ON THE PROPOSED MUNICIPAL BUDSET FOR THE FISCAL YEAR 1980/81. Mayor Turner told the members of the audience about the scheduled Town Meetings to be .held on September 3rd, 4th, and 5th regarding the proposed Budget. He urged all to attend that had any questions regarding this Budget. The Council then discussed the appropriate time to hold a Council work session to review the Budget line by line items based on the input received from citizens. It was agreed that the Counci± would meet at 7:30 on September 6th for this Work Session. There followed a lengthy discussion of questions arising from members of the audience regarding the legal procedure on this Budget. Dick Thomas was recognized and stated that it was his understanding that the existing City Budget would be scrapped but he felt like this had not been done. Mayor Turner advised that him that this was not the intention of the Council, but to amend the Budget that had been placed on file with the City Secretary July 15, 1980. He also reminded Mr. Thomas that one week has passed since the first public hearing on this Budget and the City has not been presented any proposals as to proper changes to be made. Councilman Shipman stated that the CAT, Citizens Against Taxation, have held several meetings regarding the Budget but have not had any input from the City. Bob Brc~n, a member of the Citizens Against Taxation, stated that at Tom Hart's request, representatives from ~ CAT group had been selected to meet with the City to review the Budget; they are Bob Br~m, Ken Looney, John Burchell, and Charles Dodds. Bob Brown further stated that it was not the intent of the CAT Association to write the Budget, but to sit down and discuss the Budget as to hew the tax rate can be kept at a more reasonable level. In a lengthy discussion the Citizens Against Taxation expressed their concern that a new Budget has not been refiled as of September 1 in order that it may be reviewed by themselves and other citizens prior to a Public Hearing tentatively set for September 9th. In a lengthy discussion of the Budget procedure as legally outlined by State statutes and Home Rule Charter regulations, it was determined that after the scheduled Town Hall Meetings and corresponding Work Session held on September 6th by the Council an amended Budget would be put on file by September 9th for citizen review. The second Public Hearing rec~arding the Proposed 1980/81 Amended Municipal Budget would he held on September 22, 1980 at a location that will accommodate citizens. Mayor Turner then read aloud the following captioned Resolution: -1- 000669 A RESOLUTION OF 5HE CITY OF THE COLONY, TEXAS, PROVIDING FOR A PUBLIC HEARING ON 5HE MUNICIPAL BUDGET FOR %/qE FISCAL YEAR OCTOBER 1, 1980 THROU~ S~ER 30, 1981; PROVIDING A TIME AND PLACE FOR SAID PUBLIC HEARING, TO-WIT: ON THE 22ND DAY OF SEPTEMBER , 19 ~0 , a 7:30 O'CLOCK P.M. AT ~HE COLONY CITY HALL; PROVIDING FOR NOTICE: AND DECLARING AN EFFEC~I~ DATE. Councilman Adams then moved that this Resolution be passed for a second Public Hearing for September 22, 1980 at 7:30 p.m. Seconded by Councilman Shipman, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None 4. CONSIDERATION OF EMERGENCY ORDINANCE AUTHORIZING CITY MANAGER TO ENTER INTO CONTRACT TO PROVIDE HEALTH INSURANCE FOR CITY ~MPLOYEES. Mayor Turner read aloud in its entirety the following captioned Ordinance: AN ORDINANCE OF 5~E CITY OF THE COLONY, TEXAS, AUTHORIZING 77qE CITY MANAGER TO EXECUTE A GROUP INSURANCE CONTRACT WITH THE AETNA LIFE AND CASUALTY COMPANY FOR A POLICY OF GROUP ACCIDENT AND HEALTH INSURANCE FOR f~PLOYEES; AUTHORIZING THE CITY MANAGER TO EXPEND FROM %lqE GENERAL FUNDS OF 7~E CITY SUCH AMD~ AS ARE NECESSARY TO PAY THE PRfbIIUMS THERfDN B~GINNING SEPTEMBER 1, 1980; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. Councilman Longo moved that this Ordinance be approved. The motion was seconded by Councilman Adeler; however, prior to voting there was a brief discussion of the proposals that had been received, and the procedures for choosing Aetna Health Insurance. Janice Carroll, City Secretary, advised the Council that this Emergency Ordinance was placed on the agenda at the attorneys recc~nendation to be in compliance with the Home Rule Charter and it was deemed an emergency as the health ins~ra~Tce had been scheduled by contract to go into effect on September 1, 1980. She further advised, that a regular Ordinance would be prepared and brought back to Council before the sixty (60) day period had elapsed. Mayor Turner then called for a vote on the motion on the floor. The motion was carried by the following roll call vote: Ayes: All members present voted aye Noes: None There being no further action to be taken by the Council, Councilman Shipman moved that the meeting be adjourned.
