HomeMy WebLinkAbout08/25/1980 City Council MINUmES OF THE CITY COUNCIL OF THE CI Y OF THE COLONY HELD ON AUGUSm 25, 1980 A Regular Meeting of the City Council of the City of The Colony was called to order with the following members present: Ric b~rd Turner Mayor William J. Longo Councilman Linda A. Adams Councilman Norman Adeler Councilman Gary Shipman Councilman Greg Norwood Councilman and with no members absent; thus, a quorum was established. 1. BRIEFING SESSION A briefing Session regarding the upcoming Public Hearing was held in the conference room at the Methodist Church. No action was taken on this agenda item. 2. INVOCATION The invocation was delivered by the Reverand George Fisk, Pastor of the United Methodist Church, prior to the opening of the Public Hearing. 3. PUBLIC H ARING REGARDING THE PROPOSEO BUm T FOR 1980/81. Councilman Shipman moved that the Public Hearing be open. Seconded by Councilman Adams, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None Mayor Turner stated to the large crowd assembled in the Methodist Church that the Council had been working on the budget for several months; however, the Council has and does seek input from the residents of this city. Further, he reminded the citizens that they were not coming from the opposite side, but that the Council also was concerned with the best possible growth in The Colony, which means the highest and best use of tax dollars. Mr. Uom Hart, City Manager, then proceeded to give a general b~ckground and description of the Budget and the budget process. In his presentation, he reviewed for the audience the reason why the tax rate was only 19¢ in this budget year, which was due to the monies received from I.B.M. for the closing of three public roads. He also stated that he was proud of the City in that it experienced a $100,000 loss due to the slow down of building permits from Fox & Jacobs and still will close th~lYearv with a carryover. The baseline budget proposed this 1980/ year was based upon a 34~ tax rate. The proposed packages presented to the Council and eventually the ones accepted by the Council did bring the tax rate in at 46¢ per ~100.00 valuation. At this time a member of the audience stated t~t two hundred people were outside and coulc not get into the building and were unable to hear or express themselves at this hearing. The audience became unruly and demanded that the meeting be moved to a more spacious location. After Council discussion; Mayor Turner announced that the meeting would be moved to the City Hall parking lot and that a P.A. System would be installed. At this time Mayor Turner called for a break in the Public Hearing and announced that it woule reconvene at City Hall, 5576 North Colony Boulevard. Upon reconvening at City Hall, few individual questions were entertained as the crowd was too large for a formal Public hearing process. ~he Council concurred the will of the crowd 00066 was that the tax rate should be lowered and that the opinion of the majority of the approximately 200 people present was that the budget should be cut in whatever way possible. After further discussion, Councilman Longo moved that the staff be directed to prepare a reduced level budget for the Council to consider and that adequate Work Sessions be planned to obtain input from citizens on a more individual basis. Seconded by Cotncilman Adeler, the motion was passed by the following roll call vote: Ayes: All members preset voted aye Noes: None The Council~ agree~ that they would be willing to continue on an informal basis receiving questions and input from the citizens. At this time Councilman Norwood moved that the meeting be adjourned. Seconded by Councilman Shipman, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None Mayor Turner adjourned the meeting at approximtely 10:30 p.m.
