MINUTES OF THE CITY COUNCIL
OF THE
CITY OF THE COLONY HELD ON
JULY 7, 1980
A REGUALR MEETING of the City Council of the City of the
Colony was called to order at 7:30 p. m. with the following
members present:
Richard Turner, Mayor
Willaim J. Longo, Councilman
Linda A Adams, Councilman
Norman Adeler, Councilman
Gary Shipman, Councilman
Greg Norwood, Councilman
and with no members absent; thus a quorum was established.
1. Council briefing session held in City Hall Conference
Room from 7:30 p.m. to 8:30 p.m.
The Council met in the City Hall COnference Room for a
briefing of the items to be considered. No action was taken.
2. Approval of Minutes.
Councilman Norwood requested that the June 16th minutes in
agenda item number three be corrected to Council Norwood
rather than Chairman Norwood. This being noted Councilman
Adams moved to approve the minutes of the June 5, 1980
and June 16, 1980 REGULAR MEETINGS. Seconded by Councilman
Adeler the motion was carried by the following roll call vote:
Ayes: All members present voted aye
Noes: None
3. Receive Municipal Utility District Report.
Wes Gray, Municipal Utility District board member briefed the
Council on Several matters and requested that the Council
consider a water rationing stand-by ordinance.
4. Receive citizen petition regarding blocking of an alley
located at Miller and Bartlett.
Janice Blahuta presented to the Council a petition requesting
that the alley entrance at Miller Drive and Bartlett Drive be
unblocked and that the Council consider an alternate plan for
the control of through traffic in this alley. Linda Seale a
resident adjacent to this alleyway stated that she did object
to through traffic in this alley in any form. Ms. Blahuta
assured the Council that the intent of this petition is to allow
the use of the alley for residents only and not to open the alley
for all traffic. She explained to the Council, their proposal
to install concrete posts at the alley "y" and their suggestion
to move the stop sign from Bartlett to Miller. Residents in
this area considered the existing barricade as a temporary
measure and an "eyesore" in the neighborhood. Councilman Adams
asked that this be reviewed by the attorney regarding the
legality of obstructing a public right-of-way. Mr. Hart, City
Manager, advised that this also be reviewed by the City's
consultant engineer. The Council concurred that this would be
considered at the July 28 Work Session.

There being no further action to be taken by the Council,
Councilman Longo moved to adjourn. Seconded by Councilman
Adams, the motion was passed by the following roll call
vote:
Ayes: Ail members present voted aye
Noes: None
Mayor Turner adjourned the meeting at 9:20 p.m.
