Receive citizen petition regarding blocking of an alley located at Miller and Bartlett. Janice Blahuta presented to the Council a petition requesting that the alley entrance at Miller Drive and Bartlett Drive be unblocked and that the Council consider an alternate plan for the control of through traffic in this alley. Linda Seale a resident adjacent to this alleyway stated that she did object to through traffic in this alley in any form. Ms. Blahuta assured the Council that the intent of this petition is to allow the use of the alley for residents only and not to open the alley for all traffic. She explained to the Council, their proposal to install concrete posts at the alley "y" and their suggestion to move the stop sign from Bartlett to Miller. Residents in this area considered the existing barricade as a temporary measure and an "eyesore" in the neighborhood. Councilman Adams asked that this be reviewed by the attorney regarding the legality of obstructing a public right-of-way. Mr. Hart, City Manager, advised that this also be reviewed by the City's consultant engineer. The Council concurred that this would be considered at the July 28 Work Session. 000628 ~Uox :S~oN ~X~ p~OA ~U~S~ s~q~m ITV :~OA II~O IIOg BUT~OIIOg ~R~ Aq p~ss~d s~ uoI~om ~g 'oDuo% u~mITOUnoo Xq p~puoo~s 'pSAO~ ~q uoI~nIossx STqg ~qg p~AOm sm~p~ u~mIIOUnoo 'NOISIAI~ a%IN~A~£ SIH& gO &SO0 aH& ~0 NOISIAIG aqINaARf ~H& gO NOISN~Xa gH& HOg NOIglAIG aOI&g~f %~NI~IH0 SVXa& aH& O& NOI&~0Iqd~V &NVHD V gO NOIgSI~S ~H& DNIAOHddV 'SVX~& ~%N0%00 aH& ~0 X&I0 aH& gO qION~0O X&IO aM& gO NOI&~%OSaH V :~u~uI go UoT~nios~a Bu!~oIIog ~Mg pnoI~ p~@a u~qg g~uxn& aoX~ 'p~Ao~d~ ~q pIno~ a~X puoa~s ~q~ ~q~ ou P~M X~!O ~qg s~ a~X i~aSTg ~x~u ~q~ UT p~g@Bpnq BuI~q m~I 'Su!~s~ I!~unoD q~I XIn£ sq~ 2sq~e2 suo!~eo!idde ~o ~s!AsJ ~s2!~ i!ouno~ Du!~oiie sq pinoqs s2npsDo2d ~usm~u!odde ~q~ ~eq~ p~2n~uoD I!ouno~ sql suoN :s~oN :s~o~ iimo IIO~ Du!~oIIO~ ~q~ Xq 2esX o~ e 2o~ uo!ss!unuo~ DuIuoz pue Duiuueid sq~ uo 5 o~ p~u!odde sq uem2sum~z Xs2~s£ ~eq~ p@Ao~ smep¥ ue~i!DunoD -Xpn~s 2sq~2n~ 2o~ uo!ss~S ~2OM q~SE XIn£ ~q~ uo psoeid pue Xsu2o~e sq~ Xq ps~!As2 sq s!q~ ~eq~ p~s!Apm ~eH psssssse sq pino~ ~ue2pXq s2!~ e ~o uo!~eiie~su! sq~ pue ssu~I sq~ ~o uo!sus~xs sq~ 2o~ ~so~ sql -uo!ss~s 5u!~s!2q sq~ ~e -~D~2~ pueI s~De 66~' e o~ s~u!I 2s~s pue ~uoN :s~oA iieo IIO2 Du!~oIIO~ sq~ Xq p~ssed se~ uo!~o~ ~q~ 'uemd!qs ue~I~ouno~ Xq pspuo~s 000629 There being no further action to be taken by the Council, Councilman Longo moved to adjourn.
