DENTON COUNTY, TEXAS
MAY 12, 1980
A SPECIAL SESSION of the City Council for the city of The Colony was called to order
with the following members present:
William J. Longo Councilman
Linda Adams Councilman
Sandra Shearer Councilman
Gary Shitxm3n Councilman
Chris Fabian Councilman
and with Mayor, Richard Turner, absent; however, a quorunwas established.
1. CANVASS OF MAY 10, 1980 MUNICIPAL RUN OFF EI.vCTION
Janice Carroll, City Secretary, presented to the Council for their review the poll
listing, signature list, tally sheets, affidavits and registration sheets frcm the
N~3~cipal Run Off Election held May 10, 1980 in our City.
The Council found the paperwork of the election to be in order and the tally of the
votes correct. However, the Council expressed concern regarding some of the voting
procedural problems relating to qualifying a person as a registered voter. Mrs.
Carroll advised them that all of Denton County had an unusually high percentage of
problems due to a new computer in the voter registrar's office and advised that
the presiding judge of the election must within strict guidelines make the best determination
possible.
The following order was then approved:
On this the 12 day of May, 1980, the City Council of the City of The Colony,
Texas, convened in Special Session open to the public at the regular meeting place thereof
with the following members present, to-wit:
William J. Long, Councilman
Linda A. Adams, Councilman
Norman Adeler, Councilman
Gary Shit~nan, Councilman
Chris Fabian, Councilman
and the following absent: Mayor Richard Turner, constituting a qort~n, and among other
proceedings had were the following:
Councilman Fabian introduced a resolution and order and moved its adoption
by the City Council. The motion was seconded by Councilman Norman AJeler and the motion
carrying with it the adoption of the resolution and order prevailed by the following
vote:
Ayes: All members present voted aye
Noes: None
The resolution is as follows:
There came on to be considered the returns of an election held on
the 10th day of May, 1980, for the purpose of electing the hereinafter
named official and it appearing from said returns, duly and legally made,
that there were cast at said election, 358 valid and legal votes; and
that each of the candidates in said election received the following votes:

That said electionwas duly called; that notice of said election was given in accordance
with law, and that said electionwas held in accordance of law, and that Greg Norwood was duly
elected Councilman Place 5 of said city at said election.
2. ~ONSIDERATION OF 5~ERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
A~ WIl/q NORTH TEXAS STATE UNIVERISTY FOR A RECREATION PROGRAM IN THE CITY OF
Councilman Longo read aloud the following captioned ordinance:
AN ORDINANCE OF %HE CITY OF THE COLONY, TEXAS, PROVIDING FOR THE
~ON BY THE MAYOR OF THE CITY AN AGR~ B~ THE CITY AND NORTH
TEXAS STATE UNIVERSITY; PROVIDING FOR THE ORGANIZATION AND IN~LS~INTATION
OF A MUNICIPAL PARK AND PdDS/RE~TION DEPARTMENT FOR THE CITY; AYTACHING
A FORM OF SUC~ AGREemenT AS EXHIBIT "A': PROVIDING FOR THE REPEAL OF
ORDINANCE NUMBER 103; DECLARING AN 5~RGENCY AND PROVIDING AN EFFECTIVE
DATE
Councilman Shipman moved that this ordinance be approved. This motion was seconded by
Councilman Adeler. Councilman Fabian expressed doubt regarding the need for this to be
placed as an emergency ordinance. The Council concurred though that it was extremely
important to initiate a sumner recreation program on the May 12 contracted date. After
further discussion, the motion was passed by the following roll call vote:
Ayes: Ail members present voted aye
Noes: None
There being no further action to be taken by the Council, Councilman Shipman moved that
the meeting be adjourned. Seconded by Councilman Adams, the motion w-as passed by the
following roll call vote:
Ayes: Ail members present voted aye
Noes: None
Councilman Longo, chairing the meeting in the absence of Mayor Turner, adjourned the
meeting at 8:00 P.M.
