MINUTES OF THE CITY COUNCIL
OF THE
CITY OF THE COLONY, HELD ON
SEPTEMBER 28, 1979
A Special Session of the City Council of the City of The
Colony was called to order with the following members pre-
sent:
Richard Turner Mayor
Sandra Shearer Councilman
Linda A. Adams Councilman
Gary Shipman Councilman
Chris Fabian Councilman
and with Councilman William J. Longo absent due to bus-
iness; however a quorum was established.
1. PUBLIC HEARINGS
Councilman Shipman moved that the Public Hearing be opened.
Seconded by Councilman Fabian, the motion was passed by the
following roll call vote:
Ayes: All members present voted aye
Noes: None
Tom Hart, City Manager reviewed the projected expenses for
the 1979/80 fiscal year and stated that based on these ex-
penses the staff and Council are proposing a tax increase
from thirteen cents (13¢) to nineteen cents (19¢) per one
hundred dollar valuation. Councilman Shipman did note that
this increase is a one and one-half cent increase above the
required four and one-half cent increase for debt service.
No citizens spoke for or against this tax increase. Council-
man Shipman moved that the Public Hearing be closed. Sec-
onded by Councilman Fabian, the motion was passed by the
following roll call vote:
Ayes: All members present voted aye
Noes: None
Mayor Turner stated that in accordance with House Bill #18
first reading of the tax levying Ordinance will be on October
15, 1979 and second reading on October 22, 1979. A notice
of this meeting will be published in "The Colony Courier".
2. CONSIDERATION OF BIDS ON POLICE VEHICLES
Mr. Hart presented to the Council the following cost analysis:

is shown going up 7% for second year and third year.
Councilman Shipman noted that in all probability insurance
costs would not rise by 7% each year but stay approximately
the same due to decreased premiums but increased rates.
Councilman Fabian stated that the new vehicles should get
better gas milage which is a factor to consider. Mr. Hart
advised that mechanical down time is an important considera-
tion also. After a brief discussion, Councilman Fabian
moved that based on this information the City Manager be
authorized to have an Ordinance drafted accepting the low
bid submitted by Lone Stae Dodge. Seconded by Councilman
Shearer, the motion was passed by the following roll call
vote:
Ayes: All members present voted aye
Noes: None
3. CONSIDERATION OF HEALTH/LIFE INSURANCE PLANS FOR CITY
EMPLOYEES
Mr. Hart recommended that this item be tabled as Steve Hines
the City's present agent is preparing a proposal for the Council
to consider, After discussion, Councilman Adams moved to
table this item until all insurance proposals could be pre-
sented concurrently to the Council, Seconded by Councilman
Shipman, the motion was passed by the following roll call vote:

There being no further action to be taken by the Council,
Councilman Fabian moved that the meeting be adjourned. Second-
ed by Councilman Adams, the motion was passed by the following
roll mi1 vote:
Ayes: Ail members present voted aye
Noes: None
Mayor Turner adjourned the meeting at 8:05 p.m,
