MINUTES OF THE CITY COUNCIL
OF THE
CITY OF THE COLONY, HELD ON
SEPTEMBER 10, 1979
A REGULAR MEETING of the City Council was called to
order with the following members present:
Richard Turner Mayor
William J. Longo Councilman
Linda A. Adams Councilman
Sandra Shearer Councilman
Gary Shipman Councilman
Chris Fabian Councilman
and with no members absent; thus a quorum was established.
1. APPROVAL OF MINUTES
Councilman Fabian moved to approve the minutes of the
Regular Meeting held on August 27, 1979. Seconded by
Councilman Shipman, the motion was passed by the following
roll call vote:
Ayes: All members present voted aye
Noes: None
2. ANNOUNCEMENTS (A) PTA WEEK
(B) CYSTIC FIBROSIS WEEK
Mayor Turner announced PTA week from September 17, through
September 21, 1979 and introduced Glenda Davis, who
announced the activities planned by the Camey Parent
Teachers Association. Mayor Turner also announced
that September 17 through 21 was Cystic Fibrosis.
Week and urged all citizens to give generously to this
worthy cause.
3. PUBLIC HEARING ON BUDGET
Councilman Shipman moved to open the Public Hearing on
the Municipal Budget for the fiscal year 1979/80. Sec-
onded by Councilman Shearer, the motion was passed by
the following roll call vote:
Ayes: All members present voted aye
Noes: None
Mr. Hart presented for the members of the audience a
summary of all projected revenues, and a review of the
projected expenses by each department. Roosevel~t Johnson,
a member of the audience asked what was the basi~ of
this budget as some citizens were concerned with the
precentage of the raise received by the City Manager.
Councilman Longo answered that salary surve~Ts were used
in establishing employee salaries and other Department
expenses were based on the actual needs of the City.
There followed a discussion of the projected expenses
and services that the City will provide. Mayor Turner
announced that there would be a break to allow citizens
an opportunity to review the budget.
Upon reconvening, Mr. Hart continued reviewing the ex-
penditures in City Departments. Citizens did ask
questions concerning the Police Department take home
car policy, and the Reserve Police Officer Program.
Mr. Hart did explain that I.R. Bradburry, Director
of Public Services, will be allocated half from Community
Development and half from the Fire/Ambulance Department.
In summary, Councilman Longo stated that the Council
had reviewed this budget at nine meetings and many

compromises were made but the Council and staff does feel
good about this budget. Councilman Shipman and Councilman
Fabian agreed with Councilman Longo. Helen Gray, a
member of the audience was recognized and stated that
she was in favor of the budget and felt the Council
had done a good job. Roosevelt Johnson asked what were
the plans for a Municipal Building? Mr. Hart stated
that $25,000.00 had been allocated for a temporary
building and the Council was looking into a possible
December Bond Election. Councilman Shearer then moved
to close the Public Hearing. Seconded by Councilman
Fabian, the motion was passed by the following roll
call vote:

4. FIRST READING OF ORDINANCE ADOPTING BUDGET
Mayor Turner read the following captioned Ordinance in
it's entirety:
AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS,
APPROVING AND ADOPTING A BUDGET FOR THE CITY FOR
THE FISCAL YEAR OCTOBER 1, 1979 THROUGH SEPTEMBER 30,
1980; PROVIDING THAT EXPENDITURES FOR SAID FISCAL
YEAR SHALL BE MADE IN ACCORDANCE WITH SAID BUDGET;
AND DECLARING AN EFFECTIVE DATE.
Councilman Shipman moved to approve the Ordinance adopting
the Municipal Budget for the 1979/80 fiscal year on
first reading. Cauncilman Shearer made the second,on this
motion. Prior to voting, COuncilman Fabian voted that
the date of the Public Hearing, September 10, 1979,
should be specified in the preamble of this Ordinance.
Mayor Turner then called for a vote on the motion on
the floor. The motion was passed by the following roll
call vote:
Ayes: All members present voted aye
Noes: None
5A. CONSIDERATION OF THE APPOINTMENT OF A RESERVE POLICE
OFFICER
Mayor Turner stated that this was an emergency item
that must be considered by the Council. Councilman
Adams and Longo stated that they felt Gary Green will
be an asset to the ~Colony Reserve Police:Force..
Councilman Fabian moved to approve the appointment
of Gary Green to The Colony Police Reserve Force.
Seconded by Councilman Longo, the motion was passed
by the following roll call vote:
Ayes: All members present voted aye
Noes: None
5B. OTHERMATTERS THAT MAY COME BEFORE THE COUNCIL
Mr. Hart told the Council that the staff had received
premium rates on the Texas Municipal League Health
and Life Insurance, and gave them a breakdOwn. He
stated that it would cost the City $543.00 more for the
Blue Cross plan and $735.00 more for the TML plan.
This would be considered at the next meeting Mr. Hart
stated. Mr. Hart also announced that Camey Road (Griffin
Road) had been closed to through traffic. It was also

noted that the Fire Department Ordinance must be amended.
There being no further action to be taken by the Council,
Councilman Fabian moved that the meeting be adjourned.
Seconded by Councilman Shearer, the motion was passed
by the following roll call vote:
Ayes: All members present voted aye
Noes: None
Mayor Turner adjourned the meeting at 10:15 p.m.
