HomeMy WebLinkAbout07/30/1979 City Council MINUTES OF THE CITY COUNCIL ON THE CITY OF THE COLONY HELD ON JULY 30, 1979 A SPECIAL SESSION of the City Council was held at City Hall with the following members present: Richard Turner Mayor William Longo Councilman Linda A, Adams Councilman Sandra Shearer Councilman Gary Shipman Councilman Chris Fabian Councilman and with no members absent; thus a quorum was established. 1. EXECUTIVE SESSION DEALING WITH PERSONNEL Mayor Turner announced that the City Council would now meet in Executive Session dealing with Personnel as authorized by Article 6252-17, Section 2, VACSo 2. APPROVAL OF MINUTES Upon reconvening in Open Session Mayor Turner asked for a motion to approve the minutes. Councilman Adams moved that the minutes of meeting held on July 9, July 16, and July 23, 1979 be approv- ed. The motion was seconded by Councilman Shipman. Prior to voting Councilman Shearer noted in the minutes of July 16, Agenda item two, that Mr. Gene Pollard and Mr. Clint Davis were not in attendance to receive their plaques. It was noted and the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None 3. CONSIDERATION OF SECOND READING OF THE ZONING ORDINANCE Ab~NDING THE COMPREHENSIVE ZONING ORDINANCE. Mayor Turner read the following caption: AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF THE COLONY SO AS TO CHANGE THE PROPERTY DESCRIBED HEREIN TO "I" IN- DUSTRIAL DISTRICT CLASSIFICATION; PROVIDING FOR SPECIAL CONDITIONS; PROVIDING FOR THE AMENDMEN% OF THE ZONING- DISTRICT MAP; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. Councilman Fabian moved to approve the second reading Ordinance as corrected on first reading amending the City's Comprehensive Zoning Ordinance. Seconded by Councilman Shearer, the motion was passed by the following roll call vote: Ayes: All members present voted aye Noes: None 4. REVIEW AND STUDY OF THE PROPOSED MUNICIPAL BUDGET FY 1978-79. There followed a lengthy review and study of the budget for the fiscal year 1979/80 as presented by the City Manager. They re- viewed in detail the proposed expenditures in the Police Depart- ment and in the Fire Department. Regarding personnel, the Council discussed hiring two professional Firemen/Emergency Medical Tech- nicians and agreed to eliminate one Sargeant position and the hiring of an additional Police Officer. At this time, the Council 000,111, determined that a 21.83¢ tax rate was needed for operations; a 4.5¢ tax rate was needed for debt service; and a 2.5¢ tax rate was needed for the contingency reserve. This is an appro- ximate tax rate of 28.83¢ or a $5.34 average increase per house- hold each month. There being no further action to be taken at the Council, Council- man Fabian moved to adjourn. Seconded by Councilman Shipman, the motion was passed by the following vote: Ayes: All members present voted aye Noes: None Mayor Turner adjourned the meeting at 11:25 p.m. ATTEST: [~e Carroll · Secretary
