HomeMy WebLinkAbout07/01/1979 City Council 000893 MINUTES OF THE CITY COUNCIL OF THE CITY OF THE COLONY HELD ON JULY 1, 1979 A Special Session of the City Council was called to order at 9:00 a.m. at the Marriott Hotel located on the LBJ Freeway in Dallas, Texas with the following members present: Richard Turner Mayor Bill Longo Councilman Linda A. Adams Councilman Sandra Shearer Councilman Gary Shipman Councilman Chris Fabian Councilman and with no members absent; thus, a quorum was established. 1. RECEIVE AN ADMINISTRATIVE REPORT FROM DEPARTMENT HEADS. The City Council received briefings from the following Department Heads: Janiee Carroll City Secretary I. R. Bradburry Community Development Chuck Kimberling Fire Chief John Steinsiek Chief of Police 2. RECEIVE AN ADMINISTRATIVE REPORT FROM CITY MANAGER. Mr. Hart's briefing included the status of the bonds; the construction expenditure schedule of these facilities; areas of Council involvement, annexation and a discussion of better communication between the Elected Officials and the City Manager. 5. CONSIDERATION OF TRAFFIC FLOW WITHIN THE COLONY. The Council received the report from Sayed Omar, traffic engineer, regarding the results of his comprehensive traffic study and his recommendations based on this study. 3. RECEIVE A FINANCIAL REPORT. Mr. Hart presented to the Council a comprehensive Financial Report regarding the status of the budget for the fiscal year 1978/1979. At this time, Mr. Hart announced that there will be a revenue deficit in the amount of $43,217.07. The council stated that they would like to review this budget report prior to a line by line review. It was agreed that a budget Work Session would be held on July 9, 1979. 4. CONSIDERATION OF LONG RANGE PLANNING. Mr. Hart led the Council in an exercise to determine priorities in Future Planning. The Council determined five areas of utmost concern; they are: (1) traffic, (2) financial management, (3) recreation, (4) code enforcement, and (S) industrial development. Regarding city services, the Council determined eight priority areas; they are: (1) Emergency Services, (2) youth activities, (3) eommunieat.ion, (4) municipal building, (5) mass transit, (6) animal control, (7) postal service, and (8) street repair. There being no action taken at this meeting, Mayor Turner adjourned the day long meeting at 7:00 p.m.
