MINUTES OF THE BOARD OF ALDERMEN
OF THE
CITY OF THE COLONY, TEXAS HELD ON
JANUARY 11, 1979
An Emergency Called Special Session of the Board of Aldermen of the City of
The Colony, Denton County, Texas was called to order with the following mem-
bers present:
William J. Longo Mayor
Clint Davis Alderman
Linda A. Adams Alderman
Sandra Shearer Alderman
Gene Pollard Alderman
and Alderman Gary Shipman was not in attendance; however, a quorum was
established.
1. AGENDA ITEM 1 - CONSIDERATION OF A GRANT TO DO A TRAFFIC ENGINEERING SURVEY
FOR THE CITY OF THE COLONY
Mr. Hart stated that two contracts were involved with this grant application -
the contract between the City and the State of Texas and the sub-contract between
the Traffic Engineer and the City which must be approved by the State. Mr. Hart
explained that the Council was concerned that Mayor William J. Longo signed a
corrected contract without authorization from the present Council, although a
resolution had been approved by the past Council. Mayor Longo then stated that
the attorney for the City will give a legal opinion after he reviews all material
involved. At this time, Mr. Hart introduced Bob Lay, a staff engineer with the
Department of Traffic Safety, Bill Dryden, Area Traffic Engineer, Weatherford
College, and Merle Nicholas, Area Traffic Engineer, University of Texas at Ar-
lington. Mr. Hart briefed the gentlemen asking the following questions: (1)
If the contract with the Traffic Engineer is changed, must it come back before
the Council; (2) what are the benefits of this grant to the City; (3) Must the
City use the original engineer once the grant is approved by the State. Mr.
Dryden, who handled this application, said that the application was submitted
three times due to incorrect wording; timing with the State's fiscal year; and
the addition of the evaluation of the City's barricading program. Alderman
Davis said that the City was concerned that the City would be responsible for
240 man hours to be implemented in traffic counts. The City has not budgeted
any funds for this. Mr. Lay explained that the use of City employees encouraged
more interest in traffic safety among employees. At this time, the Council dis-
cussed at length with the 0TS representative the benefits of this traffic study.
This grant is primarily for the correction of problems but The Colony has the
opportunity to be ahead of the game by controlling traffic correctly the first
time stated Mr. Dryden. This grant helps the City meet the States legal re-
quirements for installing traffic controlling signs and lights which must be done
by a certified Traffic Engineer; the grant identifies "hazardous locations" for
which the City is liable if a wreck occurs; the grant qualifies the City for a
street sign replacement program and a barricading program; and after the 1980
census, the City would qualify for a federal signalization program. These are
some of the benefits discussed. Regarding the cost to the City, Mr. Lay said
that possibly CETA funds could be used for these employees. Alderman Pollard
asked for a list of Traffic Engineers certified by the State. Mr. Dryden said
that one would be mailed to the City. After further discussion, Alderman
Pollard asked that consideration of the traffic engineer subcontract be placed
on the agenda for the January 15 Council meeting.
2. AGENDA ITEM 2 - CONSIDERATION OF A CONTRACT WITH SM0 TO CONDUCT A TRAFFIC
ENGINEERING SURVEY
Alderman Adams moved that Agenda Item two be tabled. Seconded by Alderman
Shearer, the motion was passed by the following vote:

There being no further action to be taken by the Council, Alderman Davis
moved that the meeting be adjourned. Seconded by Alderman Adams, the
motion was passed by the following vote:
Ayes: All members present voted aye
Noes: None
Mayor Longo adjourned the meeting at 3:45 P.M.
