HomeMy WebLinkAbout12/07/1978 City Council 000291 MINUTES OF THE BOARD OF ALDERMEN OF THE CITY OF THE COLONY, TEXAS HELD ON DECEMBER 7, 1978 An Emergency Called Session of the Board of Aldermen of the City of The Colony, Denton County, Texas was called to order with the following members present: Sandra Shearer Mayor Pro Tem Glint Davis Alderman Gary Shipman Alderman Gene Pollard Alderman and Mayor William J. Longo was not in attendance nor was Alderman Linda A. Adams due to maternity complications; however, a quorum was established. 1. CONSIDERATION OF PROPOSED PARK AND RECREATION GRANT PACKAGE Herschel Lindley of Schrickel, Rollins and Associates, Inc. presented the land areas to be dedicated by Fox & Jacobs for City parks which encompasses approximately 149 acres. The City has $470,000 to provide park facilities; the additional $55,000 of the total grant application is for the cost of preparation. Alderman Pollard was concerned that if the grant was rejected, the City would be responsible for the maintenance of these park areas. Mr. Lindley assured the City Council that the formal dedication of this land would not occur until after the grant is approved. There followed a lengthy and detailed discussion of each park, the facilities needed, the cost of these facilities and maintenance. It was generally agreed that the park area located north of Peter's Colony Elementary School site would be the location of primary park facilities. It was agreed that three lighted tennis courts were a priority need and they should be located at the John Yates Park which is the most centrally located park area. This park area would also include a concession/restroom structure, a lighted multipurpose field, bleacher~ a practice field, a picnic pavilion, a one hundred car parking lot, and grass and grading. This park area would be at a cost of approximately $307,000. The park area located adjacent to Turner Street would contain two ball diamonds, restrooms, picnic stations and a dirt bicycle trail at a cost of approximately $95,000. The bike trail which would connect all park areas through the use of the Texas, Power & Light easement would cost approximately $47,000. Joel Larkin of Fox & Jacobs reminded the Council that no playground equipment was being provided for the mini-parks. Alderman Pollard stated that he felt that th~se parks could be developed by local civic clubs. After a brief discussion, the Council agreed that soccer practice fields would not be located on the easement. Regarding maintenance, Alderman Pollard was concerned with water costs by the summer of 1980. 2. CONSIDER BOARD APPOINTMENTS Alderman Davis moved to table this agenda item. Seconded by Alderman Shipman, the motion was passed by the following vote: Ayes: All members present voted aye Noes: None 3. CONSIDER APPOINTMENT OF AUDITOR FOR THE 1977/78 BUDGET YEAR Mr. Hart stated that Janice Carroll had clarified the cost figure submitted by S.D. Vaugh, CPA for the City audit. Mrs. Carroll explained that a standard audit would not exceed $1,000. This cost is based on a rate of twenty-five dollars per hour. If it is determined that the audit will not be a standard audit; Mr. Vaugh will stop and the cost will be renegotiated. Alderman Pollard 000292 moved to appoint S. D. VaUgh, CPA to prepare the audit for the fiscal year 1977/78 for a cost not to exceed $1,000. Seconded by Alderman Shipman, the motion was passed by the following vote: Ayes: All members present voted aye Noes: None There being no further action to be taken by the Council, Alderman Shipman moved to adjourn the meeting. Seconded by Alderman Davis, the motion was passed by the following vote: Ayes: All members present voted aye Noes: None Mayor Longo adjourned the meeting at 10:20 P.M.
