HomeMy WebLinkAbout08/24/1978 City Council CITY OF THE COLONY, TEXAS HELD ON AUGUST £4, 1978 A Work Session of the Board of Aldermen of the City of The Colony, Denton County, Texas was called to order by Mayor Pro Tern Sandra Shearer with the following members present: Sandra Shearer Mayor Pro Tem Glint Davis Alderman Gary Shipman Alderman Gene Pollard Alderman and with Mayor William J. Longo and Alderman Linda A. Adams absent; however, a quorum was established. Prior to agenda item one, Mr. Hart asked if the Mayor would move to agenda item 3A., Consideration of a Park & Recreation Ordinance. Mr. Hart introduced Joe Forish, Chairman of the Park & Recreation Committee. Mr. Forish presented a proposed program administered through the Parks and Leisure Time Department at North Texas State University. This pro- gram would call for a ten thousand dollar ($10,000) commitment from the City, three thousand of which would be used to prepare for a two h~dred and fifty thousand dollar ($250,000) grant. He stated that this proposal would be ready to present to the Council in two to three weeks. The Council agreed to hear this proposal. Mr. Larkin of Fox & Jacobs stated that F & J would be interested in putting money into the development of a creative park area in the City. Alderman Pollard stated that if this program was not acceptable, he would like to have alternative plans to consider. Returning to Agenda item one, Mr. Hart gave the Council a status report. He said that the Revenue Sharing funds to be received by the City was based on a 1975 population figure which is inaccurate and must be challenged by the City. Reporting on the Denton County Ambulance Meeting held August 22, Mr. Hart said that there were seven requests for ambulances and six ambulances are available through Denton County. He explained that Little Elm is in- terested in an ambulance. The Colony based on the Council of Governments population figure of 5950 at $1.41 per capita should receive approximately $10,000. There followed a lengthy discussion of the alternatives and lia- bilities involved. Mr. Hart then reported that the August 24 meeting with the Highway Commission went well. There will be a red and green signal light installed at the Highway #121 and F.M. #423 intersection and at Highway' #121 and Denton Tap Road intersection. A caution light will be installed at Paige Road and Highway #121. However, the traffic flow does not warrant any signalization at Colony Boulevard and F.M. 423. The State Highway is included in the twenty year Master Plan; however, F.M. #423 is not in this plan and no funds were available. There followed a brief discussion on this matter. Alderman Pollard stated that F.M. 423 must be declared a Public Hazard Road. Consideration of approval of insurance for the City of The Colony was agenda item two. Mr. Hart explained this insurance package includes emergency vehicle insurance and city vehicles and general liability insurance on this first statement from Clark & Hutto Insurance Agency. Mr. Hart asked author- ization to look into disability insurance for the Volunteer Firemen and Police Reserves. Alderman Pollard moved that the Council approve the insurance pro- gram as presented by Tom Hart. Seconded by Alderman Shipman, the motion was passed by the following vote: Ayes: Ail Members present voted aye Noes: None Agenda Item Three, consideration of nine proposed ordinances was tabled for further study by the Council. There being no further action to be taken by the Council, Alderman Davis moved that the meeting be adjourned.
