HomeMy WebLinkAbout06/15/1978 City Council 0oo o MINUTES OF THE BOARD ~F ALDERMEN OF THE CITY OF THE COLONY, TEXAS HELD ON JUNE 15, 1978 A work session of the Board of Aldermen of the City of The Colony, Denton County, Texas, was called to order by Mayor William J. Longo, with the following members present: William J. Longo Mayor C lint Davis Alderman Sandra Shearer Alderman Gary Shipman Alderman Gene Pollard Alderman and with Linda A. Adams, Alderman absent; however, a quorum was established. Also present was Tom Hart, City Administrator; Joel Larkin, City Consultant; Janice Carroll, City Secretary; guests; and members of the audience. ITEM I Was a report to the Council by Texas Power and Light representatives on the adjusted rate increase. Mr. Boyd Williams, District Manager and Mr. Harry Bomar, District Chief Accountant, stated that in December, 1977, Texas Power and Light asked for an awerage 18.4~o increase. The Public Utility Commission, after an extensive study, awarded Texas Power and Light a 6.8% rate increase. There followed a lengthy discussion of this increase as it pertains to The Colony, how it is figured and why it is needed. ITEM II AND ITEM III Tax Equalization and the Tax Assessor/Collector contract was presented as one item. Larkin explained that the Tax Role would be kept at the Municipal Utility District and the City would be furnished a computer print out of the role. However, the MUD offices would handle clerical tasks such as mailing notices of meetings for the Beard of Equalization. Regarding equalization, Hart stated that this must be done by ordinance and it will raise taxes on one thousand, one hundred and eighty-five (1,185) homes. The contract and equalization were discussed at length; however, no official action was taken. ITEM IV Tom Hart, City Administrator, presented Agenda Item IV, the proposed solicitation ordinance. Mr. Hart said that the City Attorney, Mr. Nichols, advised that the City can regulate only intrastate solicitors, not interstate. In regards to the waiting period prior to being issued a permit, Mr. Nichols, advised that the ordinance now defines this time as "reasonable" and this does not restrict the city to a definite time period. Hart then recommended that the Council adopt the ordinance as written. After discussion by the Council, it was decided to have the ordinamceon the next Work Session Agenda. ITEM VI Due to a lengthy meeting, Mayor Longo asked Frank Graham of Fox & Jacobs to present agenda item VI, final Subdivision Plats sixteen and seventeen. Mr. Graham presented the modifications of sixteen as requested by the Council and requested plat number seventeen be on the Agenda for the Regular Council meeting to be held June 19, 1978. ITEM V Mr. Hart then presented agenda item V, the proposed Littering Ordinance. He stated that this ordinance does exclude newspapers. After discussion, it was agreed to table this ordinance. ITEM VII The Colony Sports Association was agenda item VII. Mr. Cleve Farmer presented to the Council the associations plans and problems regarding playing fields. Alderman Shipman asked for a complete list of supplies needed. ITEM VIII Agenda item VIII was other matters tb~t may come before the Council. Mr. Hart presented copies of the Volunteer Fire Department's By Laws and Budget. There followed a brief discussion of the Fire Department. Mr. Hart then briefed the Council on meetings attended during the past week. There being no further action to be taken by the Council, Alderman Shipman moved that the meeting be adjourned. Alderman Pollard seconded the motion. The motion was carried by the following vote: Ayes: Ail members present voted aye Noes: None The meeting was adjourned.
