HomeMy WebLinkAbout02/06/1978 City Council OOO148 MINUTES OF REGULAR MEETING CITY OF THE COLONY DENTON COUNTY, TEXAS FEBRUARY 6, 1978 STATE OF TEXAS ) ) COUNTY OF DENTON ) The City Council of the City of The Colony, Denton County, Texas, convened in regular session, open to the public, at the north end of the First Baptist Church in the City of The Colony, Denton County, Texas, at 7,30 P.M., Monday, February 6, 1978, and the roll was called of the members of the Council, to wit, Linda Adams Mayor Pro Tem Cathy Bock Alderman Dave Dall Alderman Joe Gaulden Alderman Sandra Shearer Alderman and all members were present with the exception of Alderman Gaulden, thus constituting a quorum. Also present was Janice Carroll, City Secretary, and members of the public. The meeting was called to order by Mayor Pro Tem Adams, who introduced the members of the Council and welcomed the members of the audience. The first item considered by the City Council was approval of the minutes submitted for the regular meeting of January 23, 1978. Mayor Pro Tem Adams asked for corrections. Alderman Bock asked that on page four, paragraph one, sentence ten, the word "restaurant" be changed to Colony Drive In to clarify the sentence. Alderman Shearer moved to accept the minutes as corrected. Alderman Dall seconded the motion. The motion was carried by the following vote, 000149 Ayes, All members present voted aye Noes, None The second and final agenda item was the appointment of a Municipal Judge for the City. Mayor Pro Tem Adams stated that three applications were received. After a brief dis- cussion. Alderman Bock moved that Michael Rubbinacio, attorney, be appointed Municipal Judge. Alderman Dall seconded the motion. The motion was carried by the following vote, Ayes, Ail members present voted aye Noes, None There being no further agenda items, Mayor Pro Tem Adams asked for comments from the members of the audience. Bill Longo was recognized and asked why the Southwestern Bell Franchise is discussed in a closed door session. Mayor Pro Tem Adams answered that the particular meeting in ques- tion was cancelled due to a conflict, but that she did meet with their representatives at the office. A closed door session on contract matters does aid negotiations, but if any action is taken, it will be announced at an open meeting. LOwell Barton, a member of the audience, asked why the ori- ginal meeting with Southwestern Bell was cancelled. Alderman Dall assured Mr. Barton that Southwestern Bell had been very cooperative. The cancellation was due to an appointment conflict. Mr. Barton stated that he felt the Council was holding too many closed door sessions. There followed a general question and answer session dealing with Building Permits, speed violations by construction vehicles, the Fire Department, and the location of the Colony Square Shopping Center. Vita Koenig was recognized and asked who was responsible for the service road to the Stop 'N Go. Mayor Pro Tem Adams 000150 said that this is a private road owned by Fox & Jacobs. Frank Graham, Fox & Jacobs, answered that the road would be fixed when the weather permitted. Other questions were asked regarding the growth of the City. Alderman Dall urged the members of the audience to attend the soon-to-be announced Public Hearing on the Master Plan. He explained that this would be an excellent time to ask questions and give their opinions. Bill Longo was recognized and asked the term of the newly appointed Municipal Judge and his salary. He would serve until April, 1978, stated Mayor Pro Tem Adams, and will be paid fifty dollars per court session, and court will be held twice a month. Glen Taylor asked if the Judge would be reap- pointed in April. This will be up to the new Council Mayor Pro Tem Adams answered. Regarding commercial development, Lowell Barton stated that it was his opinion that commercial construction should be "speeded up", which would improve services for the citizens and would slow down development outside the city limits of The Colony. Mayor Pro Tem Adams assured him that the Council was letting their concerns be known. Bill Longo stated that he observed Reserve Officer Bill Devlin in the police car by himself. Mr. Longo felt that this should not be done. Reserve Officer Devlin was recognized and answered that he was not patroling but transporting the police car. The care of the easement in front of each home was the final brief discussion. There being no further action to be taken by the Council, Alderman Bock moved that the meeting be adjourned. Alderman Shearer seconded the motion. The motion was carried by the following vote, 000151 Ayes~ All members present voted aye Noes ~ None Mayor Pro Tem Adams adjourned the meeting.
