HomeMy WebLinkAbout11/21/1977 City Council 000108 MINUTES OF REGULAR MEETING CITY OF THE COLONY DENTON 00UNTY, TEXAS NOVEMBER 21, 1977 THE STATE OF TEXAS ) ) COUNTY OF DENTON ) The City Council of the City of The Colony, Denton County, Texas, convened in regular session, open to the public, at the First Baptist Church in the City of The Colony, Denton County, Texas, at 7,30 P.M., Monday, November 21, 1977, and the roll was called of the members of the Council, to wit, Luis Guerrero Mayor Linda Adams Alderman Cathy Bock Alderman Dave Dall Alderman Joe Gaulden Alderman Sandra Shearer Alderman Ail were present with the exception of Alderman Gaulden. A quorum was established. Mayor Guerrero stated that Alderman Gaulden's absence was due to illness. Also present was John Freeman, Attorney for the City, Janice Carroll, City Secretary,- and members of the audience. The meeting was called to order by Mayor Guerrero and members of the audience welcomed. The first agenda item considered by the City Council was approval of the minutes submitted for the regular meeting of November 7, 1977. Mayor Guerrero asked if there were any cor- rections. Alderman Shearer stated that the minutes reflected that she approved the minutes of the October 24 meeting when she, in fact, abstained, and that the minutes be corrected. Alderman Shearer then moved to accept the minutes as corrected. Alderman Adams seconded this motion. The motion was carried by the following vote, Ayes: All members present voted aye Noes: None 000109 The consideration of police vehicle bids was the second agenda item. Mayor Guerrero explained that thirteen bid letters had been sent to area dealers and three bids had been received by the City. Van Winkle Pontiac's bid was in the amount of $5,456.22 with delivery in sixty to eighty days. Larry Lange Pontiac's bid was in the amount of $5,762.84. John Boswell Chevrolet's bid was in the amount of $5,890.29. After a brief discussion by the Council, Alderman Dall moved that this agenda item be tabled for further study of the bids. Mayor Guerrero asked Alderman Dall if he thought it would be possible to authorize this purchase prior to the December 5 Council meeting. Alderman Dall agreed, but stated he felt a City vehicle policy should be established prior to a bid approval. Alderman Dall reworded the motion to include the establishment of a City vehicle policy prior to the Council approval of the police vehicle bid. Alderman Adams seconded this motion. The motion was carried by the following vote, Ayes, All members present voted aye Noes, None The third and final agenda item was a progress report from each Council member. Mayor Guerrero then called on Alderman Adams, who proceeded to explain to the members of the audience that she has started the process through Congressman Collins' office to get a post office for The Colony. However, she emphasized a post office is years in the future. Alderman Shearer reported to the members of the audience on the status of the Animal Control Officer. She stated that the pick-up had been purchased, the cages are being built this week, and that Jeannie Johnson had attended a seminar in College Station, Texas, last week. Alderman Adams then read some of the particular courses included in this seminar. Ida Longo, a member of the audience, was recognized and asked Alderman Shearer if Ms. Johnson had any previous experience. Alderman Shearer replied that she had worked with Mr. Judd of the Lewisville Animal Control Department. Mayor Guerrero interjected at this point that he had gone to College Station and attended some of the classes. He was very impressed with the quality of the instruction. Alderman Shearer then stated that very little had been done in regard to the Youth Services Commission due to Alderman Gaulden's illness. Alderman Dall told the members of the audience that the Master Plan had been completed. He further explained that the City would be holding public hearings on this prior to adoption. A second item Alderman Dall mentioned was the formation of a commission to study the feasibility of forming a Chamber of Commerce and a committee to study the future industrial growth of the City. Thirdly, he was looking into the City taking over the maintenance of the Toddlers' Playground. He has also been working on policy and procedural guidelines for the City. He has started research on options that the Fire Department might have as the City grows. The final item mentioned by Alderman Dall was that the City had advertised for bids on the '72 Ford Sedan owned by the City. If the vehicle is not sold by bids, the City will be advertising the car for sale. Mayor Guerrero interrupted the reports from the Council members, to give Jim Beltrant Chief of Police, a vote of confidence from the Council on the fine job his department has been doing. At this time Chief Beltran had to leave to assist in a fire call. Alderman Bock continued the reports by telling the members of the audience that the Planning and Zoning Commission was presently working on the Subdivision Ordinance and the Sign Ordinance. Mayor Guerrero stated that the Law Enforcement Commission held an informal meeting on Saturday, November 12, and inter- viewed applicants for the vacant positions. The appointments will be made at the Regular Council Meeting to be held on December 5, 1977, and the Council will consider these names at 000111 the November 30 Work Session. Alderman Adams asked if the Rules of Procedure of this commission are to be published. Vicki Harkrider, a commission member, advised Alderman Adams that this was being done. Mayor Guerrero further stated that Bill Longo, Director of Civil Preparedness, attended a seminar in Austin, November 15 through November 17. Mayor Guerrero explained that in time of disaster, he would be responsible, but he would have to depend on Bill Longo for his expertise in this area. At this time Mayor Guerrero publicly thanked Bill Longo for his outstanding work in this area. Joel Larkin, City Consultant, was not able to attend this meeting, Mayor Guerrero explained. Presently, Mr. Larkin is working on a solicitation ordinance, a personnel policy ordinance, and a feasibility study on a future Municipal Center. John Freeman, Attorney, advised Mayor Guerrero that the Building Ordinance should be in a final form soon. Mayor Guerrero told the members of the audience that there would be an article in a Wednesday paper on the marked versus unmarked police vehicle question and also that he had been appointed to the T~xas Area 5 Health Systems Board and will be attending his first meeting tomorrow evening. There being no further comments from the Council, Mayor Guerrero asked for comments from the audience. There were none. There being no further business, Alderman Bock moved that the meeting be adjourned. Alderman Dall seconded the motion. The motion was carried by the following vote, Ayes: All members present voted aye Noes: None Mayor Guerrero adjourned the meeting.
