HomeMy WebLinkAbout09/28/1977 City Council oooo8 MINUTES OF A SPECIAL SESSION CITY OF THE COLONY DENTON COUNTY, TEXAS SEPTEMBER 28, 1977 STATE OF TEXAS ) ) COUNTY OF DENTON ) The City Council of the City of The Colony, Denton County, Texas convened in Special Session, open to the public, at the City Hall of the City of The Colony, Denton County, Texas at 7:30 P.M., Wednesday, September 28, 1977 and the roll was called of the members to wit: Luis Guerrero Mayor Linda Adams Alderman Dave Dall Alderman Joe Gaulden Alderman Sandra Shearer Alderman Ail members were present with the exception of Alderman Adams. Mayor Guerrero noted that Alderman Adams was out of town on a scheduled trip and would return October 4, 1977. Also in attendance was Janice Carroll, City Secretary. Mayor Guerrero stated that the first agenda item was the Reso- lution approving the negotiations for the $20,000 line of credit for the City with the Lewisville National Bank. Alderman Dall stated that he preferred matters such as this be handled at regular council meetings rather than called Special Sessions. After a brief discussion Alderman Dall moved that the resolution be passed. Alderman Gaulden seconded the motion. The motion was carried by the following vote: Ayes: All members present voted aye Noes: None. At this point Mayor Guerrero asked that the Council move to agenda item #4 so that the executive session and possible appointment of a new council member, items #2 and #3, will be the last. Alderman Dall brought the Council up to date with the progress of the Park and Recreation Commission. The 000086 Soccer Association told the Park. and Recreation Commission of a project to light the Soccer fields and asked if the City had opinions concerning this project. Mayor Guerrero felt that this is something the Park and Recreations Commission should study. The Council concurred. The Soccer Association also asked the City's opinion of beer "donations" during soccer games. After general discussion the Council agreed that if this was done on private property then it was not the City's concern. The Park and Recreation Commission is presently ~ studying the problem of the motorcycle riding on the TP&L easement. Alderman Dall gave Mayor Guerrero the floor to discuss the Planning and Zoning Commission as he attended the most recent meeting of the Planning and Zoning Commission. Mayor Guerrero informed the Council that Chairman Mansfield and Vice Chairman Welty had resigned from the Planning and Zoning Commission. Harry Hunsicker has been appointed Chairman. Mayor Guerrero felt sure that he would retain the Chair only until the new members are appointed. A new Chairman would then be elected. A meeting will be held on October 1, 1977, at 10:00 A.M. at the home of Cathy Bock to interview possible appointees. Mayor Guerrero then returned the floor to Alderman Dall. Alderman Dall suggested that the Council have only one representative to the Planning and Zoning Commission. The Council agreed that this should be looked into. Alderman Dall said that he had also been talking with Jack Franzen on long range goals for our City. Mayor Guerrero stated that he is continually considering long range plans -- the bond issue, dog pound, law enforcement. Alderman Dall --' suggested that this planning be coordinated by using the professional people of our City in an advisory committee. He requested that the Council members submit names of possible appointees at the next work session. Alderman Dall's final item was the joint Council/MUD meeting 000087 scheduled for October 12. He emphasized that the Council must prepare ,for this meeting. It was decided that the agenda for the October 5th Work Session would include personnel interviews of architects and planning for the joint meeting. Mayor Guererro stated that he and the City Secretary would arrange these interviews. Alderman Gaulden stated that the Law Enforcement Commission was doing well, and he felt that it was time to pass a resolu- tion soon forming a _Youth Service Commission. Alderman Shearer is checking into the cost of signs for the school crosswalk guards. A brief discussion of traffic signs followed. Alderman Gaulden emphasized that a traffic study must be made prior to putting signs up. The meeting then went into a closed door session to discuss the appointment of a new Council member. After reconvening it was stated that no motions or decisions were made. Alderman Shearer moved that the meeting be adjourned. Alderman Dall seconded the motion.
