MINUTES OF REGULAR MEETING

The City Council of the City of The Colony, Denton County,
Texas, convened in regular session, open to the public, at the
First Baptist Church in the City of The Colony, Denton County,
Texas, at 7:30 PM, Monday, July 18, 1977, and the roll was called
of the members of the council to wit:
Luis Guerrero Mayor
Linda Adams Alderman
Dave Dall Alderman
Joe Gaulden Alderman
Sandra Shearer Alderman
Dick Weaver Alderman
Alderman Shearer and Alderman Weaver were not in attendance; a
quorum of the mayor and three council members was established.
Also present were John Freeman, attorney; Janice Carroll, City
Secretary, and members of the public.
The meeting was called to order by Mayor Guerrero and members
of the audience were welcomed.
The first item considered by the City Council was approval
of the Minutes submitted for the regular meeting of July 11', 1977.
Mayor Guerre~oasked if there were any corrections. Alderman Dall
made note that on page number three (3), paragraph three (3),
sentence two (2) the reference to a "dog" should be corrected
to read "cat". It being so noted, Alderman Dall, moved that the
minutes be accepted. The motion was seconded by Alderman Adams.
The motion was carried by the following votes:
Ayes: All members present voted aye

Mayor Guerrero stated that item three of the written agenda
would be the next item presented as some individuals involved
must leave the meeting due to prior commitments. Alderman
Gaulden was given the floor to name those chosen for the Law
Enforcement Commission. They are Judy Gurley, Bill Devlin, John
Vasil, and Nick Ristagno. The purpose of this commission is to
form policy and procedure for the new police department. A date
will be set up for the fir~ meeting, and the Council will join
the commission at this initial meeting only. At this time
Alderman Gaulden moved that the Law Enforcement Commission be
formed and the appointees thereof be approved. The motion was
seconded, and the motion was carried by the following votes:

Noes: None
The third item considered by the Council was the ordinance
providing for filling the office of Secretary of the City of
The Colony by appointment. Mayor Guerrero read the ordinance.
Alderman Adams moved that the ordinance be passed as read and
Alderman G aulden seconded the motion. The motion was carried by
the following vote:
Ayes: All members present voted aye
Noes: None
A second motion was made by Alderman Adams that Janice Carroll
be appointed full time City Secretary. Alderman Dall seconded
the motion. The motion was carried by the following vote:
Ayes: All members present voted aye
Noes: None
At this time Janice Carroll was sworn in by Mayor Guerrero as
City Secretary of the City of The Colony.
Item four dealt with the establishment of a police depart-
ment for the City of The Colony. Mayor Guerrero read the City
Ordinance that dispenses with a City Marshall in order to

establish a city police department and hire a city police chief.
Mayor Guerrero stated that the person being considered will move
into The Colony and be on twenty-four hour call. Alderman Adams
asked if the final decision had been made regarding the position
of Chief of Police. Attorney Freeman reminded the council that
at this meeting they were passing an ordinance to enable them
to create the office of police chief only. Mayor Guerrero asked
for comments from the members of the audience. There were none.
Alderman Gaulden moved that the ordinance be passed as read.
Alderman Dall seconded the motion. The motion was passed by the
following vote:
Ayes: All members present voted aye.
Noes: None
Alderman Dall was asked by Mayor Guerrero to discuss what
progress is being made on Agenda item number five, the Master
Plan. Alderman Dall reminded those present to fill out and
turn in the survey form to be used as citizen input in the
formation of a Master Plan. The first meeting of the Planning
and Zoning Commission was held on July 13 at whiCh they discussed
traffic arteries, major thoroughfares, general parks and shopping
areas. They have future meetings planned on July 19, July 26,
and August 2. There will also be public hearings at times~to
be announced. After the August 2 meeting a basic overall Master
Plan should be established. At this time Alderman Dall asked
for comments from the audience. Judy Gurley was recognized and
asked, pertaining to the survey form, what is a front way?
Frank Graham, Fox & Jacobs, explained that some residential
planners are grouping homes around a park with vehicular access
only from the back of the homes.
The sixth item discussed was the formation of the position City
Treasurer. Mayor Guerrero read the ordinance. Attorney Freeman
explained that this ordinance gives the city the power to appoint

a Treasurer. Alderman Dali moved that the ordinance be approved
as read. Alderman Adams seconded th~ motion. The motion was
carried by the following votes.
Ayes: All members present voted aye.
Noes: None
At this time a member of the audience was recognized; Bill Devlin
said that he would like to recommend Bob Hosea as a possible
candidate for the position of City Treasurer. Attorney Freeman
reminded the council that whoever is appointed City Treasurer
must provide a bond.
The formation of a Youth Services Commission was the seventh
item discussed. Alderman Gaulden explained that this commission
would look into the formation of policies and actual activities
for the youth of this city. This commission is necessary to
insure adequate facilities for our youth as our city grows.
Alderman Gaulden asked that names be submitted of persons interested
in serving on this commission.
Mayor Guerrero then recognized those that had registered to
comment. Linda Luce asked who could citizens call on dog complaints.
Mayor Guerrero said that he was receiving applications for an
ani'l]al control officer, but until this position was filled,
there is no one to handle complaints.
Linda Dowdy asked if the Homeowner's Association had been
disolved. Mayor Guerrero recognized Judy Gurley who answered
that the Board would have one more meeting to decide the fat~
of the Homeowner's Assocaition. Linda Dowdy also asked if
any maintenance funds had been allocated for the toddlers'
playground. Judy Gurley said the Homeowners' Association still
has some funds allocated for this purpose. Alderman Dall explained
that when the city's liability insurance is in effect the city
will take over the maintenance of the park. Meanwhile, he

urged individuals to pick up trash while their children are
playing.
There being no further action to be taken by the council,
Alderman Gaulden moved the meeting be adjourned, and the
motion was seconded by Alderman Dall. The motion was carried
by the following vote:
Ayes: All members present voted aye
