HomeMy WebLinkAbout06/10/2003 Capital ImprovementsCapital Improvements Advisory Committee June 10, 2003 MINUTES OF THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE MEETING HELD ON JUNE 10, 2003 A meeting of thc Capital Improvements Advisory Committee of the City o£The Colony, Texas was called to order at 6:30 p.m. on the l0th day of June, 2003 at City Hall with the following members present: DeVille Hubbard - Chairman DeWayne Snider Brian Wade Kirk Mikulec Vernon Jackson Absent: Bill Jamme - Personal Bill Harrison- Business Staff: Harry Persaud, Director of Development Services Tony Johnston, Assistant City Manager Chris Spencer, Planner Gordon Scmggs, City Engineer Sandy Vondersaar, Administrative Assistant Hal Jones, Hunter and Associates Texas, Ltd. F. M. Carroll, Hunter and Associates Texas, Ltd. With five (5) members present, a quorum was established and the following items were addressed: 2.0 PUBLIC HEARING 2.1 Hold a public hearing and consider making a recommendation to the City Council regarding Land Use Assumptions and Capital Improvements Plan relating to Amendment of Impact Fees. Chairman Hubbard opened the public hearing at 6:31 p.m. Mr. Persaud stated the Land Use Assumption and Capital Improvements Plan was approved last year. However, changes at Wynnwood Peninsula have increased development costs and these increases must be incorporated in the Capital Improvements Plan by amending the 1997 Impact Fees. Mr. Persaud then introduced Mr. F. M. Carroll of Hunter and Associates Texas, Ltd. -1- Capital Improvements Advisory Committee June 10, 2003 Mr. Carroll informed the Commission of corrections to his June 2na report included in their meeting packet. He then furnished the Commission with copies of his presentation and proceeded with his report on Land Use Assumptions for the Capital Improvements Projects Impact Fees Analysis 2003 - 2011. Assistant City Manager Tony Johnston informed the Commission that this was a coordinated project with F. M. Carroll and City Staff. Area 1 comprises the main body of the existing City on either side of State Highway 121. Area 2 comprises the Wyrmwood Peninsula; Middleton property and Hidden Cove not served during this planning period. Wynnwood Peninsula will be built from the ground up therefore, a maximum impact fee of 50 percent per service unit could be charged. Mr. Hal Jones of Hunter and Associates Texas, Ltd. was also present to answer questions. No one came forward to speak for or against this item. Chairman Hubbard closed the public hearing at 7:21 p.m. Staff recommend approval. A motion to make a recommendation to the City Council regarding Land Use Assumptions and Capital Improvements Plan relating to Amendment of Impact Fees, Vernon Jackson; second Brian Wade. Motion carried 5-0. With no further business, the meeting adjourned at 7:22 p.m. DeVille Hubbard, Chairman -2-
