THE PARKS AND RECREATION BOARD
REGULAR SESSION
APRIL 9TM 2003

1. CITIZEN'S INPUT -
Allen Holmes, TCYFA President, informed the board that the league wants to have an
invitational football tournament at the high school and Five Star and they would like to
make it an annual event. It will be a great opportunity for the local teams and it will also
attract teams from out of state. The tournament would take place at the end of their
regular season.
The board asked Allen to bring them more detailed information to the next Park Board
Meeting.
2. APPROVAL OF MINUTES OF MARCH 5TM 2003 -
Motion to approve King; second- Sanders. Motion carried.
3. REVIEW AND CONSIDERATION OF A PROPOSAL FROM LAKEWAY
FAMILY CHURCH TO HOST A COMMUNITY WIDE YOUTH EVENT
CALLED BEACHFEST 2003 AT STEWART CREEK PARK -
Jenny Miller gave information about Beachfest 2003. The event will be held at Stewart
Creek Park for youth in 6~n - 12th grade. There will be live Christian music and a re-
broadcast of the live Beachfest in Ft. Lauderdale, Florida. Tickets will be sold in
advance and at the park entrance. City staff will not be selling the tickets. They
anticipate between 300-500 kids. The event will be from 4:00 - 11:00, however, they
would like us to consider allowing them to go until midnight, which would allow the kids
to see the entire video from Ft. Lauderdale and to also get the park cleaned up. They will
provide 10 security officers and 15parents as chaperones. The park will remain open
during the event.
Pam informed the board that she is negotiating a fee with the church. There is a
possibility they could do a service project that would be equal to the fees that we would
charge them, but it would have to be done before the event. She has instructed the
church to provide her with a copy of their insurance listing The Colony as an additional
insured party, to get a notice to the homeowners informing them of the event and that
there wlll possibly be some loud noise, and they should also place a sign at the park.
Motion to approve with the stipulation of the fees to be determined by Pam - King;
second- Wade. Motion carried.
4. REVIEW AND CONSIDERATION OF TItE DESIGN AND MATERIALS TO BE- -
USED FOR THE PARK IDENTIFICATION SIGNAGE -
The board was shown samples of the material that will be used to make the signs. It is a
compressed plastic and can hold up to vandalism.
Motion to approve - Sanders; second King. Motion carried.
5. DISCUSSION OF DEVELOPING SPECIAL EVENTS -
Lisa said because there is no Special Events Board, the board needs to play an active
role in developing community activities. We need to expose people to what the city has to
offer. Some ideus she has are a father / daughter banquet, photo contest, mother/son
dance, annual music festivaL There was a suggestion for a drive in movie at Stewart
Creek Park. She would like the board to start thinking of ideas that we can plan for in
the future.
6. UPDATE FROM DIRECTOR / ASST. DIRECTOR -
Five Star - The maintenance building is almost complete. We will have a walk-through
to do a punch list in a couple of days. There will be an inspection soon on the concession
buildings. ,41l the fields are being tilled and smoothed in preparation for the hydro
mulch. We had to change out 825 irrigation heads because they leaked.
Skate Park - We will be going out for bids on equipment. American Civil Constructors
was the low bid for the concrete - $60,000.
Spray Ground - Dirt starts moving next week.
July 4th Festivities - We are going out for bids on the fireworks. Everything will be held
at Stewart Creek Park this year. There will be the 5K Run, parade, community barbeque,
the Chamber of Commerce is sponsoring a rubber ducky race. We will probably have
some shuttle buses to get people in and out of the park.
Hidden Cove Park- The Easter Egg Hunt is on the 19th. There will be 6,000 eggs
hidden and it is for 3 - lO year olds.
Historical Bridge - There was a public hearing for funding the relocation costs. We are
first on the list for the Duck Creek Bridge, but we don't know when the county will
release the bridge. We have been meeting with a contractor and engineer to make sure
we have everything in place to get the bridge here when the county notifies us.
There being no further discussion, the meeting was adjourned at 8:30 p.m.
