HomeMy WebLinkAbout01/08/2013 ACAB Animal Control Advisory Board Meeting January 8, 2013 Called to order: 6:03 p.m. Members in attendance: Patricia Barrington, David Terre, Chris Plemons Members absent: Wendy Gunderson, Greg Darbro Others present: Terry Gillman Citizen input None. Discuss video system for shelter Chief Plemons explained our I.T. department and a company that has installed cameras in other city buildings visited the shelter. Due to the constant humidity levels in the shelter due to regular and continued indoor water usage, the cost for the installation of the cameras is projected to be considerably more than originally thought. Due to the cost of installing 4 cameras, Plemons recommended this project be a budget item rather than funded out of the donation account as originally suggested. Terre suggested that donated funds be used to complete a partial installation, suggesting installing one or 2 cameras now and completing the project at a later date and asked Barrington to suggest which cameras to install first, based on priority. Barrington, Terre and Plemons agreed the majority of liability is in the front office and agreed that camera should be installed first. Terre made a motion to install one camera with audio in the animal shelter lobby, using donated funds, not to exceed$1,000. Plemons seconded the motion. All members present voted in favor of the motion. Discuss use of budgeted funds for shelter upgrades/renovations Gillman spoke to the board related to the pending quarantine project at the shelter. He indicated the design cost quoted by the architect were approximate ly$37,000. Gillman said he felt this cost was excessive and was going to continue to negotiate with the architect to try and determine why this portion of the project was quoted at such a high rate and get the cost reduced. Plemons said he was hoping for a design and build in one cost with no master plan up front, but rather suggested any leftover funds at the end of project be used toward a master plan design for the animal shelter facility. Gillman stated that he would have more information about the project including firmer numbers by the end next week (January 18, 2013). He further stated that once approved, the project should take approximately 4 months from start to finish. Terre asked that the board be kept up to date on this project via email. Review first half activity reports Manager Barrington presented January - December shelter statistics for review. Councilman Terre asked that these reports be distributed for review prior to meetings. Manager Barrington said she will send them out with the meeting agenda in the future. Terre asked about the steady increases in adoptions the past few months. Barrington said she thought these increases could be attributed to the shelter's Facebook page and promotion of special events. Receive report of expenditures from donation account Donation report was distributed. Terre asked if these funds can be used toward equipping the shelter with new outdoor runs. Barrington said she was hesitant to use the majority of the donated funds for any project as this money was used to treat adoptable animals with specific medical needs and fund special events, but depending on the cost of the replacement kennels, she felt it was a valid expenditure. Plemons asked Barrington to obtain vendor and pricing information for outdoor runs and artificial turf to present to the board. Discuss recent events Barrington spoke about December's Save-a-Life Express Adoption Program and combined Low Cost Vaccination Clinic. She stated that 6 animals were adopted, 96 pets were vaccinated and the onsite vendor sold over 200 items. Discuss upcoming events Barrington told the board of the February shelter events: Lots of Love Low Cost Spay & Neuter Clinic, Lots of Love Low Cost Vaccination Clinic and Save-a-Life Express Adoption Program. Plemons asked if the spay clinics generally booked up, fully. Barrington stated that they are a big draw for the shelter and reach capacity the majority of the time. Discuss shelter goals/future agenda items Manager Barrington asked all members if they would like to see anything specific on the next agenda. Terre asked for another renovation update and a report on the staffing situation at the shelter.
