RECEIVE REPORT FROM CITY SECRETARY REGARDING BOARD ORIENTATION HANDBOOKS - Patti Hicks gave all board members a handbook that contains basic information about city government, rules of procedure and the Open Meetings Act. Even though this board is an advisory board, the board is still expected to follow the same procedures as the other boards. She asked that the board review the handbook and familiarize themselves with the information. When they leave the board, they should return the books to Patti so they can be given to new board members. 2. CITIZEN'S INPUT - Lisa Leary, 4249 Rustic Ridge - Lisa proposed the idea of having a drive-in movie in The Colony. She has found a company that travels around doing this. They have a 15ft. - 25ft. screen and it costs $2,500 - $3,500 for 6 hours, t~e could do this at Hidden Cove Park and possibly get the Chamber of Commerce and .IT'S involved. 3. APPROVAL OF MINUTES OF APRIL 9TM 2003 - Motion to approve - King; Second - Sanders: motion carried, 4. CONSIDERATION OF APPROVAL OF A CONTRACT WITH DALLAS FOOTBALL OFFICIALS ASSOCIATION FOR REFEREE SERVICES FOR THE ADULT FLAG FOOTBALL LEAGUE - .Ioe DeGrau, from the Official's Association, informed the board that many of his referees have done officiating for the TCYFA. They are familiar with the TAAF rules. Joe has 29years of officiating experience in little league and high school combined. The league begins in June. Games are played on Tuesday and Thursday nights, and Thursday is the co-ed night. The games will be played on the TCYFA fields. Motion to approve - King; Second- Leary; motion carried. 5. REVIEW AND CONSIDERATION OF AN AGREEMENT WITH JT GOODS, INC. FOR CONCESSION SALES AT STEWART CREEK PARK FROM -- JUNE - SEPTEMBER 2003 - JT's want to see if there is a market for concessions at Stewart Creek Park. ~hey want to subleuse from us, to a small vendor Quickie Chef. They will be open on Friday, Saturday and Sunday; they have not determined a time nor have they determined the location in thepark where they would set up. The city willprovide the electric and water. David asked the board to consider adding an addendum to the contract that would allow us to supplement the concession services for special events because one concessionaire will not be able to handle the large volume of people we anticipate for events like July 4th. Para said an addendum could be added to the existing contract with a stipulation for special events. Motion to approve the agreement with JT Goods, Inc. for concession sales at Stewart Creek Park with the stipulation that we are allowed to bring in other vendors for special events - King; Second - Wade; motion carried. 6. REVIEW AND CONSIDERATION OF A PROPOSAL FOR A PROVISION FROM SPORTS CITY CAFl~ TO PROVIDE SCOREBOARDS AND SPONSORSHIP AT FIVE STAR- Nick's, now known as Sports City Card; approached us, a year ago- they want to help with Five Star. They want to purchase the scoreboards for the complex. David told them it would cost $75,000 to place all the scoreboards needed in the first phase - 5 on the small buseball fields, 2 on the big baseball fields, 2 on the football fields, and 1 on the championship soccer field. The scoreboards are L E D, they are low -- maintenance and the conduit is already in place. Another option we have is to enter into an agreement with a beverage company. This would mean the concession stands would have to sell their products and it would be a long- term agreement. Past experience has demonstrated that beverage companies provide very bad service. Rich Colter from LISD has given us some contact information for beverage companies. We have talked to other cities and everyone we spoke to said they had horrible service from beverage companies. David also said that each local sports organization has tried to use the beverage companies, and they all had problems with them. If we don't use beverage companies to sponsor the scoreboards, they can still be sponsors for pavilions or vertical banners. Some board members are concerned that there has not been enough research done on this and that $75,000 is not a good price. Motion to approve the proposal from Sports City Cafd to provide scoreboards and sponsorship at Five Star with the length of the contract to be negotiated by staff- Sanders; Second King; Leary and Wade yes; - those voting NO Lewis, Briggs, Asprion - motion carried. 7. DISCUSSION OF JULY 4th FESTIVITIES - All of the day's events are takingplace at Stewart Creek Park with the exception of the parade. The 5K Run starts at 8:00 and the One Mile Fun Run starts at 8:05; online registration is in progress and we are hopingfor l, OOO runners. The parade begins at 10:00 with the line-up starting at 9:15 at the Little League Fields. The parade route runs from the Little League fields to Blair Oaks and ends in the back parking lot at the high school. We are still looking for a Grand Marshall. The Community BBQ starts at 11:30 and the food is coming from Hobbi's BBQ; cost is SS for adults and $3 for kids. There will be music, bounce houses, games, and face paintingfor the kids. The Chamber of Commerce is having a Rubber Ducky Race, Anything That Floats Race and a Salsa contest. There will be more bands performingfrom 5:00 - 9:00 and the fireworks will begin at 9:30. For the evening events, there will be limited parking inside the park and we want to charge a small fee; we will also provide free shuttle service from Five Star to Stewart Creek Park for the evening events beginning at 4:00 and running until 12:00p.m. If the parking lot at Five Star fills up, we will use the high school parking lot. 8. REVIEW AND CONSIDERATION OF CHARGING A PARKING FEE ON JULY 4TM AT STEWART CREEK PARK TO ANYONE WHO PARKS ON THE PARK GROUNDS - David informed the board that Parks & Rec. is paying $900 for the shuttle service, but it is free to the public. We would like to provide some parking at the park and we'd like to charge $3.00 to help offset the cost of the shuttle service. Motion to approve - Sanders; Second - King; motion carried. 9. UPDATE FROM DIRECTOR / ASST. DIRECTOR - Five Star - The east parking lot is done, except for connecting it to Paige Rd. Spray Ground - Construction is in progress Skate Park - Construction will start next week and it should take less than 30 days to complete. The next step will be getting bids for the equipment. It will take 4 5 days to install Old Library - City Council gave approval for the architect to move forward on construction plans for the Senior Center and Parks & Rec .Administration to be in the old library building. They also gave approval for the architect to move forward on construction plans for an arts building adjacent to the old library building. / Kath?
