HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 09/24/2024 - RegularMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, SEPTEMBER 24, 2024 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, September 24, 2024 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Brenda Armour, Kenneth Flo, Robert Cox, and Jeff Baran Board Members Absent: Kirk Varga and Gary Hulkowich Staff Present: Ana Alvarado, Planning Technician; Keyl Groff, Senior Planner; Judy Ensweiler, City Council; Ed Voss, Attorney; Brian Wade, City Council; Naim Khan, Senior Engineer 1.0 1 CALL REGULAR SESSION TO ORDER Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the August 27, 2024 Regular Session. Chair Hames read Consent Agenda Item 2.1 into the record. Commissioner Cox made a motion to approve item 2.1, seconded by Commissioner Armour. The motion carried (5-0). 3.0 DISCUSSION ITEMS 3.1 SP23-0007 — Hidden Cove Marina and Park — Phase 3 — RV Loops - Site Plan Discuss and consider making a recommendation to City Council regarding the Site Plan application for "Hidden Cove Marina and Park, Phase 3 — RV Loops," an addition of 400 RV sites, including restroom buildings, trails, water, sewer, and electric improvements for an approximately 680 acre area known as Hidden Cove Marina, located at 20400 Hackberry Creek Road within Planned Development 21 (PD-21). Chair Hames read Discussion Agenda Item 3.1 into the record. Mr. Groff presented the staff report. Commissioner Cox asked for clarification on the elevation level of the structures being proposed. Mr. Ottis Lee, engineer for the project, responded that the structures are within the 537 flood line with some in the 535 and 534, there are evacuation plans in place and also shot off valves for the utilities in case of a flood. Commissioner Armour made a motion to approve item 3.1, seconded by Commissioner Baran. The motion carried (5-0).
