The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00
p.m. on the 22nd day of August 2024 at City Hall, 6800 Main Street, The Colony, Texas, with the
following roll call:

1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
No report.
2.0 CITIZEN INPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.

3.0 CONSENT AGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.
3.1 Consider approval of minutes of Library Board meeting held June 27, 2024.
The Board reviewed the minutes. Motion to approve the above consent agenda item — Davis;
second by Harris; motion passed with all ayes.
4.0 REGULAR AGENDA ITEMS
4.1 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2024:

A. Continue to maintain legislative awareness of pertinent library issues.
No report.
B. Continue to assist in representing TCPL at library, school, and community activities.
Member Heermans and Member Gehrke attended the Library's Creature Teacher Animal
Show on July 27`h. Member Gehrke and Member Heermans volunteered at the Library's
Spice Club Pickle Pop -Up on August 10th
C. Initiate contact and work to form partnerships in the community to introduce TCPL's
services and resources and to serve as an information source for the community.
No report.
D. Compile evidence and anecdotal information relating to Library needs in regard to
advocating and informing stakeholders about future Library space.
Director Charters will set up a meeting with Brant Shallenburger to discuss the design
planning of the new library. Developing a survey for the public may come at a later stage
than anticipated.
4.2 Receive a presentation regarding the Library's 2024 Summer Reading Challenge.
Director Charters reported that the total registration for the Summer Reading Challenge was
895: Children — 541, Teens —109, and Adults — 245. This summer saw a 41 % in registration and
a 37% increase in participation. Children, family, and teen program participation in June and
July totaled 1,811 and Story Time participation included 840 children and adults.
Nine hundred forty-five books were given away as prizes, which, on record, was the most books
given away for Summer Reading participation.
4.3 Receive a presentation regarding Harvard Graduate School of Design's `Future Library Design:
Emerging and Enduring Principles' seminar.
Director Charters presented a follow-up report on the seminar she attended in early August.

Library ingredients are a continuing circle of quality collections and research assistance,
compelling people -centric spaces, and appropriate technology and access.
Build better bridges across digital divide:

• Enhance library as place of trust (information, interaction, place of security)
• Diversity, Equity, Inclusion, Accessibility --> Welcomeness --> Belonging

Build community through participatory planning & design:

Key Takeaways: Libraries are civic and social infrastructure:
• Civic infrastructure is the culture and systems that allow people to connect, work
together, get information, solve problems, and create a thriving community
• Social infrastructure encompasses the physical spaces and organizational frameworks
that facilitate social interaction and foster community ties
• Library architect is essential
• Space is a service
• Flexibility is important
• Public, staff & stakeholder input is essential
• Best libraries reflect their communities
Director Charters said that it would be beneficial for Board Members and members of the
Friends of The Public Library to volunteer at community events and survey the public to find out
why they do or do not go to the library. Visiting other libraries that have been renovated in
similar ways to our future renovation would also be something that Director Charters
encouraged members to do.
4.4 Receive a presentation and discuss staff updates regarding public relations events, programs,
services, and community partnerships.
September is Library Card Sign -Up Month. During this month, the Library will replace lost or
damaged library cards for free.
Weekly Early Literacy Story Times will return in September and Story Times at Chick-fil A will
be on August 26`h and September 91h at 10:1 S A.M.
Forfamily activities, beginning in September, the Library is introducing Homeschool Huddle, a
new, come -and -go, educational program. On Saturday, September 21S`, come to the library and
get creative with unusual ingredients at the Build Your Own S More program.
Teen activities include a Straw Weaving Kit and advisors from the Collin College Information
Center are coming to talk about their programs, resources, location, and admissions.
Stay busy with all of our upcoming adult activities, including Virtual Author Talks, Socially
Savvy Squad, Spice Club Speakers Series: Seasonal Scandinavia with Gwen Workman, Legal Aid
of North Texas, Sewing Basics, Adult Blacklight Painting, Spice Club kits, National Voter
Registration Day, Medicare Education Seminar, and an Adult Kit: Kusudama Origami Balls.
4.5 Receive a presentation and discuss updates regarding Friends of The Colony Public Library
activities.

The Friends of The Colony Public Library will meet Thursday, September 12" at 6: 00 p.m. in the
Library Conference Room.
Join FOTCPL in celebrating 50 Years of The Colony on Saturday, October 51h
